RESOLUTION TO ESTABLISH PREFERENTIAL PARKING DISTRICT (PPD) NO. 12\nON BACH CIRCLE, BRAHMS CIRCLE, BEETHOVEN CIRCLE, CHOPIN DRIVE,\nHANDEL DRIVE, SCHUBERT CIRCLE, AND VERDI DRIVE\nPresented by Norm Wray, Senior Engineering Technician\nPurpose: Authorize the Public Works Department to establish a new preferential parking\ndistrict and properly sign the area as 'Preferential Parking Only' per California Vehicle\nCode (CVC) section 22507, and to authorize the Public Works and Police Department\nDepartments to issue the required permits in compliance with the approved resolution.\nAssociated costs in the amount of $6,600 will be absorbed by the Public Works Signage\nand Striping budget and costs in the amount of $1,500 will be funded by the Public\nWorks Operations budget (11-6240-160105).\nRecommended Action: 1) Adopt a resolution establishing Preferential Parking District\n(PPD) No. 12 on Bach Circle, Brahms Circle, Beethoven Circle, Chopin Drive, Handel\nDrive, Schubert Circle, and Verdi Drive.

PROFESSIONAL SERVICES AGREEMENT WITH SPECIALIZED INSTALLATIONS\nFOR THE PURCHASE AND INSTALLATION OF CAMERAS ON BEACH\nBOULEVARD, NORTH OF THE INTERSTATE 5 (I-5) FREEWAY AND IN THREE CITY\nPARKS\nPurpose: Authorize the Police Department to hire a contractor to expand the existing\nCCTV camera system for a section of Beach Boulevard and at three additional city\nparks. Associated costs in the amount of $299,979.16 will be funded by American\nRescue Act Plan (ARPA) funds received from the County of Orange via Supervisor Doug\nChaffee (Account No. 11-9806-190134).\nRecommended Action: 1) Approve a professional services agreement with Specialized\nInstallations for the purchase and installation of a new video surveillance system for\nthree park sites and eight Beach Boulevard traffic signals; 2) Authorize the City Manager\nand City Attorney to make any necessary, non-monetary changes to the agreement and\ndocuments necessary for the purchase of the hardware; 3) Authorize the City Manager\nand City Clerk to execute the agreement; and, 4) Dispense with formal bidding pursuant\nto Section 3.28.080 (H) of the Buena Park Municipal Code based on a finding that this in\nthe best interest of the City and will allow the City to procure services and equipment

AMENDMENT NO. 1 TO THE PROFESSIONAL SERVICES AGREEMENT WITH THE\nCODE GROUP DBA VCA CODE FOR CONTRACT BUILDING INSPECTION\nSERVICES\nPurpose: Authorize the Community and Economic Development Department to amend\nan existing agreement with VCA Code to continue to provide temporary and as-needed\nbuilding inspection services. Associated costs in the amount of $150,000 will be funded\nby the Building Division's Professional/Contractual Services budget.\nRecommended Action: 1) Approve Amendment No. 1 to Professional Services\nAgreement (PSA) No. 22-8 CD with VCA Code, for temporary building inspection\nservices to increase the total compensation amount from $30,000 to $150,000, subject\nto the same terms and conditions set forth in the original Agreement; 2) Authorize the\nCity Manager and City Attorney to make any non-monetary amendments; and,\n3) Authorize the City Manager and City and City Clerk to execute the amendment.

AMENDMENT TO THE 2022-2023 MEASURE M2 SEVEN-YEAR CAPITAL\nIMPROVEMENT PROGRAM FOR ADDITION OF THE ARTESIA BOULEVARD\nTRAFFIC SIGNAL SYNCHRONIZATION PROJECT (TSSP) AND THE METROLINK\nIMPROVEMENTS PROJECT\nPurpose: Authorize the Public Works Department to amend the FY 2022-2023 Capital\nImprovement Program (CIP) to add the Artesia Boulevard TSSP and the Metrolink\nImprovements Project, and change the funding source for the Metrolink Improvements\nProject. Associated costs in the amount of $250,000 for the Metrolink Improvements\nProject will be allocated from Measure M2 local fair share funds.\nRecommended Action: 1) Approve an amendment to the FY 2022-2023 Measure M2\nSeven-Year Capital Improvement Program to add the Artesia Boulevard Traffic Signal\nSynchronization Project (TSSP) and the Metrolink Improvements Project; 2) Authorize\nstaff to amend the FY 2022-2023 CIP on the OCFundtracker per the Orange County\nTransportation Authority (OCTA) guidelines; and, 3) Approve Measure M2 local fair\nshare funds in the amount of $250,000 for the Metrolink Improvements Project.

RESOLUTION PERTAINING TO TERMINATION OF THE LOCAL EMERGENCY\nPROCLAIMED IN RESPONSE TO THE COVID-19 PANDEMIC\nPurpose: Satisfy technical requirements of the California Emergency Services Act by\nadopting a resolution to document termination of the local emergency proclaimed by the\nCity Council in response to the COVID-19 pandemic. PURCHASE OF TWO KIA NIRO ELECTRIC VEHICLES FROM WONDRIES FLEET\nGROUP\nPurpose: Rescind previous authorization to purchase vehicles from National Auto Fleet\nGroup and authorize the Public Works Department to purchase one existing and one\nalternative fleet vehicle from Wondries Fleet Group. Associated costs in the amount of\n$68,581 are included in the adopted FY 2022-23 Budget.\nRecommended Action: 1) Rescind the City Council authorization of June 12, 2022, to\npurchase a Kia Niro EV for $48,500 and Ford F-150 Hybrid for $48,000 from National\nAuto Fleet Group; and 2) Authorize the purchase of two 2023 Kia Niro Electric Vehicles\nor functional equivalents from Wondries Fleet Group in the amount of $68,581 in lieu of\nthe previously-approved 2023 Kia Niro Electric Vehicle and Ford F-150 Hybrid.

Kim Electric,\nInc. in the amount of $104,567.90; 3) Authorize contingency funds in the amount of\n$11,000 in the same purchase order; 4) Authorize the City Manager and City Clerk to\nmake any necessary, non-monetary changes to the contract; and, 5) Authorize the City\nManager and City Clerk to execute the contract.
