CONSIDERATION OF ORDINANCE NO. 951 AMENDING TITLE 9 (ZONING AND\nPLANNING REGULATIONS) BELL GARDENS MUNICIPAL CODE TO REGULATE\nCERTAIN ELECTRONIC DISPLAYS\nOrdinance No. 951 would regulate certain electronic display signs, providing location restrictions,\nlight pollution control, content guidelines, maintenance requirements, and safety mechanisms,\namong other things, balancing the benefits of modern advertising technologies and the local\neconomy.\nRecommendation:\nIt is staff’s recommendation that the City Council waive full reading and introduce Ordinance No.\n951, by title only amending Title 9 (Zoning and Planning) of the Bell Gardens Municipal Code by\nadding regulations for certain electronic display signs.

10. LOCAL COMMISSIONS APPOINTMENT LIST\nThe Local Commissions Appointments List outlines the City of Bell Gardens Commissions and\nCommissioners. Per the Bell Gardens Municipal Code, City Commissions consist of Bell\nGardens residents appointed by each member of the City Council. Council Members may remove\ncommissioners during any regular City Council meeting and may appoint commissioners following\n10 working days after the posting of the vacancy notice.\nRecommendation:\nIt is staff's recommendation that the City Council review the Commissions Appointments List and\nby motion, remove commissioners and/or make appointments to the posted vacancies.

CONSIDERATION OF A RESOLUTION APPROVING THE CITY OF BELL GARDENS\nMUNICIPAL WATER SYSTEM WATER SHORTAGE CONTIGENCY PLAN\nConsideration of a Resolution approving the City of Bell Gardens Municipal Water System Water\nShortage Contingency Plan.\nRecommendation:\nIt is staff's recommendation that the City Council adopt the attached Resolution approving the City\nof Bell Gardens Municipal Water System Water Shortage Contingency Plan.

A RESOLUTION IN SUPPORT OF MEASURE G FOR A MORE ACCOUNTABLE,\nTRANSPARENT, AND REPRESENTATIVE LOS ANGELES COUNTY GOVERNMENT\nMeasure G proposes significant reforms to Los Angeles County's governance, including the\ncreation of an elected County Executive, an independent Ethics Commission, and expanding the\nBoard of Supervisors from five to nine members. The measure aims to improve representation and\naccountability using existing funding.\nRecommendation:\nIt is staff's recommendation that the City Council:\n1. Adopt the attached Resolution supporting the Los Angeles County Government Structure,\nEthics And Accountability Charter Amendment, Measure G; or\n2. Receive and file.

GENERAL MOTION TO WAIVE FULL READING AND APPROVE ORDINANCES BY\nTITLE ONLY PURSUANT TO CALIFORNIA GOVERNMENT CODE SECTION 36934\nIn order to expedite the conduct of business at City Council meetings, California State Law\n(California Government Code Section 36934) allows Ordinances to be read by title if a majority of\nthe legislative body supports the motion to waive the full reading.\nRecommendation:\nIt is staff's recommendation that the City Council approve a general motion to waive full reading and\napprove Ordinances by title only pursuant to California Government Code Section 36934.

WARRANT REGISTERS AND WIRE TRANSFERS\nIn approving the action of receiving and filing the warrant registers, the official minutes of the Bell\nGardens City Council should state that each individual member of the City Council is not voting on,\ninfluencing the outcome of, or participating in approving, accepting, receiving or filing any warrant\nwhich bears the name of the same council member, or pays for any costs or expenses, or\notherwise benefits the same named council member. Each council member will not be participating,\ninfluencing or voting on any such warrant bearing their name or which benefits the same named\ncouncil member, but with that exception is voting in favor of receiving and filing all other warrants\ncontained in this report, unless otherwise noted on the record at the time of the approval of the\naction required by this report.\nRecommendation:\nIt is staff's recommendation that the City Council receive and file the warrant registers, wire\ntransfers, and net payrolls dated 09/16/2024, 09/17/2024, 09/18/2024, 09/19/2024 and\n09/24/2024.

5. REJECTION OF CLAIM A claim was filed with the City by Tonatiuh Lago. Staff directed the claims to the City's general\nliability claims administrator Carl Warren & Company for processing, review, and investigation.\nFollowing its investigation, Carl Warren & Company determined that the City was not responsible\nfor the claim and determination.\nRecommendation:\nIt is staff’s recommendation that the City Council reject the claims filed by Tonatiuh Lagos. The\nclaims are being presented for rejection in a manner that allows the claimant, subject to certain\nexceptions, up to six months to file a court action on the claim.

SECOND READING AND ADOPTION OF ORDINANCE NO. 950 ADDING STREAMLINED\nPERMIT REQUIREMENTS FOR ELECTRIC VEHICLE CHARGING STATIONS\nSecond reading and adoption of Ordinance No. 950, amending Title 6 (Buildings and Construction)\nof the Bell Gardens Municipal Code to establish permit streamlining procedures for electric vehicle\ncharging stations in compliance with state requirements.\nRecommendation:\nIt is staff’s recommendation that the City Council waive full reading and adopt Ordinance No. 950 to\nadd Chapter 6.35 to Title 6 (Buildings and Construction) of the Bell Gardens Municipal Code to\nestablish permit streamlining procedures for electric vehicle charging stations in compliance with\nstate requirements.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL GARDENS\nAPPROVING A PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF\nBELL GARDENS AND DAPEER ROSENBLIT LITVAK, LLP FOR MUNICIPAL CODE\nVIOLATION PROSECUTION SERVICES\nA resolution to approve a professional services agreement for municipal code violation prosecution\nservices.\nRecommendation:\nIt is staff's recommendation that the City Council:\n1. Determine the action exempt from the provisions of the California Environmental Quality Act\n(CEQA) pursuant to State CEQA Guidelines Section 15060(c)(3); and\n2. Adopt the attached Resolution approving a Professional Services Agreement with Dapeer\nRosenblit Litvak, LLP for municipal code violation prosecution services.

8. ACCEPTANCE OF THE CALIFORNIA OFFICE OF TRAFFIC SAFETY (OTS) STEP\nGRANT FUNDS AND APPROVAL OF GRANT AGREEMENT NUMBER PT25139\nThe City of Bell Gardens was awarded a traffic enforcement grant through the California Office of\nTraffic Safety in the amount of $178,000 for FY 2024-25. The grant requires that the City Council\nformally accept these funds by entering into a Grant Agreement and adopting the attached\nResolution.\nRecommendation:\nIt is staff recommendation that the City Council adopt the attached Resolution approving Grant\nAgreement Number PT25139 with the State of California - Office of Traffic Safety, thereby\naccepting grant funds and authorizing the Police Department to begin expending these funds\ntoward its Traffic Safety Program.

9. RESOLUTION APPROVING A THIRD AMENDMENT TO CONTRACT SERVICES\nAGREEMENT WITH GREENTECH LANDSCAPE MAINTENANCE, INC. TO EXTEND THE\nTERM FOR SIX ADDITIONAL MONTHS\nConsideration of a Resolution approving a Third Amendment to the Contract Services Agreement\nwith Greentech Landscape, Inc. to extend the term through March 28, 2025.\nRecommendation:\nIt is staff’s recommendation that the City Council adopt the attached Resolution authorizing the City\nManager to execute the Third Amendment with Greentech Landscape, Inc.\nDISCUSSION (Item Nos. 10 - 13)
