18. CONSIDERATION OF THE AWARD OF A CONSTRUCTION CONTRACT TO ROY ALLAN SLURRY SEAL, INC. IN AN AMOUNT NOT TO EXCEED $413,810 FOR THE FY26-27 RESIDENTIAL SLURRY SEAL PROJECT (PROJECT NO. 5242) Recommendation It is recommended that the City Council: a. Approve the plans and specifications (Attachment No. 1) for the FY26-27 Residential Slurry Seal Project (Project); b. Award a construction contract (Attachment No. 2) to Roy Allan Slurry Seal, Inc. for construction services for the Project not to exceed $413,810.00, including the proposed bid amount of $344,843.00 and a 20% contingency of $68,967.00; and c. Reject all other bids received; d. Find that the Project is categorical exempt from CEQA pursuant to Section 15301, Class 1 "existing facilities." and; e. Authorize the City Manager to execute the Contract and all related documents.
