AMENDMENT NO. 5 TO PROFESSIONAL SERVICES AGREEMENT NO. 19-01 WITH\nYUNEX, LLC FOR THE MAINTENANCE AND REPAIR OF TRAFFIC SIGNALS\nTHROUGHOUT THE CITY\nPresented by Norm Wray, Senior Engineering Technician\nPurpose: Authorize the Public Works Department to amend the contract for maintenance\nand repair of traffic signals throughout the City and extend the term for an additional year\nof service. The total contract amount for routine and extraordinary maintenance is\nexpected to be $340,273 annually. These costs are included in the proposed\nFY 2023-24 budget in the traffic signal maintenance account (11-560230-6240).\nRecommended Action: 1) Approve Amendment No. 5 to a Professional Services\nAgreement with Yunex, LLC for the maintenance and repair of traffic signals throughout\nthe City; 2) Authorize the City Manager and City Attorney to make any necessary, non-\nmonetary changes to the amendment; and, 3) Authorize the City Manager and City Clerk\nto execute the amendment.

AN ORDINANCE ADDING CHAPTER 5.68 TO THE BUENA PARK MUNICIPAL CODE\nPERTAINING TO GROUP HOME OPERATING PERMITS AND REQUIREMENTS,\nAND REFERRING A ZONING CODE AMENDMENT TO THE BUENA PARK\nPLANNING COMMISSION\nPresented by Christopher G. Cardinale, City Attorney\nPurpose: Enact local regulations that are consistent with federal and state law and strike\na balance between the interests of residents desiring to preserve the residential\ncharacter of their neighborhoods, and the need to provide housing accommodations to\ndisabled individuals; including those in recovery from chemical addiction to reside in\nnormalized residential environments that promote effective recovery. There is no direct\nbudget impact associated with this item.\nRecommended Action: 1) Adopt an Ordinance of the Buena Park City Council Adding\nChapter 5.68, Group Homes, to the Buena Park Municipal Code; and, 2) Request that\nthe Buena Park Planning Commission review a minor amendment to the Buena Park\nZoning Code to make reference to the new Chapter 5.68.

UPFITTING OF FOUR FORD UTILITY PURSUIT VEHICLES BY INNOVATIVE\nEMERGENCY EQUIPMENT\nPurpose: Authorize the Public Works Department to purchase upfitting service for four\nFord Utility Pursuit vehicles. Associated costs in the amount of $68,540 are included in\nthe current year 2022-23 budget. However, this is less than the most recent estimate\nprovided by Innovative Emergency Equipment. For this reason, a budget amendment in\nthe amount of $15,422.48 will be required from the undesignated Vehicle Replacement\nFund balance.\nRecommended Action: 1) Authorize upfitting costs in the amount of $20,990.68 for each\nof the four Ford Utility Pursuit vehicles (total of $83,962.48) from Innovative Emergency\nEquipment; and, 2) Approve a budget amendment in the amount of $15,422.48 to cover\nincreased vehicle upfitting costs.
