2.\nCity Council Minutes\nRecommendation: Approve the minutes of the regular City Council meeting of April\n8, 2026.

3.\nTemporary Advisory Committee (Ad Hoc) and Standing Committees\nRecommendation:\n1. Approve the creation of a Craftsman’s Corner Annexation Ad Hoc Committee\nand confirm the appointment of Mayor Bozajian and Councilmember Kraut as\nAd Hoc Committee members; and\n2. Approve the revised Open Space Standing Committee name.

4.\nTraffic Markings, Striping, and Signage On-Call Contracts\nRecommendation: Approve and authorize the City Manager to execute a\nProfessional Services Agreement with Toro Enterprises, Inc., and WGJ Enterprises\nInc., dba PCI, in substantially the same form as submitted, for on-call signing and\nstriping services for a total amount not-to-exceed $200,000, for a 5-year term.

5.\nRequest for Proposal of Professional Services for Design, Printing, Mail\nPreparation, and Flipbook of Premier Recreation Brochure\nRecommendation: Approve and authorize the City Manager to execute a\nProfessional Services Agreement with The Sauce Creative Services, Corp., in\nsubstantially the same form as submitted, for the design, print, mail and flipbook for\nthe Premier Recreation Brochure for a total amount not-to-exceed $224,430.68, for\na 3-year term.

6.\nOpposition to AB 1768 (Bryan) - County of Los Angeles Transaction and Use\nTaxes\nRecommendation: Consider a letter of opposition to Assembly Bill 1768 from the\nCity Council and authorize staff to submit the letter to state assembly and state\nsenate representatives and other legislative officers.\nPUBLIC HEARINGS

7.\nObjective Design Standards (ODS) for Multi-Family and Mixed-Use Projects\nRecommendation:\n1. Introduce and conduct first reading, waiving full reading of the text,\nOrdinance No. 2026-424, adding Section 17.12.147 of the Calabasas\nMunicipal Code regarding Objective Design Standards, and amending\nSection 17.12.145 to align the existing section with the proposed Objective\nDesign Standards; and\n2. Schedule the Ordinance for consideration of adoption at the May 27, 2026,\nCity Council meeting; and\n3. Find the project exempt from environmental review in accordance with\nSection 15601(b)(3)(General Rule Exemption) of the CEQA Guidelines; and\n4. Adopt Resolution No. 2026-2004 to amend the Citywide Fee Schedule to\nestablish a fee in the amount of $16,676 for the new Objective Design Review\nPermit.\nCONTINUED BUSINESS

8.\nTennis and Swim Center Fee Study Implementation Update\nRecommendation: Receive the presentation and discuss the recommendations\nrelated to implementation of the Tennis and Swim Center fee study, provide further\ndirection to staff, and, if applicable, adopt Resolution No. 2026-2005 updating the\nCitywide Fee Schedule to include additional fees for the Calabasas Tennis and\nSwim Center.\nNEW BUSINESS

9.\nCalPERS Actuarial Cost Analysis Report for Granting Two Years of Additional\nService Credit\nRecommendation:\n1. Receive and file California Public Employees’ Retirement System (CalPERS)\nactuarial cost analysis for Section 20903 ~ Additional Two Years of Service\nCredit report; and\n2. Adopt Resolution No. 2026-2006 to Grant a Designated Period for Two Year\nAdditional Service Credit from April 23, 2026, to August 7, 2026; and\n3. Authorize the City Clerk to sign the CalPERS Certification of Compliance with\nGovernment Code Section 7507; and\n4. Authorize the Mayor and the City Clerk to sign the CalPERS Certification of\nCompliance with Government Code Section 20903; and\n5.
