The\nProject Site is generally located west of the I-5 freeway, south of Vermont Avenue, east of\nWalnut Street, and north of Chapman Avenue, and also includes areas identified in the General\nPlan as planned extensions of Gene Autry Way between Harbor Boulevard and Haster Street\nand of Clementine Street between Katella Avenue and Orangewood Avenue, portions of which\nare outside of The Anaheim Resort, in the City of Anaheim, County of Orange, State of\nCalifornia.\nThe Project Site is located in areas governed by the DRSP and the ARSP. The Project Site\nencompasses The Disneyland Resort, including the existing Theme Park, Hotel, Parking and\nFuture Expansion Districts, and Disney Properties within the ARSP, which are listed below:\n· 1515 S. Manchester Avenue (currently used as the Manchester Cast Member Lot)\n· 1585 S. Manchester Avenue (currently occupied by an office building and also used as the\nManchester Cast Member Lot)\n· 1530 S. Harbor Boulevard (currently used as the Manchester Cast Member Lot)\n· 1900 S. Harbor Boulevard (currently used as the Toy Story Parking Lot)\n· 333 W. Ball Road (currently used as the Harbor Cast Member Lot)\n· 1717 S. Disneyland Drive (Paradise Pier Hotel, recently renamed to “Pixar Place Hotel”).\nTo the extent the Proposed Project would update The Anaheim Resort Public Realm\nLandscape Program, The Anaheim Resort Identity Program and the Anaheim Commercial\nRecreation Area Maximum Permitted Structural Height Map, the Project Site includes the entire\nAnaheim Resort (inclusive of the ARSP, DRSP, and Hotel Circle Specific Plan No. 93-1).\nREQUEST: The applicant, Walt Disney Parks and Resorts U.S., Inc. (Disney), requests\napproval of the proposed DisneylandForward Project (DEV2021-00069) (Proposed Project) to\nallow continued, long-term growth of The Disneyland Resort. The Proposed Project would allow\nthe transfer of uses permitted under The Disneyland Resort Project to other areas of The\nDisneyland Resort Specific Plan (DRSP) No. 92-1 and the Anaheim Resort Specific Plan\n(ARSP) No. 92-2 owned or leased by Disney or other subsidiaries of The Walt Disney\nCompany (Disney Properties). It would also allow future streamlined review of Disney projects\nin these areas.\nThe Proposed Project would not increase the amount of development square footage or hotel\nrooms currently allowed in the DRSP and analyzed in EIR No. 311, which the City certified in\n1993, and Addendum No. 1 to EIR No. 311, which the City approved in 1996, or the number of\nhotel rooms currently allowed in the ARSP and analyzed in Supplemental EIR No. 340, which\nthe City certified in 2012 and is a Supplemental EIR to EIR No. 313, which the City certified in\n1994. However, it would permit an increase of 4,376 theme park-related employee parking\nspaces in the ARSP and provide for future administrative review by the City of Disney’s\ndevelopment projects on Disney Properties within the DRSP and the ARSP. It would also\nmodify the limits of the existing Theme Park and Hotel District boundaries within the existing\nDRSP perimeter (these two Districts would be combined and the expanded District would be\ncalled the Theme Park District) and rename the Future Expansion District to the Southeast\nDistrict within the DRSP. It would also establish Overlays for Disney Properties in the ARSP\n(Theme Park East Overlay, Theme Park West Overlay and Parking Overlay). Disney is not\nseeking additional square footage for theme park uses or retail entertainment uses or\nadditional hotel rooms within The Disneyland Resort as part of this Project. Instead, the\nProposed Project would allow Disney to move the existing Disneyland Resort approvals for\nthese uses to other Disney Properties governed by the DRSP and ARSP. The City Council will\nconsider the following proposed entitlements associated with the Proposed Project:\nGENERAL PLAN AMENDMENT: The applicant requests to amend the City of Anaheim\nGeneral Plan Land Use and Circulation Elements and the City’s Bicycle Master Plan, to revise\nmaps, figures, text, and tables throughout the General Plan to conform to the following\nproposed changes:\n(A) Amend the Land Use Element, Table LU-4, “General Plan Density Provisions for Specific\nAreas of the City” to amend the descriptions of The Disneyland Resort Specific Plan and the\nAnaheim Resort Specific Plan to reflect the District names, new Overlays and associated\ndensity proposed as part of the DisneylandForward Project;\n(B) Amend the Circulation Element to (1) remove the planned future extensions of Clementine\nStreet between Katella Avenue and Orangewood Avenue and Gene Autry Way between\nHarbor Boulevard and Haster Street; and (2) reclassify Disney Way between Anaheim\nBoulevard and Harbor Boulevard from a six-lane Major Arterial to a four-lane Primary Arterial\n(with no change to the width of the ultimate public right-of-way);\n(C) Amend the Circulation Element to reflect the following intersection lane configurations: (1)\nat Harbor Boulevard and Convention Way, provide two left-turn lanes, one shared\nthrough/right-turn lane, and one exclusive right-turn lane on the eastbound approach and one\nleft-turn lane, one shared through/right-turn lane, and one exclusive right-turn lane on the\nwestbound approach (consistent with existing configuration); and (2) at Haster Street and\nGene Autry Way: provide a single shared left-turn/through/right-turn lane for the eastbound\napproach and three left-turn lanes and two right-turn lanes for the westbound approach. The\nnorthbound approach would be equipped with a right-turn signal overlapping with the\nwestbound left-turn signal phase;\n(D) Amend the Circulation Element and the City’s Bicycle Master Plan to (1) remove the Class\nI Bike Path in the Southern California Edison right-of-way between Harbor Boulevard and\nAnaheim Boulevard and add a Class I Bike Path on the north side of Disney Way between\nClementine Street and Anaheim Boulevard; (2) add a Class I Bike Path on the west side of\nClementine Street between Alro Way and Disney Way (limits subject to change based on final\nlocation of a bike parking facility); and (3) modify the classification of the planned bike facility\non Walnut Street between Katella Avenue and Ball Road from Class II Bike Lanes to a Class I\nBike Path on the east side of Walnut Street.\nAMENDMENT NO. 9 TO THE DISNEYLAND RESORT SPECIFIC PLAN (DRSP) NO. 92-1:\nThe applicant requests to amend the Specific Plan document to comprehensively update text,\ngraphics, and imagery throughout the documents to reflect the proposed DisneylandForward\nProject.\nZONING CODE AMENDMENT (CHAPTER 18.114) – DRSP NO. 92-1: The applicant requests\nto amend the Zoning and Development Standards (Chapter 18.114 of the Anaheim Municipal\nCode), in its entirety, to reflect the proposed DisneylandForward Project.\nAMENDMENT NO. 17 TO THE ANAHEIM RESORT SPECIFIC PLAN (ARSP) NO. 92-2: The\napplicant requests to amend the Specific Plan document to comprehensively update text,\ngraphics, and imagery throughout the documents to reflect the proposed DisneylandForward\nProject, including approval of the Theme Park East Overlay, the Theme Park West Overlay and\nthe Parking Overlay.\nZONING CODE AMENDMENT (CHAPTER 18.116) – ARSP NO. 92-2: The applicant requests\nto amend the Zoning and Development Standards (Chapter 18.116 of the Anaheim Municipal\nCode), in its entirety, to reflect the proposed DisneylandForward Project.\nZONING CODE AMENDMENT (SECTION 18.40.080) – STRUCTURAL HEIGHT\nLIMITATIONS – ANAHEIM COMMERCIAL RECREATION AREA: The applicant requests to\namend Chapter 18.40 (General Development Standards) of Title 18 of the Anaheim Municipal\nCode to amend the Anaheim Commercial Recreation Area Maximum Permitted Structural\nHeight Map (Anaheim Municipal Code Section 18.40.080 (Structural Height Limitations –\nAnaheim Commercial Recreation Area) to provide for the DRSP to regulate building heights\nwithin a larger portion of the DRSP Theme Park District and the Southeast District and the\nARSP to regulate building heights within the ARSP Theme Park East and Theme Park West\nOverlays. The DRSP and ARSP would allow for taller heights in some areas than are currently\nallowed; it would also reduce the allowed heights in other areas. These changes would not\naffect allowed heights on non-Disney properties.\nAMENDMENT NO. 6 TO THE ANAHEIM RESORT PUBLIC REALM LANDSCAPE\nPROGRAM: The applicant requests to amend The Anaheim Resort Public Realm Landscape\nProgram to allow for the use of improved technologies and more low water plants. The Public\nRealm Landscape Program would include new landscape concept exhibits, updating and\nremoving them from the DRSP and ARSP. Additionally, photos and graphics would be updated\nwith current images of landscaping in The Anaheim Resort.\nAMENDMENT NO. 4 TO THE ANAHEIM RESORT IDENTITY PROGRAM: The applicant\nrequests to amend The Anaheim Resort Identity Program to describe the general locations of\npedestrian bridges in The Anaheim Resort, consistent with the proposed amendments to the\nDRSP and ARSP. Additionally, photos and graphics would be updated with current images of\nidentity elements in The Anaheim Resort.\nFIRST AMENDED AND RESTATED DEVELOPMENT AGREEMENT NO. 96-01: The applicant\nrequests to amend Development Agreement No. 96-01 between the Walt Disney World Co.\n(renamed Walt Disney Parks and Resorts U.S., Inc. in 2009) and the City of Anaheim to\nprovide continued certainty to Disney to facilitate growth and investment in The Disneyland\nResort and specified benefits to the City.\nVACATION/ABANDONMENT OF THREE SEGMENTS OF STREET RIGHT-OF-WAY: The\nCity Council will consider whether to vacate the following public streets, highways and service\neasements pursuant to the Public Streets, Highways and Service Easement Vacation Law\n(Part 3 of Division 9 of the Streets and Highways Code); to-wit:\nThe abandonment of certain real property located in the City of Anaheim, County of Orange,\nState of California, described as three (3) easements for public road purposes generally known\nas (1) Magic Way, lying between Walnut Street and Disneyland Drive, (2) Hotel Way, lying north\nof Disney Way, and (3) Clementine Street, lying south of Katella Avenue.\nENVIRONMENTAL DETERMINATION: The Proposed Project was reviewed using the\nstandards contained in the California Environmental Quality Act (CEQA). The City Council will\nconsider whether to certify Final Subsequent Environmental Impact Report (SEIR) No. 352,\nadopt Findings and a Statement of Overriding Considerations and Mitigation Monitoring\nProgram No. 387, and determine that FSEIR No. 352 and MMP No. 387, together with other\npreviously approved environmental documents for the DRSP and ARSP, is the appropriate\nenvironmental documentation for the Proposed Project under CEQA.\nACTION TAKEN BY THE PLANNING COMMISSION: Recommended City Council take the\nfollowing actions: 1) approval and certification of Final Subsequent Environmental Impact\nReport No. 352 (FSEIR No. 352) to FEIR No. 311 and Supplemental FEIR No. 340, adoption of\nFindings and a Statement of Overriding Considerations and Mitigation Monitoring Program\n(MMP) No. 387, and that City Council determine that FSEIR No. 352 and MMP No. 387 have\nbeen prepared for the Project in compliance with the California Environmental Quality Act\n(CEQA), are adequate to serve as the appropriate environmental documentation for the Project\nand that no further environmental documentation need be prepared for CEQA for the Project\n(Resolution No. PC 2024-004); 2) approval of an amendment to the General Plan Land Use\nand Circulation Elements and the City’s Bicycle Master Plan (Resolution No. PC 2024-005); 3)\nintroduce and adopt an ordinance approving Amendment No. 9 to The Disneyland Resort\nSpecific Plan (DRSP) No. 92-1 and the DRSP Zoning and Development Standards (Chapter\n18.114 of Title 18); 4) introduce and adopt an ordinance approving Amendment No. 17 to the\nAnaheim Resort Specific Plan (ARSP) No. 92-2 and the ARSP Zoning and Development\nStandards (Chapter 18.116 of Title 18); 5) introduce and adopt a draft ordinance approving a\nZoning Code Amendment to Title 18 relating to Section 18.40.080 (Structural Height Limitations\n– Anaheim Commercial Recreation Area), including amending the Anaheim Commercial\nRecreation Area Maximum Permitted Structural Height Map, of Chapter 18.40 (General\nDevelopment Standards); 6) approval of Amendment No. 6 to The Anaheim Resort Public\nRealm Landscape Program (Resolution No. PC 2024-006); 7) approval of Amendment No. 4 to\nThe Anaheim Resort Identity Program (Resolution No. PC 2024-007); and 8) approval of the\nFirst Amended and Restated Development Agreement No. 96-01 between Walt Disney World\nCo. (renamed Walt Disney Parks and Resorts U.S., Inc. in 2009) and the City of Anaheim\n(Resolution No. PC 2024-008); VOTE: 5-1 (Chairperson Kring and Commissioners Castro,\nLieberman, Tran-Martin, and Walker voted yes; Commissioner Perez voted no; Commissioner\nHenninger absent).
