10. 2024 SUMMER PARKING MANAGEMENT PLAN AND TRANSIT SERVICES\nUPDATE\nRecommendations:\n(1) Receive and file an update on the summer 2023 Parking Management Plan and\ntransit service performance;\n(2) Authorize the operation of summer trolley service on the Coastal, Canyon and\nSummer Breeze routes, and expanded Laguna Local on-demand service hours,\nbetween June 28, 2024, and September 2, 2024;\n(3) Authorize the City Manager to negotiate and execute, or extend lease\nagreements for seasonal public parking lots with Mission Hospital Laguna Beach,\nLaguna College of Art and Design, the property owner at 232 Ocean Avenue, the\nproperty owner at 16355 Laguna Canyon Road and the property owner at 303\nLegion Street;\n(4) Authorize the City Manager to negotiate and execute an agreement with the\nFestival of Arts for the lease of 30 parking spaces in Lot 13 and 65 spaces in Lot 12,\nfor a total of 95 spaces, and approve the one-time purchase of parking spaces for\nspecial events in Lot 10 in July and August 2024;\n(5) Authorize the conversion of the Laguna Beach Library parking lot into Public\nParking Lot 23 that will be used for paid public parking during non-operating\nlibrary hours year-round;\n(6) Authorize the City Manager to enter into an agreement with the Friends of the\nLibrary of Laguna Beach, providing $9,000 annually for continued support of\nlibrary programs;\n(7) Authorize the sale of summer parking passes for festival artists, staff and the\ngeneral public; and\n(8) Authorize the continuation of the Passport to the Arts parking permit program,\nwhich provides discounted parking in Lot 16 (Act V).

CONTINUANCE OF AN APPLICATION TO REMOVE AND DE-LIST TWO\nTORREY PINE TREES LOCATED AT 465 HILLEDGE DRIVE AND 517\nMYSTIC WAY FROM THE CITY’S HERITAGE TREE LIST\nRecommendation: Open the public hearing and continue Heritage Tree 21-8424 at 465\nHilledge Drive and 517 Mystic Way to the May 14, 2024, City Council meeting.

CONTINUANCE OF AN ORDINANCE AMENDING PORTIONS OF THE\nLAGUNA BEACH MUNICPAL CODE AND AMENDMENTS TO THE LOCAL\nCOASTAL PROGRAM AND GENERAL PLAN, RELATING TO\nCOMPLIANCE WITH STATE HOUSING LAWS AND IMPLEMENTATION\nOF THE CITY’S HOUSING ELEMENT\nRecommendation: Open the public hearing and continue Zoning Ordinance\nAmendment 23-1250, Local Coastal Program Amendment 23-1251, and General Plan\nAmendment 23-1350 to the May 28, 2024, City Council meeting.\nCOUNCILMEMBER ITEM(S) The City Council shall consider matters submitted by\nmembers of the City Council in accordance with Resolution No. 24.011, as it may be\namended.

PROCLAMATION DECLARING THE FIRST SATURDAY IN MAY AS\nLAGUNA BEACH BEE DAY\nRecommendations: Proclaim the first Saturday in May as Laguna Beach Bee Day\nADDITIONS and DELETIONS As may be deemed necessary by the City Manager,\nagenda items may from time to time be deleted from the agenda; in such event, the\nCity Manager shall endeavor to provide as much advance notice to the community as\nreasonably possible about the removal of such items. PARKING, TRAFFIC, AND CIRCULATION COMMITTEE\nRECOMMENDATIONS\nRecommendations:\n(1) Approve the Parking, Traffic, and Circulation Committee’s recommendation to\ninstall parking restrictions on the 5th Avenue access road by adopting the\nResolution titled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF LAGUNA BEACH, CALIFORNIA, ESTABLISHING PARKING\nRESTRICTIONS ON FIFTH AVENUE”;\n(2) Approve the Parking, Traffic, and Circulation Committee’s recommendation to\ndemarcate parking spaces on Cress Street by adopting the Resolution titled, “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA BEACH,\nCALIFORNIA, ESTABLISHING DEMARCATED PARKING SPACES ON\nCRESS STREET”; and\n(3) Approve the Parking, Traffic, and Circulation Committee’s recommendation to\ninstall parking restrictions on Crescent Bay Drive and Circle Way by adopting the\nResolution titled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY\nOF LAGUNA BEACH, CALIFORNIA, ESTABLISHING PARKING\nRESTRICTIONS CRESCENT BAY DRIVE AND CIRCLE WAY”.

7. LOCAL HISTORIC STATUS OF 337 HAWTHORNE ROAD\nRecommendation: Direct staff to remove 337 Hawthorne Road from the City’s\nHistoric Register.

8. OPTIONS FOR FOURTH OF JULY CELEBRATION\nRecommendations: Provide direction to staff on which show the City should proceed\nwith for the Fourth of July Celebrations:\na. Firework Show:\ni. Authorize the City Manager to execute a service agreement with Pyro\nSpectaculars in the amount not-to-exceed $42,000 to provide a\nfirework show from Monument Point; and\nii. Direct staff to include the remaining balance of $22,000 in the Fiscal\nYear 2024-25 Budget. or\nb. Drone Light Show:\ni. Authorize the City Manager to execute a service agreement with\nOpen Sky Drone Light Shows or Skyworx Drone Shows for $75,000\nto provide a drone light show;\nii. Appropriate $17,500 from the General Fund for the service deposit;\nand\niii. Direct staff to include the remaining balance of $35,000 in the Fiscal\nYear 2024-25 Budget.

PROMENADE AD HOC COMMITTEE WORK PLAN\nRecommendations: It is recommended by Mayor Sue Kempf and Councilmember\nMark Orgill that the City Council:\n(1) Receive an update on the City Council Ad Hoc Committee concerning the\nPromenade on Forest project work plan;\n(2) Reaffirm the Promenade on Forest project description as a pedestrian plaza;\nand\n(3) In lieu of holding a design competition, utilize SWA as the project’s design firm\nvia an existing on-call services contract for a not-to-exceed amount of $30,000.
