3. Approval of a Master Services Agreement with OpenGov Inc., for the\nImplementation of an Asset Management Software System for the\nDepartment of Public Works\nStaff recommends that Council:\n1. Approve the cancellation of OpenGov’s Budgeting and Planning\nsoftware module and authorize the implementation of OpenGov’s\nAsset Management software including the transfer of remaining\nbudgeted funds and contract credits to be applied towards\nimplementation and subscription costs for the new system; and,\n2. Authorize the Mayor to execute the Master Services Agreement, and\nrelated documents with OpenGov in an amount not to exceed\n$175,200.00 for an initial term of two years and four months, with\nadditional three one-year renewal options for the implementation\nand subscription of the Asset Management software including\nannual fee for integration with the Government Outreach GoGov\nportal; and,\n3. Authorize the Director of Finance to make all necessary\nappropriations and budget amendments for the term of the\nAgreement.\nSTAFF REPORT

4. Approval of Resolution No. 2024-044 for a One-Time City Hall Closure It\nis recommended that the City Council:\n1. Approve Resolution No. 2024-044 entitled, “A Resolution of the City\nCouncil of the City of Baldwin Park, California, approving a one-time\nCity Hall closure from December 23, 2024 through January 3, 2025,\nand authorizing qualified employees time off during the Holidays”;\nand\n2. Approve the cancellation of the City Council Regular meetings on\nthe following dates: • December 18, 2024, January 1, 2025 and July\n2, 2025\n3. Direct the CEO to provide adequate notification to the public and\ntake appropriate measures to ensure City Emergency Response\nOperations remain uninterrupted during the closure.\nSTAFF REPORT

Adoption of Resolution No. 2024-045 Requesting the California Insurance\nCommissioner, State Legislature, and the Governor take Emergency\nAction to Strengthen and Stabilize California's Marketplace for\nHomeowners and Commercial Property Insurance\nIt is recommended that the City Council adopt Resolution No. 2024-045\nentitled "A Resolution of The City Council of the City of Baldwin Park,\nCalifornia, Requesting the California Insurance Commissioner, State\nLegislature, and the Governor take Emergency Action to Strengthen and\nStabilize California's Marketplace for Homeowners and Commercial\nProperty Insurance."\nSTAFF REPORT

6. Award of Contract for City Project No. CIP 24-001-55027 - Morgan Park\nRestroom Improvements\nStaff recommends that the City Council:\n1. Determine that the bid submitted by CO Brothers LLC is a non-\nresponsive bid; and\n2. Approve and award the construction contract to Corral Construction\nDevelopment, Inc. of Commerce, CA in the amount of $403,039.00;\nand,\n3. Authorize the Director of Public Works to negotiate and execute an\nagreement with the City’s on-call consultants for construction\nmanagement and inspection services in an amount not-to-exceed\n$34,258.00; and,\n4. Authorize a 12% construction contingency in an amount not-to-\nexceed $48,365.00; and\n5. Authorize the Mayor and City Clerk to execute the contract with\nCorral Construction Development, Inc.\nSTAFF REPORT

7. Purchase of Additional Gym Equipment for the Police Gym Facility\nIt is recommended that the City Council\n1. Approve the purchase of Fitness Equipment for $5,699.15 using the\nPolice Grant Fund #271; and\n2. Approval of Contract with A-1 Concrete & Construction Inc. for the McNeill\nManor Senior Housing roof replacement and appropriate funds for the\nrelocation of seven Public Housing tenants.\nIt is recommended that the City Council:\n1. Authorize Director of Community Development to Execute the\nContract with A-1 Concrete & Construction Inc.; and\n2. Authorize the Director of Finance to appropriate available funds in\nthe order of Public Housing Fund #905, ARPA Fund #275, and\nCommunity Enhancement Fund #210 to pay as we go for part of\ntenant relocation assistance with an estimated cost of $94,000 for\nthe relocation costs; and $165,000 (includes 10% contingency) to\nreplace the McNeill Manor Senior Housing roof while the Housing\nAuthority (HA) is processing an application for the HUDs\nEmergency/Disaster Grant and awaiting for insurance assessment;\nand to make necessary budget adjustments and create new account\nnumbers.\nSTAFF REPORT
