Approve issuing a Third-Party Administrator Services Request for Proposal (RFP No. 24-13) for the City’s\nself-funded workers’ compensation program; and\n2. Approve issuing a Third-Party Administrator Services Request for Proposal (RFP No. 24-14) for the City’s\nself-funded general liability program; and\n3. Take such additional, related action that may be desirable.

APPROVE AMENDMENT NO. 4 TO AGREEMENT NO. 3937 WITH SPORTFIVE GOLF, LLC FOR\nADDITIONAL ARCHITECTURAL AND ENGINEERING SERVICES FOR THE MONTEBELLO MUNICIPAL\nGOLF COURSE RENOVATION PROJECT\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Amendment No. 4 to Agreement No. 3937 with SPORTFIVE Golf, LLC for additional\narchitectural and engineering services in the amount not-to-exceed $40,410; and\n2. Authorize the City Manager to execute the amendment on behalf of the City; and\n3. Amend the Fiscal Year 2023-24 budget by increasing appropriations by $40,410 in Account No. 310-30-\n302-6040.80 (Golf Course Renovation Project, Public Works, Engineering Services); and\n4. Take such additional, related, action that may be desirable.

14. REPORT OF EMERGENCY REPAIRS TO THE POLICE DEPARTMENT BUILDING AND APPROVAL OF\nCONTRACTS FOR REQUIRED REPAIR AND REMEDIATION WORK\nRECOMMENDATION: It is recommended that the City Council:\n1. Receive and file the City Managers report of emergency repairs to the Montebello Police Department\nheadquarters building pursuant to Montebello Municipal Code Section 3.20.140 and Public Contracts\nCode Section 22035; and\n2. Determine and find that the repairs, remediation, and purchases are of an emergency nature and are\nrequired for use of the first floor of the Police Departments Men's and Women's locker rooms; and\n3. Authorize the City Manager by a four-fifths (4/5) vote of the City Council, to execute professional service\nagreements with Pro Ceramic Tile, Mr. Rooter Plumbing, and Premier Wall Systems; for the repair of the\nMontebello Police Department at an estimated total cost of $450,000; and\n4. Amend the Fiscal Year 2023-24 budget by increasing appropriations by $450,000 in Account No. 100-\n80-840-7115 (General Fund, Police, Headquarters Rehab-Repair); and\n5. Take such additional, related action that may be desirable.

Conduct a Public Hearing to consider adopting Resolution No. 24-10 approving the draft Fiscal Year\n2024-25 Community Development Block Grant and HOME Investment Partnerships Annual Action Plan;\nand\n2. Adopt Resolution approving the HOME Investment Partnership Program funded HOME Rehabilitation\nGrant Program Guidelines; and\n3. Adopt Resolution approving Amendment Number Two of the 2022 Community Development Block Grant\n("CDBG") Commercial Façade Program Guidelines regarding Program Location Boundary; and\n4. Take such additional, related action that may be desirable.

Award Professional Services Agreement No. 4180 to Kimley-Horn and Associates, Inc. for the Bus Stop\nImprovement Project (BSIP) Consulting Services for RFP No. 24-7; and\n2. Authorize the City Manager to execute and finalize the Professional Services Agreement on behalf of the\nCity of Montebello with Kimley-Horn and Associates, Inc.; and\n3. Take such additional, related action that may be desirable.

9. APPROVE AGREEMENT NO. 4183 WITH NEW FLYER OF AMERICA, INC. TO PURCHASE THREE, FORTY-\nFOOT, HEAVY DUTY HYDROGEN FUEL CELL TRANSIT BUSES\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Agreement No. 4183 with New Flyer of America, Inc. (New Flyer), to purchase three (3), forty-\nfoot (40’), Heavy Duty Hydrogen Fuel Cell Transit Buses; and\n2. Authorize the City Manager and/or their designee to approve change orders for up to two percent (2%)\nof the total agreement amount; and\n3. Take such additional, related action that may be desirable.
