1. CITY COUNCIL MINUTES of the study session and regular City Council meetings of October\n16, 2023.\nRECOMMENDATION: That the City Council approve the minutes.

2. REGISTER OF AUDITED DEMANDS for the following:\nFiscal Year 2023-24 – In the amount of $409,006.79 dated October 4, 2023, and in the\namount of $2,149,381.55, dated October 12, 2023, in the amount of $799,749.25 dated\nOctober 18, 2023.\nRECOMMENDATION: That the City Councill approve the Register of Audited Demands.

CITY OF LA VERNE TREASURER’S REPORT FOR QUARTER ENDING SEPTEMBER\n30, 2023 - The Treasurer’s Report for Quarter ending September 30, 2023, is submitted for\nCity Council to receive and file per City of La Verne Administrative Regulation Number 215,\nthe Statement of Investment Policy, and the State of California’s Government Code (GC)\nSection 53646.\nRECOMMENTATION: That the City Council receive and file the Treasurer’s Report for the\nQuarter ending September 30, 2023.

4. DEVELOPMENT IMPACT FEE REPORT FOR FISCAL YEAR ENDING JUNE 30, 2023 -\nGovernment Code Section 66006 mandates the annual disclosure of development impact\nfees collected by the City, related interest income earned, expenditures paid, and the\nbeginning and ending fund balance as of June 30. This report complies with State legislative\nrequirements for Fiscal Year 2023.\nRECOMMENDATION: That the City Council receive, file, and make available to the public,\nthe Development Impact Fee Report for the fiscal year ending June 30, 2023, pursuant to\nGovernment Code section 66006.

5. DISPATCH SERVICES MOU WITH CITY OF MONROVIA - A Memorandum of\nUnderstanding (MOU) between the City and the City of Monrovia for sharing of dispatch\npersonnel is proposed to assist with current dispatch staffing understaffing. The term of the\nagreement is through December 31, 2023, and upon mutual agreement it may be extended\nfor two additional one-year terms.\nRECOMMENDATION: That the City Council approve Resolution No. 23-75, entitled, “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA VERNE, COUNTY OF LOS\nANGELES, STATE OF CALIFORNIA, AUTHORIZING A MEMORANDUM OF\nUNDERSTANDING (MOU) BETWEEN THE CITY OF LA VERNE AND THE CITY OF\nMONROVIA TO FACILITATE THE SHARING OF DISPATCH PERSONNEL FOR\nDISPATCH STAFFING,” and authorize the City Manager to execute the agreement.\nOTHER MATTERS

7. ADDING BALLOT MEASURE TO ESTABLISH ELECTIONS BY DISTRICT IN FOUR\nDISTRICTS, WITH A DIRECTLY ELECTED MAYOR TO THE MARCH 5, 2024, LA VERNE\nGENERAL MUNICIPAL ELECTION CONSOLIDATED WITH THE COUNTY OF LOS\nANGELES - On February 6, 2023, the City Council voted 3-2 to direct the City Attorney to\nprepare and bring forward a ballot measure to allow the City’s voters to determine whether\nthey would like to reinstate a directly elected mayor which the City previously had in place\nprior to the adoption of by-district voting in 2021. If approved, the first election with a directly\nelected mayor would be in the year 2032.\nRECOMMENDATION: Based on previous direction from City Council, it is recommended\nthat the City Council consider whether to adopt the following Resolutions for adding a ballot\nmeasure to the City of La Verne’s General Municipal Election to be held on Tuesday, March\n5, 2024:\n1. Resolution No. 23-76 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nLA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, CALLING FOR\nTHE HOLDING OF A GENERAL MUNICIPAL ELECTION TO BE HELD ON\nTUESDAY, MARCH 5, 2024, FOR THE SUBMISSION TO THE VOTERS OF A\nQUESTION RELATING TO ESTABLISHING A DIRECTLY ELECTED MAYOR AND\nFOUR DISTRICTS FOR ELECTION OF OFFICERS; and\n2. Resolution No. 23-77 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nLA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, REQUESTING THE\nBOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO CONSOLIDATE\nTHE CITY OF LA VERNE’S GENERAL MUNICIPAL ELECTION WITH THE STATEWIDE\nPRIMARY ELECTION TO BE HELD TUESDAY, MARCH 5, 2024, PURSUANT TO\nSECTION 10403 OF THE CALIFORNIA ELECTIONS CODE AND TO RENDER\nSPECIFIED SERVICES TO THE CITY RELATING TO THE CONDUCT OF A GENERAL\nMUNICIPAL ELECTION; and\n3. Resolution No. 23-78 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nLA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, SETTING\nPRIORITIES FOR FILING WRITTEN ARGUMENTS REGARDING A CITY MEASURE\nAND DIRECTING THE CITY ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS; and\n4. Resolution No. 23-79 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA\nVERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, PROVIDING FOR THE\nFILING OF REBUTTAL ARGUMENTS FOR CITY MEASURES SUBMITTED AT\nMUNICIPAL ELECTIONS.\nALTERNATIVE RECOMMENDATION\nThat the City Council not adopt the Resolutions thereby retaining the current five district-based\nelection process and rotational mayor selected from one of the City Council Members as set\nforth in Ordinance 1107.

CONTRACT PROFESSIONAL SERVICES AGREEMENT FOR INFORMATION\nTECHNOLOGY STAFFING AND CHIEF INFORMATION OFFICER SERVICES - In\ncompliance with the City of La Verne’s Purchasing Policy as contained in Administrative\nRegulation 204, City Council approval is requested to enter a Professional Services\nAgreement for up to five-years with SDI Presence LLC for information technology staffing\nand Chief Information Officer services.\nRECOMMENDATION: That the City Council authorize the City Manager to execute an\nagreement with SDI Presence for Information Technology Staffing and Chief Information\nOfficer Services

9. CURBING DOG WASTE ORDINANCE No. 1123, AMENDING SECTION 6.16.120, FIRST\nREADING - Currently, the La Verne Municipal Code Title 6 ANIMALS, does not include a\nsection pertaining to curbing dog waste. To maintain quality of life and sanitary public\nspaces, the proposed ordinance authorizes the regulation of dog waste and implements\npenalties for violations.\nRECOMMENDATION: That the City Council introduce by title only, waive further reading\nand place on first reading Ordinance No. 1123, entitled, “AN ORDINANCE OF THE CITY\nCOUNCIL, CITY OF LA VERNE, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA,\nAMENDING CHAPTER 6.16 OF THE MUNICIPAL CODE OF THE CITY OF LA VERNE\nRELATIVE TO DOG WASTE.”
