AMEND SERVICE PROVIDER AGREEMENTS FOR BUILDING AND\nPLANNING SERVICES\nRecommendations:\n(1) Authorize the City Manager to amend Agreement #22-49 with CSG Consulting\nInc. for a contract increase of $295,400, and Agreement #22-61 with Sagecrest\nPlanning and Environmental for a contract increase of $25,600 to continue to\nprovide building and planning services; and\n(2) Increase the estimated Community Development Revenue by $121,000,\naccompanied by a matching increase in the appropriation for contract services.

RESOLUTION AUTHORIZING SUBMITTAL OF MEASURE M2 PROJECT V\nGRANT APPLICATION FOR CITY TRANSIT SERVICES\nRecommendation: Adopt the Resolution titled, “A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF LAGUNA BEACH, CALIFORNIA, APPROVING\nTHE SUBMITTAL OF A GRANT APPLICATION TO THE ORANGE COUNTY\nTRANSPORTATION AUTHORITY FOR FUNDING UNDER THE PROJECT V\nCOMMUNITY-BASED TRANSIT/CIRCULATORS PROGRAM.”

THIRD AMENDMENT TO COMMERCIAL LEASE AT 31796 SOUTH COAST\nHIGHWAY\nRecommendations:\n(1) Direct the City Manager to sign the Third Amendment to Commercial Lease at\n31796 South Coast Highway with Pacific Dental Services, LLC; and\n(2) Authorize the distribution of a $425,000 relocation allowance payable to Pacific\nDental Services, LLC upon execution of the lease.

13. REVIEW OF CITY’S FUEL MODIFICATION TREATMENT PROTOCOLS\nRecommendations:\n(1) Direct staff to proceed with Treatment Option 3 (Mechanical Treatment. No\nHerbicide) for its fuel modification program in 2024;\n(2) If determined that Treatment Option 3 can meet the program’s fire safety\nobjectives within the directed timeframe, then direct staff to continue with\nTreatment Option 3 in 2025 and 2026;\n(3) Report back to the City Council prior to calendar year 2027 on results of the\ntreatment protocol;\n(4) Continue to authorize the use of synthetic herbicide within the City’s required\nhabitat mitigation sites;\n(5) Transfer an appropriation of $146,000 from project savings in the South\nLaguna Fuel Modification Program to the general fuel modification project\nbudget; and\n(6) Appropriate $100,000 from the Fuel Modification Continuation Fund to the\nfuel modification program budget.

LAGUNA CANYON ROAD PROJECT UPDATE, DISCUSSION OF\nPOTENTIAL FUNDING OPPORTUNITIES, AND APPROVAL OF NEXT\nSTEPS\nRecommendations: It is recommended by Mayor Pro Tem Rounaghi and\nCouncilmember Whalen that the City Council:\n(1) Receive a project update from the Laguna Canyon Road Ad-Hoc\nSubcommittee;\n(2) Approve the Public Engagement Implementation Plan and direct staff to\nproceed with public engagement for the project;\n(3) Authorize the City Manager to execute and submit a RAISE Grant Match\nCommitment Letter for up to $1,280,000; and\n(4) Authorize the City Manager to submit a Relinquishment Initiation Letter to\nCaltrans to enter negotiations for the acquisition of Laguna Canyon Road through\nthe Caltrans relinquishment process.

CONSULTANT SERVICES AGREEMENT FOR THE DEVELOPMENT OF A\nFACILITIES MASTER PLAN\nRecommendations:\n(1) Authorize the City Manager to execute a consultant services agreement with\nGriffin Structures, Inc., for $760,000, to develop a comprehensive Facilities Master\nPlan;\n(2) Authorize the City Manager to approve future project related expenses and\nchange orders with Griffin Structures, Inc., for an amount not-to-exceed $40,000;\n(3) Appropriate $50,000 from the Capital Improvement Fund to bring the total\nproject budget to $800,000;\n(4) Each City Council member to provide up to two names to participate as a\nFacility Master Plan Community Working Group representative to the City Clerk\nby February 1, 2024; and\n(5) Approve the Facility Master Plan Ad-Hoc Subcommittee additional\nrecommendations by: a. Directing staff to take an aggressive approach to\nmaximize utilization at the Laguna Beach Community and Recreation Center;\nb. Directing staff to present to the City Council in February a plan to\nincorporate a new Fire Station #1 at the Village Entrance, and how\nthis change aligns with the Fire Department Standard of Cover and\nthe proposed parking structure; and\nc. Directing staff to work with Griffin Structures Inc. to develop a scope\nof work to evaluate the viability of public-private partnerships at the\nVillage Entrance that includes a program to solicit such partnerships,\nand next steps and present the scope of work and at a future City\nCouncil meeting for approval.

PARKING, TRAFFIC, AND CIRCULATION COMMITTEE\nRECOMMENDATIONS\nRecommendations:\n(1) Approve the Parking, Traffic, and Circulation Committee’s recommendation to\ninstall overnight commercial parking restrictions on Zell Drive by adopting the\nResolution titled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF LAGUNA BEACH, CALIFORNIA, ESTABLISHING OVERNIGHT\nCOMMERCIAL PARKING RESTRICTIONS ON ZELL DRIVE”; and\n(2) Approve the Parking, Traffic, and Circulation Committee’s recommendation to\nconvert two three-hour metered parking spaces to thirty-minute metered parking\nspaces adjacent to 278 Forest Avenue and 305 Forest Avenue by adopting the\nResolution titled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF LAGUNA BEACH, CALIFORNIA, ESTABLISHING THIRTY-MINUTE\nPARKING ADJACENT TO 278 FOREST AVENUE AND 305 FOREST\nAVENUE”.
