4. Approval of Agreement with Learning Enrichment After-School Program,\nInc. (dba Leap) for the Summer Lunch Program\nIt is recommended that the City Council: 1) Authorize the Mayor to\nexecute a one (1) year service agreement with Learning Enrichment After-\nSchool Program, Inc. (dba Leap); and 2) Authorize Director of Recreation\n& Community Services to execute any associated documents; and 3)\nAuthorize Director of Finance to appropriate funding and make necessary\nchanges to the budget.\nSTAFF REPORT

Appropriation of Funds for Professional Services Supporting Maintenance,\nRepairs, and Security Upgrades to the CNG Facility located at Badillo\nStreet and Ramona Boulevard\nIt is Staff's recommendation that the City Council: Accept and authorize\npayment to Galileo Technologies for emergency equipment repairs made\nto the CNG compressor system due to vandalism in the amount of\n$27,752.57; and Approve proposals for professional services in the\namount not-to-exceed $50,557.99 to cover the costs of security upgrades\nand maintenance as follows: Greenshine for procurement of three (3)\nsolar light systems including the concrete base in the amount of\n$19,917.73; and Greg Ruvalo for installation of security measures around\nthe perimeter wall in the amount of $4,290.00; and Spectrum\nCommunications to cover the amount of construction costs associated\nwith making the CNG site serviceable for internet access in the amount of\n$7,641.16; and ConvergeOne for procurement and installation of four (4)\nsecurity cameras in the amount of $18,709.10; and Authorize the Director\nof Finance to appropriate $78,310.56 from fund 244 for Professional\nServices to cover the project costs; and Authorize the Director of Finance\nto make the necessary budget adjustments and authorize the Director of\nPublic Works to process invoices for qualified expenditures.\nSTAFF REPORT

Homekey Program Notice of Funding Availability, Round 3Agenda Item 17\nfor the regular meeting of the County of Los Angeles Board of\nSupervisors, approving joint application by the County and Weingart\nFoundation to participate in the Homekey Round 3 Program.\nIt is recommended that the City Council: Authorize the Mayor and City\nCouncil to provide a letter of support for the Homekey Program Notice of\nFunding Availability, Round 3 under the Los Angeles County and Weingart\nFoundation application; and 2) Authorize the Chief Executive Officer to\ndraft an Memorandum of Agreement (MOA) to commemorate\ncollaboration efforts; and 3) Approve a letter of intent to accompany the\nproposal to support the project with available vouchers under the Baldwin\nPark Housing Authority.\nSTAFF REPORT

CITY COUNCIL / CITY CLERK / CITY TREASURER / STAFF REQUESTS &\nCOMMUNICATION\n1. CM Avila seeks consensus from Council to: Direct Staff to prioritize the\nsidewalks and parkway areas around the school sites in our city to ensure\na safe pedestrian experience for the children and their parents. This\nincludes new improvements and landscape, as well maintaining areas that\nhave already been improved. Include it as a budget request if necessary.\n2. Direct Staff to establish a clear understanding on jurisdictional\nresponsibilities between Caltrans and the City on all freeway interface\nareas around the freeway corridors in our City. This applies to clean up\nactivities and infrastructure improvement such as drainage channels.
