FY 2025-26 Annual Vegetation\nManagement and Fuel Hazard Reduction Services Professional Services Agreement.\nRecommendation: That the City Council authorize the City Manager to execute Professional\nServices Agreements with Mariposa Landscapes, Inc. as the Primary Contractor in an amount\nnot to exceed $198,504, and BrightView Landscape Services, Inc. as the Secondary Contractor\nin an amount not to exceed $219,000, and authorize the City Manager to execute any\namendments within the approved budget.

This item proposes amendments to select City job classifications, including\nPlanning Manager (formerly Principal Planner), Administrative Specialist (formerly\nAdministrative Secretary), Customer Service Representative I/II, and the establishment of a\nWater Meter Technician series to separate office-based customer service functions from field-\nbased utility work. These updates are administrative in nature and do not include changes to\ncompensation.\nRecommendation: That the City Council:\n1. Approve the class specification for Planning Manager and approve the reclassification of\nPrincipal Planner to Planning Manager; and\n2. Approve the class specification for Administrative Specialist and approve the\nreclassification of Administrative Secretary to Administrative Specialist; and\n3. Approve the class specifications for Customer Service Representative I and Customer\nService Representative II (office-based series); and\n4. Approve the class specifications for Water Meter Technician I and Water Meter\nTechnician II; and\n5. 8.\nBail Schedule Update to Establish a Parking Penalty for Violations of California Vehicle\nCode § 22500 Crosswalk Daylighting Requirements. This item reflects amendments to\nCalifornia Vehicle Code Section 22500 establishing âDaylightingâ restrictions that prohibit\nparking within 20 feet of a crosswalk to improve pedestrian visibility and safety.\nRecommendation: It is recommended that the City Council adopt a resolution titled, "A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA VERNE, CALIFORNIA,\nESTABLISHING A PARKING PENALTY FOR VIOLATIONS OF CALIFORNIA VEHICLE CODE\n§22500 CROSSWALK DAYLIGHTING REQUIREMENTS," and authorize Staff to incorporate\nthe violation into the Cityâs Bail Schedule of parking fines.\nDISCUSSION CALENDAR

9.\nFirst Reading of an Ordinance Pertaining to Regulated Mobility Devices (e-bikes,\nscooters, etc.) The proposed ordinance adds Chapter 10.80 to Title 10 of the La Verne\nMunicipal Code to regulate the operation of regulated mobility devices, including electric\nbicycles, electric scooters, and similar devices. The ordinance establishes definitions,\noperational rules, safety requirements, enforcement mechanisms, and penalties to promote\npublic safety and welfare.\nRecommendation: That the City Council introduce by title only and waive further reading of an\nOrdinance titled, âAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LA VERNE,\nCALIFORNIA, ADDING CHAPTER 10.80 TO TITLE 10 OF THE LA VERNE MUNICIPAL CODE\nREGULATING THE USE OF REGULATED MOBILITY DEVICES.â
