CONSIDERATION OF ADOPTION OF ORDINANCE NO. 942, AMENDING CHAPTER 5.64\n(RETAIL CANNABIS BUSINESS PERMIT) OF TITLE 5 (BUSINESS LICENSES,\nREGULATIONS AND TAXES) OF THE BELL GARDENS MUNICIPAL CODE TO\nRESTRICT THE NUMBER OF BUSINESS REGULATORY PERMITS FOR CANNABIS\nRETAIL BUSINESSES\nWaive full reading and introduce Ordinance No. 942, by title only, amending Chapter 5.64 (Retail\nCannabis Business Permit) of Title 5 (Business Licenses, Regulations and Taxes) of the Bell\nGardens Municipal Code, to limit the number of cannabis retail regulatory permits citywide.\nRecommendation:\nIt is staff’s recommendation that the City Council:\n1. Find proposed Ordinance No. 942 (Exhibit 1) exempt from the provisions of the California\nEnvironmental Quality Act (CEQA); and\n2 Waive full reading and introduce Ordinance No. 942, by title only, amending Chapter 5.64\n(Retail Cannabis Business Permit) of Title 5 (Business Licenses, Regulations and Taxes) of\nthe Bell Gardens Municipal Code, to limit the number of cannabis retail regulatory permits\ncitywide.

CONSIDERATION OF APPROVAL OF A RESOLUTION EXTENDING AN AMENDMENT\nTO THE GROSS REVENUE LICENSE FEE IMPOSED ON PARKWEST BICYCLE\nCASINO\nAdopt the attached Resolution extending an amendment to the gross revenue license fee imposed\non Parkwest Bicycle Casino for a limited time period ending on July 31, 2024.\nRecommendation:\nIt is staff's recommendation that the City Council adopt the attached Resolution extending an\namendment to the gross revenue license fee imposed on Parkwest Bicycle Casino for a limited\ntime period ending on July 31, 2024.

INSTALLATION OF RED CURB "NO PARKING" RESTRICTIONS FRONTING 7533\nGARFIELD AVENUE\nConsideration of a resolution to authorize the installation of an additional 10 feet of red curb ‘no\nparking’ restrictions on the north side of the southerly driveway fronting 7533 Garfield Avenue.\nRecommendation:\nIt is staff’s recommendation that the City Council:\n1. Adopt the attached Resolution authorizing the installation of 10 feet of additional red curb ‘no\nparking’ restrictions on the north side of the southerly driveway fronting 7533 Garfield Avenue;\nand\n2. Rescind Resolution No. 2023-92.

ADOPTION OF RESOLUTION AND APPROVAL OF A STANDARD AGREEMENT BY AND\nBETWEEN THE CITY OF BELL GARDENS AND THE OFFICE OF PLANNING AND\nRESEARCH, CALIFORNIA VOLUNTEERS FOR THE LOCAL GOVERNMENT\nCONNECTING NEIGHBORS TO NEIGHBORS GRANT\nAdoption of a resolution and agreement with the Office of Planning and Research, California\nVolunteers for the Local Government: Connecting Neighbors to Neighbors Grant.\nRecommendation:\nIt is staff's recommendation that the City Council by motion:\n1. Adopt the attached resolution; and\n2. Approve the State of California Department of General Services Standard Agreement No.\nCV2311401 with the office of Planning and Research, California Volunteers for the Local\nGovernment: Connecting Neighbors to Neighbors Grant in the amount of $250,000.\nDISCUSSION (Item Nos. 13 - 14)

13. LOCAL COMMISSIONS APPOINTMENT LIST\nThe Local Commissions Appointments List outlines the City of Bell Gardens Commissions and\nCommissioners. Per the Bell Gardens Municipal Code, City Commissions consist of Bell\nGardens residents appointed by each member of the City Council. Council Members may remove\ncommissioners during any regular City Council meeting and may appoint commissioners following\n10 working days after the posting of the vacancy notice.\nRecommendation:\nIt is staff's recommendation that the City Council review the Commissions Appointments List and\nby motion, remove commissioners and/or make appointments to the posted vacancies.

14. CONSIDER REQUEST TO RENEW VEHICLE TOWING AND STORAGE SERVICES\nAGREEMENT\nThe City of Bell Gardens regularly requires motor vehicle towing and storage services, including\nthe removal of abandoned, stolen and damaged vehicles, occasional towing and storage of City\nowned vehicles and special security for vehicles held for the investigation of crimes, pursuant to\nvarious provisions of the California Vehicle and other Codes.\nThe current agreement with Mr. C’s Towing of South Gate, Inc. will expire on October 14, 2024 and\nthey have requested a five year extension to the term of the agreement for Council consideration.\nRecommendation:\nStaff is seeking direction from the City Council to:\n1. Approve the request for a five year extension to the current agreement, or\n2. Deny the request for a five year extension to the current agreement and direct staff to issue a\nRequest for Proposal (RFP) for towing and storage services.\nCITY COUNCIL / SUCCESSOR AGENCY MEMBER COMMENTS

GENERAL MOTION TO WAIVE FULL READING AND APPROVE ORDINANCES BY\nTITLE ONLY PURSUANT TO CALIFORNIA GOVERNMENT CODE SECTION 36934\nIn order to expedite the conduct of business at City Council meetings, California State Law\n(California Government Code Section 36934) allows Ordinances to be read by title if a majority of\nthe legislative body supports the motion to waive the full reading.\nRecommendation:\nIt is staff's recommendation that the City Council approve a general motion to waive full reading and\napprove Ordinances by title only pursuant to California Government Code Section 36934.

APPROVAL MINUTES OF MARCH 11, 2024 CITY/ SUCCESSOR AGENCY JOINT\nMEETING\nApprove the minutes of the March 11, 2024 City/Successor Agency Joint Meeting.\nRecommendation:\nIt is staff's recommendation that the City Council approve the minutes of the March 11, 2024\nCity/Successor Agency Joint Meeting.

WARRANT REGISTERS AND WIRE TRANSFERS\nIn approving the action of receiving and filing the warrant registers, the official minutes of the Bell\nGardens City Council should state that each individual member of the City Council is not voting on,\ninfluencing the outcome of, or participating in approving, accepting, receiving or filing any warrant\nwhich bears the name of the same council member, or pays for any costs or expenses, or\notherwise benefits the same named council member. Each council member will not be participating,\ninfluencing or voting on any such warrant bearing their name or which benefits the same named\ncouncil member, but with that exception is voting in favor of receiving and filing all other warrants\ncontained in this report, unless otherwise noted on the record at the time of the approval of the\naction required by this report.\nRecommendation:\nIt is staff's recommendation that the City Council receive and file the warrant registers, wire\ntransfers, and net payrolls dated 02/22/2024, 02/27/2024, 03/05/2024, 03/07/2024, 03/12/2024,\n03/19/2024, 03/21/2024 and 03/26/2024.

FIRST AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT BETWEEN THE\nCITY OF BELL GARDENS AND WSP USA ENVIRONMENT & INFRASTRUCTURE INC.\n(WSP; FORMALLY WOOD ENVIRONMENT & INFRASTRUCTURE SOLUTIONS, INC.\nAn amendment to allocate additional funds from the Equitable Community Revitalization Grant\n(ECRG) funding to WSP USA Environment & Infrastructure Inc. (WSP; formally Wood\nEnvironment & Infrastructure Solutions, Inc.) (WSP) for consultation services for clean up of a\nShull Street brownfield site formerly known as the Berk Oil site.\nRecommendation:\nIt is staff’s recommendation that the City Council:\n1. Determine the action exempt from the provisions of the California Environmental Quality Act\n(CEQA) pursuant to State CEQA Guidelines Section 15060(c)(3); and\n2. Adopt the attached resolution approving a First Amendment to the Professional Services\nAgreement (PSA) between the City and WSP USA Environment & Infrastructure Inc. (WSP;\nformally Wood Environment & Infrastructure Solutions, Inc.) (WSP) for additional funding not-\nto-exceed amount of $800,000 to accommodate the amended scope of work needed to\ncontinue remediation consulting services for the former Berk Oil site located at 5600-5636\nShull Street.

APPROVAL OF A PARTICIPANT AGREEMENT WITH THE COUNTY OF LOS ANGELES\nFOR THE LOS ANGELES REGION IMAGERY ACQUISITION CONSORTIUM\nA request to approve a Participant Agreement with the County of Los Angeles for Los Angeles\nRegion Imagery Acquisition Consortium (LARIAC) for regional and citywide digital imagery and\ndatasets.\nRecommendation:\nIt is staff’s recommendation that the City Council:\n1. Adopt the attached Resolution (Exhibit 1); and\n2. Approve a Participant Agreement with County of Los Angeles (Exhibit 2) for digital mapping\nservices citywide; and\n3. Appropriate future appropriations for three annual increments of $8,546.66 for fiscal years\n2025, 2026, and 2027 (for a total of $25,637.00) to fund participation in the Los Angeles\nRegion – Imagery Acquisition Consortium 7 (LARIAC7); and\n4. Find the proposed action exempt from the provisions of the California Environmental Quality\nAct (CEQA) pursuant to Guidelines Section 15060(c)(3).
