Authorize an Exception to Competitive Bidding pursuant to Corona Municipal\nCode Section 3.08.140(C) that competitive bidding has been satisfied based\nupon the reasons provided in “Basis for Determination of Competitive Bidding”\nAgenda\nwith PFVT Motors Inc., for the purchase of twenty (20) new vehicles for the\nPolice Department in the amount of $1,312,352.\nb. Authorize the City Manager, or his designee, to issue a purchase order to PFVT\nMotors Inc. in the amount of $1,312,352.\nc. Authorize an appropriation in the amount of $370,012 from the Fleet\nReplacement Fund 684 to the Operating & Maintenance Vehicle Procurement\nProject No. 68341 for the purchase of twenty (20) vehicles for the Police\nDepartment and upfitting.\nd. Approve the Professional Services Agreement with Studio One Eleven for a term\nof February 21, 2024, through June 30, 2026, in the amount of $798,160.\nb. Award Request for Proposal 24-024AT to Studio One Eleven for consultant\nservices and the development of project improvement plans, specifications, and\ncost estimates for the 6th Street Beautification and Revitalization Project No. ST-\n2022-02.\nc. Authorize the City Manager, or his designee, to execute the Professional Services\nAgreement with Studio One Eleven in the amount of $798,160.\nd. Authorize the City Manager, or his designee, to issue a purchase order to Studio\nOne Eleven in the amount of $798,160.\ne. Authorize the City Manager, or his designee, to negotiate and execute the\nnon-substantive extensions, amendments, and change orders up to the amount\nauthorized in Corona Municipal Code 3.08.070(I), which is equivalent up to 10%\nor $79,816 of the total project cost.\nf. 15. BID & PURCHASE - AWARD OF MAINTENANCE AND GENERAL SERVICES\nAGREEMENT WITH NEXTDAY DELIVERY SERVICE, INC. FOR CITYWIDE MAIL\nDELIVERY SERVICES IN THE AMOUNT OF $175,000 PER FISCAL YEAR, REQUEST FOR\nPROPOSALS (RFP) 24-035AH\nThat the City Council:\na. Award RFP 24-035AH to Nextday Delivery Service, Inc. for citywide mail delivery\nservices.\nb. Approve the Maintenance General Services Agreement with Nextday Delivery\nService, Inc. for an initial term of March 6, 2024, through June 30, 2026, in the\namount of $175,000 per fiscal year additional two-year extensions through June\n30, 2030, and waive any and all minor irregularities in the proposal.\nc. Authorize the City Manager, or his designee, to execute the Maintenance General\nServices Agreement with Nextday Delivery Services, Inc. in the amount of\n$175,000 per fiscal year, including any non-substantive extensions, change\norders, purchase orders, and amendments up to the amount authorized in\nCorona Municipal Code Section 3.08.060(J), which is equivalent to 10% or\n$17,500.

16. AGREEMENT - PROFESSIONAL SERVICES AGREEMENT WITH RSG, INC. FOR\nTECHNICAL SUPPORT TO CREATE A MOBILE HOME RENT STABILIZATION ORDINANCE\nAND PROGRAM\nThat the City Council:\na. Award and approve a Professional Services Agreement with RSG, Inc. in the\namount of $269,265 to provide technical services to create and enact a mobile\nhome rent stabilization ordinance and program.\nb. Authorize the City Manager, or his designee, to approve change orders up to\n10% of the contract value, or $26,926, for a total contract amount not to exceed\n$296,191.\nc. Authorize the City Manager, or his designee, to execute the agreement with\nRSG, Inc., including any non-substantive extensions, change orders, purchase\norders, and amendments.\nd. Authorize an appropriation in the amount of $296,191 from the General Fund\n110 to Property Management Operating Budget within the Community Services\nDepartment.\ne. Find that competitive bidding has been satisfied and pursuant to Corona\nMunicipal Code 3.08.140 (B) No competitive Market and authorize the City\nAgenda\nManager, or his designee, to enter a professional service contract with RSG Inc.\nto complete the scope of services highlighted herein.
