10. APPROVE EMERGENCY PURCHASE ORDER FOR A.O. REED & CO, LLC TO REPLACE THE POLICE\nDEPARTMENT SERVER ROOM AIR CONDITIONING SYSTEM\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve by a four-fifths vote of the City Council an emergency purchase order with A.O. Reed & Co.\nLLC for emergency replacement of the Police Department Server Room Air Conditioning system per\nMontebello Municipal Code Section 3.20.050; and,\n2. Amend the Fiscal Year 2024-25 budget by increasing appropriations by $54,534 in Account No. 100-80-\n840-6040.60 (General Fund, Police Department, Headquarters Rehab-Repair, Contract Services\nBuilding Maintenance/Repairs); and,\n3. Take such additional, related action that may be desirable.

APPROVE RESOLUTION AUTHORIZING RECEIPT OF THE CALIFORNIA DEPARTMENT OF\nTRANSPORTATION SUSTAINABLE TRANSPORTATION (CALTRANS) PLANNING GRANT AWARD AND\nAUTHORIZE THE CITY MANAGER TO EXECUTE A CONTRACT WITH CALTRANS RELATED TO THE\nGRANT AWARD\nRECOMMENDATION: It is recommended that the City Council:\n1. Adopt a Resolution authorizing receipt of the California Department of Transportation (Caltrans)\nSustainable Transportation Planning Grant Award for four hundred forty-two thousand six hundred and\nfifty dollars ($442,650) including authorizing the required local match of fifty-seven thousand three\nhundred fifty dollars ($57,350); and\n2. Authorize the City Manager to execute the Sustainable Transportation Planning Grant documents and\nany amendments thereto, to deliver all documents required or deemed necessary or appropriate to\nsecure the Grant Award, and to negotiate and enter into a contract with Caltrans related to the grant\naward on behalf of the City; and\n3. Take such additional and/or related action that may be necessary.

AUTHORIZE STAFF TO SUBMIT AN APPLICATION FOR THE CALIFORNIA OFFICE OF EMERGENCY\nSERVICES (CAL OES) FISCAL YEAR 2024-25 STATE AND LOCAL CYBERSECURITY GRANT PROGRAM\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve the submission of a grant application for the California Office of Emergency Services (Cal OES)\nFiscal Year 2024-25 State and Local Cybersecurity Grant Program; and,\n2. Take such additional, related action that may be desirable.

ADOPT RESOLUTION NO. 24-72 APPROVING A COMPREHENSIVE SUCCESSOR MEMORANDUM OF\nUNDERSTANDING BETWEEN THE CITY OF MONTEBELLO AND THE MONTEBELLO POLICE OFFICERS\nASSOCIATION AND RESOLUTION NO. 24-73 APPROVING THE CITY OF MONTEBELLO COMPENSATION\nPLAN, TABLE OF ORGANIZATION, AND JOB CLASSIFICATIONS\nRECOMMENDATION: It is recommended that the City Council:\n1. Adopt Resolution No. 24-72 approving a Memorandum of Understanding (MOU) between the City of\nMontebello and the Montebello Police Officers Association (MPOA) regarding wages, hours, and other\nterms and conditions of employment; and,\n2. Adopt Resolution No. 24-73 approving the City of Montebello compensation plan, table of organization,\nand job classifications; and,\n3. Take such additional, related action that may be desirable.

ADOPT RESOLUTION NO. 24-68 AUTHORIZING SUBMISSION OF AN APPLICATION TO THE SOUTHERN\nCALIFORNIA ASSOCIATION OF GOVERNMENTS (SCAG) FOR GRANT FUNDING FROM THE 2024\nSUSTAINABLE COMMUNITIES PROGRAM – ACTIVE TRANSPORTATION & SAFETY\nRECOMMENDATION: It is recommended that the City Council:\n1. Adopt Resolution No. 24-68 authorizing submission of an application to the Southern California\nAssociation of Governments (SCAG) for grant funding from the 2024 Sustainable Communities Program\n– Active Transportation and Safety (SCP Grant); and,\n2. Take such additional, related, action that may be desirable.

ADOPT RESOLUTION NO. 24-69 AUTHORIZING THE DIRECTOR OF FINANCE TO SUBMIT A CLAIM FOR\nFUNDING PROVIDED BY THE TRANSPORTATION DEVELOPMENT ACT THROUGH THE LOCAL\nTRANSPORTATION FUND AND THE STATE TRANSIT ASSISTANCE FUND FOR FISCAL YEAR 2024-25\nRECOMMENDATION: It is recommended that the City Council:\n1. Adopt Resolution No. 24-69 authorizing the Director of Finance to submit a claim for funding provided by\nthe Transportation Development Act through the Local Transportation Fund and the State Transit\nAssistance Fund for Fiscal Year 2024-25; and\n2. Take such additional, related, action that may be desirable.

ADOPT RESOLUTION NO. 24-70 AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS\nREQUIRED TO OBTAIN FUNDS PROVIDED BY SENATE BILL 1 (SB1)\nRECOMMENDATION: It is recommended that the City Council:\n1. Adopt Resolution No. 24-70 authorizing the City Manager to execute all documents required to obtain\nfunds provided by Senate Bill 1 (SB1); and,\n2. Authorize the City Manager to approve up to an additional $25,000 in expenditures for each vendor, if\nnecessary, during the same fiscal year; and,\n3. Take such additional, related action(s) that may be desirable.

APPROVE ACCEPTANCE OF THE 2021 STATE HOMELAND SECURITY PROGRAM (SHSP) GRANT\nTHROUGH AGREEMENT NO. 4222 WITH THE COUNTY OF LOS ANGELES' CHIEF EXECUTIVE OFFICE\nRECOMMENDATION: It is recommended that the City Council:\n1. Authorize the City Manager to execute Agreement No. 4222 with the County of Los Angeles’ Chief\nExecutive Office (CEO) to accept previously awarded pass through public safety grant funding; and,\n2. Accept grant funding of $57,000 from the State Homeland Security Program (SHSP), which was\npreviously awarded in 2021, to purchase public safety equipment; and,\n3. Amend the Fiscal Year 2024-2025 budget by increasing appropriations by $57,000 in Account No. 265-\n85-866-6040.10 (Grants, Fire, State Homeland Security Program, Other Contract Services\n[expenditures]) and $57,000 in Account No. 265-99-4198.18 (Grants, State Homeland Security Program\n[revenue]); and,\n4.
