Authorize funding in the amount of $750,000 from the General Fund Account for\n the implementation costs associated with the Rent Stabilization Program; and\n 2. Authorize the Finance Director to Establish an Enterprise Fund and to Create All\n Necessary Accounts; and\n 3. Waive Formal Bid Proceedings as Outlined in Municipal Code Section 2-5.12 (i)\n 4. CONSIDERATION AND APPROVAL OF A RESOLUTION APPROVING NEW\n SALARY RANGE FOR THE EXISTING POSITION OF RISK MANAGER AND\n APPROVING REVISED CLASS SPECIFICATIONS FOR THE POSITIONS OF\n POLICE OFFICER TRAINEE, POLICE CORPORAL, AND POLICE SERGEANT\n\n IT IS RECOMMENDED THAT CITY COUNCIL:\n\n 1. Adopt a Resolution of the City Council of the City of Huntington Park Approving\n New Salary Range for Existing Position of Risk Manager and Revised Class\n Specifications for the Positions of Police Officer Trainer, Police Corporal, and\n Police Sergeant.

CONSIDERATION AND APPROVAL OF A RESOLUTION ADOPTING A NEW\n MEMORANDUM OF UNDERSTANDING (MOU) WITH THE HUNTINGTON PARK\n POLICE OFFICERS ASSOCIATION (POA)\n\n IT IS RECOMMENDED THAT CITY COUNCIL:\n\n 1. Approve the New Memorandum of Understanding (MOU) for the period July 1,\n 2024, through June 30, 2029, with the Huntington Park Police Officers\n Association (POA); and\n\n 2. Adopt Resolution approving and adopting a New Memorandum of Understanding\n (MOU) with the Huntington Park Police Officers Association; and\n\n 3. Approve additional budget appropriation to offset the balance needed for Fiscal\n Year (FY) 2024-2025 payroll expenditures.

CONSIDERATION AND APPROVAL FOR THE RECLASSIFICATION OF\n EXPENSES AND CHANGING OF FUNDING SOURCE OF CIP PROJECT 2020-03\n & THE WATER MASTER PLAN PROJECT FROM WATER & SEWER FUNDS TO\n AMERICAN RESCUE PLAN ACT (ARPA) FUNDS\n\n IT IS RECOMMENDED THAT CITY COUNCIL:\n 1. Approve the reclassification of CIP 2020-03 Cottage Reservoir at Well 15\n expenses in the amount of $1,943,144.66; and\n\n 2. Approve the reclassification of the Water Master Plan expenses in the amount of\n $56,516.44; and\n\n 3. Approve the change of funding source for the Water Master Plan from Funds 681\n & 283 to the ARPA Fund, Fund No. 113; and\n\n 4. Authorize the Finance Department to conduct the reclassification of expenses\n from the water and sewer funds to the ARPA fund; and\n\n 5. Authorize the City Manager and the Finance Director to execute the change in\n funding source.

6. CONSIDERATION AND APPROVAL OF AN INTERAGENCY AGREEMENT\n BETWEEN THE CITY AND THE PUBLIC WORKS DEPARTMENT\n\n IT IS RECOMMENDED THAT CITY COUNCIL:\n\n 1. Approve the Interagency Agreement between the City and Public Works\n Department; and\n\n 2. Authorize the City Manager and the Public Works Director to sign the agreement.

7. DISCUSSION AND/OR POSSIBLE ACTION ON A COMPREHENSIVE\nASSESSMENT REGARDING THE IMPLEMENTATION OF POLICE BODY-WORN\nCAMERA PROGRAM\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Receive and File the report regarding the comprehensive assessment of a Police\nBody-Worn Camera (BWC) Program; or\n2. Direct staff to establish a multidisciplinary workgroup consisting of\nrepresentatives from Administration, Police Administration, the Police Officers’\nAssociation, City Clerk’s Office, Human Resources, Information Technology,\nFinance, and other relevant stakeholders. The workgroup will evaluate the\nfeasibility, operational considerations, and financial impacts of implementing a\nBWC program and develop a detailed proposal, including recommendations for\nCouncil’s consideration, to be presented within 60 days; or\n3. Authorize staff to initiate procurement and preparation for the implementation of\na Police Body-Worn Camera Program, with the goal of deploying the program at\nthe start of the 2025-2026 fiscal year, contingent upon Council’s final approval\nof the implementation plan and associated budgetary allocations.\nCITY COUNCIL MEETING AGENEDS

CONSIDERATION TO ACCEPT THE UNITED STATES DEPARTMENT OF\nJUSTICE, OFFICE OF COMMUNITY ORIENTED POLICING SERVICES – COPS\nHIRING PROGRAM FISCAL YEAR 23, AWARD NO. 15JCOPS-23-GG-04722-\nUHPX\nIT IS RECOMMENDED THAT CITY COUNCIL:\n1. Approve the Grant Award, Grant No. 15JCOPS-23-GG-04722-UHPX between\nthe City of Huntington Park and the United States Department of Justice, Office\nof Community Oriented Policing Services for the reimbursement of funds\nallocated to the Huntington Park Police Department under the Fiscal Year 2023\nCOPS Hiring Program; and\n2. Authorize the City Manager to be designated as the Grantee Official for the\npurpose of executing grant objectives, the grant agreement, and documentation.

1. CONSIDERATION OF ORDINANCE AMENDING THE HUNTINGTON PARK\n MUNICIPAL CODE BY ADDING A NEW CHAPTER RELATING TO THE\n REGULATION OF LOBBYING ACTIVITIES\n\n IT IS RECOMMENDED THAT CITY COUNCIL:\n\n 1. Waive the first reading and introduce an ordinance amending the Huntington\n Park Municipal Code by adding a new chapter relating to the regulation of\n lobbying activities; and\n 2. Schedule the second reading and adoption of said ordinance for the next City\n Council meeting.
