11. 5-Year Capital Improvement Program (CIP) Proposed Budget for Fiscal\nYear 2023-24 to 2027-28\nStaff recommends that City Council:\n1. Approve the 5-year proposed City of Baldwin Park Capital\nImprovement Program (CIP) from July 1, 2023, to June 30, 2028;\nand,\n2. Approve the CIP funding schedule for Fiscal Year 2023-24 in the\namount of $56,693,487 for community improvements and\ninfrastructure enhancement projects; and authorize the Director of\nFinance to make the necessary appropriations and budget\nadjustments, and\n3. Approve the operational revenue and expenditures adjustments for\nFiscal Year 2023-24 and authorize the Director of Finance to make\nthe necessary appropriations, budget adjustments and transfers;\nand,\n4. Authorize the Director of Finance to create and assign project\nnumbers and account numbers as necessary.\nSTAFF REPORT

Approve Change Orders for Stance Construction and the Authorize\nAdditional Work by San Gabriel Valley Water Company as Part of City\nProject CIP No. 22-040 - Calino Avenue Improvements\nIt is recommended that the City Council:\n1. Authorize and approve the additional work for the proposal from\nStance Construction Company in the amount of $40,703.78 to add\n265 linear feet of 8â sewer line; and,\n2. Authorize and approve payment for the change order from Stance\nConstruction Company in a not-to-exceed amount of $34,410.97 for\nincurred costs on rental equipment and insurance during the project\nsuspension period; and,\n3. Approve added work for the proposal in the form of a deposit in a\nnot-to-exceed amount of $65,000.00 from the San Gabriel Valley\nWater Company for relocation of an existing domestic water line;\nand,\nA. Authorize the Director of Finance to appropriate $45,000.00 from\nFund No. 275 and to make the necessary budget adjustments; and,\n5. Authorize the Director of Public Works to execute contract change\norders for the additional work and suspended project incurred fees\nwith Stance Construction Company using approved project\ncontingency and appropriations.\nSTAFF REPORT

Accept Completed Improvements and Authorize the Filing of a Notice of\nCompletion for City Project No CIP 21-190 Foster Avenue and Pedestrian\nRail Crossing Drainage Improvements\nIt is recommended that the City Council\n1. Accept the construction improvements by CWS Systems, Inc. and\nauthorize the recordation of a Notice of Completion for City Project\nNo. CIP 21-190 â Foster Avenue and Pedestrian Rail Crossing\nDrainage Improvements; and,\n2. Authorize the Director of Finance to reallocate American Rescue\nPlan Act funding for the Senior Free Meals Program and carry over\nbalances to Fiscal Year 24-25 until funds are exhausted; and\n2. Authorization to Award a Professional Service Agreement to David Volz\nDesign Landscape Architects Inc. for Design Services to Develop the New\nMaine Avenue Mini Park Project\nIt is recommended that the City Council:\n1. Award a Professional Service Agreement to David Volz Design\nLandscape Architects Inc., for design services to develop the new\nMaine Avenue Mini Park Project; and\n2. Authorize the Mayor to execute the Agreement; and\n3. Authorize Director of Recreation & Community Services to execute\nany other associated documents needed for the project; and\n4. Approval of Letter of Authorization to Allow the San Gabriel Valley Council\nof Governments (SGVCOG) to Apply for Round Two of the Local\nAssistance Grant Program from CalRecycle\nIt is recommended that the City Council authorize the Mayor to sign a\nLetter of Authorization (LOA) to provide to the SGVCOG to submit a\nregional application for the Round Two 1383 Local Assistance Grant\nProgram.
