CONSIDERATION AND POSSIBLE ACTION TO ADOPT A RESOLUTION TO RECORD A\nNOTICE OF NUISANCE ABATEMENT LIEN AGAINST CERTAIN REAL PROPERTY IN THE\nCITY (APN 5254-002-031)\nIt is recommended that the City Council consider:\n(1) Adopt a resolution to record a Notice of Nuisance Abatement Lien; and/or\n(2) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nAdoption of the Resolution is exempt from the California Environmental Quality Act (“CEQA”)\nunder CEQA Guidelines § 15061(b)(3) because it can be seen with certainty that there is no\npossibility that the action proposed by the proposed resolution would have a significant effect on\nthe environment.

REINSTATING WATER SHUTOFFS IN ACCORDANCE WITH SENATE BILL 998 AND\nMUNICIPAL CODE 14.12.240\nIt is recommended that the City Council consider:\n(1) Receiving and filing this report notifying the City Council and public that the City will resume\nwater shut-offs and late fees pursuant to Monterey Park Municipal Code (“MPMC”) §\n14.12.240; and\n(2) Taking such additional, related, action that may be desirable.

AUTHORIZE THE CITY MANAGER TO EXECUTE A LICENSE AGREEMENT WITH\nCHINATOWN SERVICE CENTER TO UTILIZE SPACE WITHIN THE BRUGGEMEYER\nLIBRARY TO PROVIDE MENTAL HEALTH AND WELLNESS SERVICES\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager, or designee, to execute a license agreement, in a form\napproved by the City Attorney with Chinatown Service Center to utilize space within the\nBruggemeyer Library to provide mental health and wellness services to the community;\nand\n(2) Taking such additional, related, action that may be desirable.

CALIFORNIA STATE LIBRARY 2023-2024 LIBRARY SERVICES TECHNOLOGY ACT\n(LSTA) LOCAL AND COLLABORATIVE GRANT\nIt is recommended that the City Council consider:\n(1) Adopting a resolution authorizing the City Manager, or designee, to apply for, receive, and\nappropriate grant funds for the California State Library’s 2023-2024 LSTA Local and\nCollaborative Grant; and\n(2) Taking such additional, related, action that may be desirable.

AUTHORIZE THE CITY MANAGER TO EXECUTE LICENSE AGREEMENTS WITH NON-\nPROFIT YOUTH ATHLETIC ORGANIZATIONS FOR THEIR USAGE OF DESIGNATED\nSTORAGE UNITS AND SNACK BARS IN CITY PARKS\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager, or designee, to execute license agreements, in a form\napproved by the City Attorney with the MPK Baseball and Softball Inc, and Socal Elite\nSoccer Club to utilize designated storage units and snack bars in City parks; and/or\n(2) Taking such additional, related, action that may be desirable.

FY 2022-23 SIDEWALK REPAIR PROJECT (SPEC NO. 2022-011)\nIt is recommended that the City Council consider:\n(1) Adopting a resolution to add the FY 2022-23 Sidewalk Repair Project to the CIP;\n(2) Appropriating $52,182 from Prop A Funds, $174,946 from TDA 3 Fund, and $122,672 from\nGas Tax Fund to the FY 22-23 Budget to proceed with this project; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe proposed project is categorically exempt from the requirements of the California\nEnvironmental Quality Act (CEQA) pursuant to 14 California Code of Regulations § 15301 as a\nClass 1 categorical exemption (Existing Facilities). The Project results in minor alterations to\nexisting public facilities involving no significant expansion of the existing use. The Project is not\nanticipated to have any significant impacts regarding traffic, noise, air quality or water quality.

RECEIVE AND FILE STAFF REPORT SUMMARIZING THE STATUS OF EMERGENCY\nREPAIRS OF THE MONTEREY PASS ROAD WATER LINE\nIt is recommended that the City Council consider:\n(1) Receive and file the staff report summarizing the status of emergency repairs of the\nMonterey Pass Road water line; and\n(2) Taking such additional, related, action that may be desirable.

TASK ORDER TO RKA CONSULTANTS FOR PUBLIC WORKS INSPECTION SERVICES\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to execute a Task Order, per Agreement 2283-A with RKA\nConsulting Group for Public Works inspections services, in a form approved by the City\nAttorney, not to exceed $218,000 annually; and\n(2) Taking such additional, related, action that may be desirable.\n[4.] PUBLIC HEARING
