A. COUNCIL APPROVAL OF A MOTION TO WAIVE THE READING OF\nTHE TITLE AND TEXT OF ALL ORDINANCES AND RESOLUTIONS\nINCLUDED IN THE AGENDA\nRequested Action: That the City Council waive the reading of the title and text of\nall ordinances and resolutions included in the agenda. In accordance with\nGovernment Code Section 34934, the title of each ordinance is included on the\npublished agenda and a copy of the full ordinance has been available to the public\nonline on the City’s website and will be available in print at the meeting prior to the\nintroduction or passage of the ordinance.

B. ORDINANCE NO. 2023-13\nRequested Action: That the City Council conduct a second reading and adopt\nOrdinance No. 2023-13, entitled:\nAN ORDINANCE OF THE CITY OF JURUPA VALLEY, CALIFORNIA,\nAMENDING TITLE 9 OF THE JURUPA VALLEY MUNICIPAL CODE TO\n(1) AMEND REGULATIONS PERTAINING TO DETACHED\nACCESSORY BUILDINGS, TRADITIONAL NEIGHBORHOOD DESIGN\nSTANDARDS, AND FENCES, (2) ESTABLISH SETBACKS IN THE R-2A,\nR-5, R-A, R-R, R-T, R-D, A-1, A-P, A-2, A-D, W-1, W-2 ZONES, (3) MAKE\nDEFINITIONAL CHANGES PERTAINING TO ACCESSORY\nBUILDINGS, KITCHENS AND LOTS, AND (4) MAKE A FINDING OF\nEXEMPTION UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY\nACT

C. APPROVAL OF THE ANNUAL AGREEMENT WITH THE JURUPA\nVALLEY CHAMBER OF COMMERCE\nRequested Action: That the City Council approve the annual agreement between\nthe City of Jurupa Valley and the Jurupa Valley Chamber of Commerce for an\namount not to exceed $20,000 and authorize the City Manager to execute the\nAgreement in substantially the form and format attached to the staff report as\napproved by the City Attorney.

D. APPROVAL OF AGREEMENT WITH REACH OUT FOR FY 2023-24\nFUNDING\nRequested Action: That the City Council approve the annual agreement between\nthe City of Jurupa Valley and Reach Out for an amount not to exceed $30,000 and\nauthorize the City Manager to execute the Agreement in substantially the form and\nformat attached to the staff report as approved by the City Attorney.

E. CONSULTANT AGREEMENT BETWEEN THE CITY OF JURUPA\nVALLEY AND B&A GRANT SERVICES AND SOFTWARE FOR GRANT\nWRITING SERVICES\nRequested Action: That the City Council approve the Agreement between the City\nof Jurupa Valley and B&A Grant Services and Software for grant writing services\nand authorize the City Manager to execute the Agreement.

F. AWARD OF BID FOR A PUBLIC WORKS BACKHOE LOADER\nRequested Action: That the City Council approve the purchase of one new John\nDeere 310P Backhoe Loader for the Public Works Department from RDO\nEquipment, Riverside, in the amount of $163,283.04.

G. BID AWARD FOR A SERVICE TRUCK\nRequested Action: That the City Council approve the purchase of one 2023 Ford\nF-350 Service Truck for the Public Works Department from Sunrise Ford,\nFontana, in the amount of $66,410.36.

H. APPROVAL OF PARCEL MAP NO. 37872 SPACE CENTER LOCATED\nNORTH OF IBERIA STREET, WEST OF SPACE CENTER COURT, AND\nSOUTH OF VENTURE DRIVE, ACCEPTANCE OF OFFERS OF\nDEDICATION, APPROVAL OF SUBDIVISION AGREEMENTS, AND\nACCEPTANCE OF IMPROVEMENT BONDS\n1. Requested Action: That the City Council approve Parcel Map 37872 and\naccept the dedication as follows:\na. Accept the real property described as an easement for public utility\npurposes Lot “A”, Lot “B”, and Lot “C” (Manitou Court). The\ndedication is for public utility purposes together with the right of\ningress and egress for emergency vehicles within the “private\nstreet.”\n2. Authorize the Mayor and City Clerk to sign Parcel Map 37872.\n3. Approve and authorize the Mayor and City Clerk to execute the Subdivision\nAgreements; and\n4. Accept the surety bonds for construction of related off-site improvements\nand survey monumentation.

CONFIRM THE AUTOMATIC INCREASE IN THE WESTERN\nRIVERSIDE COUNTY MULTIPLE SPECIES HABITAT\nCONSERVATION PLAN LOCAL DEVELOPMENT MITIGATION FEE\nAPPLICABLE TO ALL DEVELOPMENTS IN THE PLAN AREA\nPURSUANT TO JURUPA VALLEY MUNICIPAL CODE SECTION\n3.80.050.D\nRequested Action: That the City Council adopt Resolution No. 2023-74, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JURUPA\nVALLEY AMENDING RESOLUTION NO. 2021-24 AND CONFIRMING\nTHE AUTOMATIC INCREASE IN THE WESTERN RIVERSIDE\nCOUNTY MULTIPLE SPECIES HABITAT CONSERVATION PLAN\nLOCAL DEVELOPMENT MITIGATION FEE APPLICABLE TO ALL\nDEVELOPMENTS IN THE PLAN AREA PURSUANT TO JURUPA\nVALLEY MUNICIPAL CODE SECTION 3.80.050.D AND MAKING CEQA\nFINDINGS

J. APPROVAL OF SECOND AMENDMENT TO AGREEMENT WITH\nULTRASYSTEMS ENVIRONMENTAL INC. FOR THE PREPARATION\nOF AN ENVIRONMENTAL IMPACT REPORT FOR THE PROPOSED\n“DISTRICT AT JURUPA VALLEY SPECIFIC PLAN” PROJECT, (CASE\nNUMBER: MA21269), (APPLICANT: EM RANCH OWNER, LLC)\nRequested Action: That the City Council authorize the City Manager to execute\nthe Second Amendment to the Agreement with UltraSystems for the preparation of\nan Environmental Impact Report (EIR) for the proposed “The District at Jurupa\nValley Specific Plan” project (formerly referred to as “District at Rubidoux”\nProject) in an amount not to exceed $114,107 to be funded entirely by the applicant\nby an advance deposit sufficient to cover the EIR and the administrative costs.\n13. A. APPROVAL OF (3) NEW CLASSICATIONS, (1) RECLASSIFICATION, (1)\nSALARY RANGE ADJUSTMENT AND AMENDMENT TO THE\nESTABLISHED SALARY SCHEDULE FOR 2023-2024\n1. Requested Action: That the City Council approve the creation of three (3)\nnew classifications including the job description and salary range as\nfollows: Event Coordinator and salary range of ($4,485.64 - $6,011.19);\nManager of Marketing & Communications and salary range of ($8,113.29\n- $10,872.59); Principal Civil Engineer and salary range of ($9,885.26 -\n$13,247.20); and\n2. Approve the reclassification of one (1) Accountant II position to a Senior\nAccountant and salary range of ($6,338.09 - $8,493.65); and\n3. Approve a salary adjustment for the job description of Management Aid and\nsalary range as follows: ($4,712.73 - $6,315.50); and\n4.
