TREASURER'S MONTHLY INVESTMENT REPORT\nComments:\nThe purpose of this item is to have the Honorable Mayor and the Lynwood City Council review the\nTreasurer’s Monthly Investment Report as required by State Statutes. (CT)\nRecommendation:\nThe following is the Investment Report for the month ending December 31, 2022. This report is\nprovided to ensure City Council is informed of the Department’s investment activities. The report\nsatisfies the recommended reporting requirements of the City of Lynwood, which addresses the\nCity Council’s request for monthly financial information.\nIt is recommended that the City Council for the City of Lynwood receive and file the attached\nMonthly Investment Report.

13. TREASURER'S INVESTMENT POLICY\nComments:\nThe investment policies and practices of the City of Lynwood are based on state laws and\nprinciples of prudent money management. This statement is intended to provide guidelines for\nthe prudent investment of idle and surplus cash, while meeting the short and long-term cash flow\ndemands and it is submitted annually for City review. (CT)\nRecommendation:\nStaff recommends that the City Council adopt the following resolution entitled: “A RESOLUTION\nOF THE CITY COUNCIL OF THE CITY OF LYNWOOD, COUNTY OF LOS ANGELES,\nSTATE OF CALIFORNIA, APPROVING THE TREASURER’S STATEMENT OF\nINVESTMENT POLICY."

APPROVAL AND AUTHORIZATION TO SOLICIT A NOTICE OF INVITING BIDS FOR\nINSTALLATION OF LARGE ADVANCED METER INFRASTRUCTURE (AMI)\nPROJECT PHASE I\nComments:\nOn December 14, 2021, City Council awarded a contract to Aqua-Metric Sales Corporation to\nsupply AMI data collection system and large AMRI meters (Resolution 2021.139). Those meters\nhad a lead time of 280 plus days. We have received notice that the meters have been produced\nand were delivered on December 23, 2022. Staff requests that the City Council approve the\nNotice of Inviting Bid (NIB) and authorize staff to solicit proposals for the installation of large\nadvanced meter infrastructure (AMI) project Phase I. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A RESOLUTION\nOF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING AND AUTHORIZING\nSTAFF TO SOLICIT A NOTICE OF INVITING BIDS FOR INSTALLATION OF LARGE\nADVANCED METER INFRASTRUCTURE (AMI) PROJECT PHASE I.” (PW)

APPROVAL AND AUTHORIZATION TO SOLICIT REQUEST FOR PROPOSAL FOR\nTHE CITY OF LYNWOOD ANNUAL SANITARY SEWER MAINTENANCE SERVICES\nComments:\nThe City’s wastewater collection system is managed by the City of Lynwood Public Works\nDepartment. The sewer utility provides sewer collection services to its residential, commercial,\nand industrial customers within the City’s boundary. Due to increased responsibilities in required\npotable water operation tasks and reduction in staffing, the tasks of sewer cleaning have been\ndelayed and behind in the regular scheduled tasks. Staff recommends that the City Council\nauthorize the issuance of a Request for Proposals (RFP) to obtain services for a qualified vendor\nto perform this work. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “A RESOLUTION\nOF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING AND AUTHORIZING\nSTAFF TO RELEASE A REQUEST FOR PROPOSALS FOR THE CITY OF LYNWOOD\nANNUAL SANITARY SEWER MAINTENANCE SERVICES.” (PW)

IN\nTHE AMOUNT OF $16,472.25 FOR THE IMPROVEMENTS OF LOS ANGELES\nCOUNTY FIRE DEPARTMENT STATION 148\nComments:\nOn December 14th, 2023 the city entered an agreement with Seniors and Juniors Inc. and began\nimprovements at Fire Station 148. in which improvements are being made, Los County Fire\nDepartment needs ceiling improvements that requires change order to complete project. (PW)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled: “ACCEPTANCE\nOF CHANGE ORDER NO.1 WITH SENIORS AND JUNIORS INC. INTRODUCTION FOR FIRST READING BY TITLE ONLY AN ORDINANCE\nAMENDING LYNWOOD'S MUNICIPAL CODE SETTIG A MIMINUM WAGE OF\nTWENTY-FIVE ($25.00) PER HOUR FOR QUALIFYING HEALTHCARE WORKERS\nWORKING IN THE CITY OF LYNWOOD\nComments:\nA citizens group of Lynwood residents (proponents) previously prepared a Notice of Intent to\ncirculate an initative petition seeking to qualify a Healthcare Workers Minimum Wage Ordinance\nin Lynwood. The proponents failed to gather the necessary signatures to advance the measure to\nthe foregoing election. However, the proponents and their advocates have presented several\ntimes to the City Council their position and continued desire to seek such ordinance. Additionally,\nstaff has met with the proponents to gather additional information. Consequently, this item is on\nthis agenda for consideration or further direction. (CM)\nRecommendation:\nIntroduce for first reading by title only the attached ordinances entitled, "AN ORDINANCE OF\nTHE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING CHAPTER XX,\nSUBSECTION XX OF THE LYNWOOD MUNICIPAL CODE, AMENDING LYNWOOD'S\nMUNICIPAL CODE SETTING A MINIMUM WAGE OF TWENTY-FIVE ($25.00) PER HOUR\nFOR QUALIFYING HEALTHCARE EMPLOYEES WORKING IN THE CITY OF LYNOOD,"\nand consider proposed changes provided by labor to facilitate implementation process.

RENEWAL OF TORRANCE PIPELINE COMPLANY, LLC, PIPELINE FRANCHISE\nComments:\nTorrance Pipeline Company LLC is requesting to extend the existing pipeline agreement for an\nadditional 15 years with annual payments to the municipality in accordance with the Public Utilities\nCode Section 2135. a new Ordinance, resolution and public hearing is required in order to\ncomply with Public Utilities Code Section 6232. (CD)\nRecommendation:\nStaff recommends that the City Council:\nApprove a resolution declaring its intention to extend the franchise agreement for continued\nuse of existing pipeline, and\nSet a public hearing date concerning renewal of the franchise agreement for the next regular\nmeeting March 7, 2023\nDirect City Clerk to publish notice of same within the local newspaper 15 days after\napproval of resolution.

FISCAL YEAR (FY) 2022-23 MID-YEAR FINANCIAL REVIEW AND AMENDMENT TO\nFY 2022-23 CLASSIFICATION AND COMPENSATION (SALARY SCHEDULE) PLANS\nFOR STAFF/POSITION REALLOCATIONS\nComments:\nOn July 20, 2021, the City Council adopted the FY 2021-22 budget and approved the FY 2022-\n23 budget. On June 21, 2022, the City Council adopted the updated second year (FY 2022-23)\noperating budget. The budget is the City’s financial operating plan that establishes the City’s\ngoals, budget priorities, and desired service levels for the fiscal year, as well as identifies the\nfiscal resources necessary to achieve them. The updated adopted budget was based on certain\nassumptions and meeting expenditure and revenue projections.\nThe FY 2022-23 Mid-Year Financial Review reports on the City’s fiscal performance through mid-\nyear (July through December), comparing all revenues and expenditures incurred during the first\ntwo quarters of FY 2022-23 to the same period in FY 2021-22. The Mid-Year Financial Review\nalso provides an updated FY 2022-23 Financial Forecast, as well as presents mid-year budget\nadjustments for Council’s consideration to amend the FY 2022-23 Adopted Budget.\nAs customary, the Mid-Year Financial Review primarily focuses on the General Fund since this is\nthe fund that supports traditional municipal services the City provides for residents, such as law\nenforcement, fire protection, public works services, parks, and recreation.
