Authorize the City Manager to execute all subsequent bi-yearly MOU\namendments at the City’s discretion.

Approve and authorize the City Manager to execute Amendment No. 1 to the\nMaster Agreement with MIG, Inc. increasing the amount by $400,000 and\nextending the agreement term through September 5, 2028; and\n3. Approve and authorize the City Manager to execute Amendment No. 1 to the\nMaster Agreement with RHA Landscape Architects-Planners, Inc., increasing the\namount by $400,000 and extending the agreement term through September 5,\n2028.

10.12\nAgreement Amendment with KOA Corporation for the McCall Boulevard Widening\nProject\nRECOMMENDED ACTION\n1. Approve and authorize the City Manager to execute Amendment No. 6 to the\nProfessional Services Agreement (PSA) with KOA Corporation for the McCall\nBoulevard Widening Project, Capital Improvement Program (CIP) Project No.\n22-03, increasing the amount by $98,509, for a total not-to-exceed amount of\n$403,412.38.

10.2\nTreasurer's Report – July 2025\nRECOMMENDED ACTION\n1. Receive and file the Treasurer’s Report as of July 31, 2025.

10.3\nWarrant Register\nRECOMMENDED ACTION\n1. Ratify and approve the Voucher Lists dated 8/15/2025 and 8/22/2025, the\nPayroll Register/Other EFTs dated 8/15/2025, 8/18/2025 and 8/21/2025 and the\nCity Credit Card payment summary for the period 7/1/2025 to 7/31/2025, which\nhave a total budgetary impact of $6,922,876.79.

10.4\nMonthly Public Safety Reports\nRECOMMENDED ACTION\n1. Receive and file the Public Safety Reports for July 2025.

10.5\nAsset Forfeiture Appropriation of Funds\nRECOMMENDED ACTION\n1. Approve two budget amendment resolutions authorizing the Menifee Police\nDepartment to appropriate asset forfeiture funds in the amount of $20,000 for\nthe purchase of a police canine (K9) and applicable training.

10.6\nSecond Reading and Adoption of an Ordinance to Levy Special Taxes into Community\nFacilities District No. 2017-1 Maintenance Services, Annexation No. 28, Nova Power\nRECOMMENDED ACTION\n1. Adopt an ordinance amending Ordinance No. 2017-231 and levying special\ntaxes to be collected during Fiscal Year 2025/2026 to pay the annual costs and\nexpenses of the City of Menifee Community Facilities District (CFD) No. 2017-1\nMaintenance Services, Annexation No. 28, located east of Antelope Road, north\nof McLaughlin Road, southwest of Matthews Road, and south of State Route 74.

10.7\nAgreement with Western Riverside Council of Governments to Apply for the Regional\nEarly Action Planning 2.0 Grant\nRECOMMENDED ACTION\n1. Approve the Flow Down Provisions attached to the Memorandum of\nUnderstanding between Western Riverside Council of Governments (WRCOG)\nand the Southern California Association of Governments (SCAG); and\n2. Approve and authorize the City Manager to execute an agreement with WRCOG\nfor Regional Early Action Planning (REAP) Local Staff Assistance.

10.8\nBid Award and Agreement with TSK, Inc. for the New Heritage Lake Fire Station No.\n74 Project\nRECOMMENDED ACTION\n1. Award bid and authorize the City Manager to execute a Professional Services\nAgreement (PSA) with TSK, Inc. for Architectural and Engineering Design\nServices for the New Heritage Lake Fire Station No. 74 Project, Capital\nImprovement Program (CIP) Project No. 26-01, located northeast of the Menifee\nRoad and Case/Matthews Road intersection, south of McLaughlin Road in a\ntotal amount not-to-exceed $989,880 through December 31, 2026.

10.9\nMemorandum of Understanding with the Veterans of Foreign Wars Post 1956, a nonprofit 501(c)(19) organization\nRECOMMENDED ACTION\n1. Approve and authorize the City Manager to execute a Memorandum of\nUnderstanding (MOU) with the Veterans of Foreign Wars Post 1956, a non-profit\n501(c)(19) organization dba Menifee Post No. 1956 Veterans of Foreign Wars of\nthe United States, Inc., a non-profit 501(c)(19) organization / 1956 – Menifee\nPost Veterans of Foreign Wars, Inc., a nonprofit 501(c)(19) organization (VFW)\nfor the collaboration of related community programs through June 30, 2030.

11.1\nFirst Reading and Introduction of an Ordinance for Annexation No. 30, Menifee\nCommerce Center, into Community Facilities District 2017-1, Maintenance Services\nRECOMMENDED ACTION\n1. Adopt a resolution calling an election to annex territory, including Parcel Nos.\n331-110-027, 331-110-035, 331-110-041, 331-140-010, 331-140-018, 331-140021, and 331-140-025, associated with Tentative Parcel Map 38156, Menifee\nCommerce Center, located south of Ethanac Road, east of Trumble Road, west\nof Dawson Road, and north of McLaughlin Road, into Community Facilities\nDistrict (CFD) No. 2017-1 Maintenance Services and to levy a special tax on that\nland; and\n2. Hold a special landowner election and canvass the election; and\n3. Adopt a resolution declaring results of special landowner election; and\n4. Introduce an ordinance, amending Ordinance No. 2017-231 and levying and\napportioning the special tax in CFD 2017-1.

Adopt a resolution calling an election to annex territory, including Assessor’s\nParcel No. 335-481-017, Vista Ridge, located south of Boulder Rock Place, west\nof Murrieta Road, east of Amber Rock Drive, and north of Thornton Avenue, into\nCommunity Facilities District (CFD) No. 2017-1 Maintenance Services and to\nlevy a special tax on that land; and\n2. Hold a special landowner election and canvass the election; and\n3. Adopt a resolution declaring the results of the special landowner election; and\n4. Introduce an ordinance, amending Ordinance No. 2017-231 and levying and\napportioning the special tax in CFD 2017-1.
