WAIVE FURTHER READING AND ADOPT AN ORDINANCE ADDING CHAPTER 21.55\nENTITLED “FIREARM PROTECTION ZONE” TO THE MONTEREY PARK MUNICIPAL\nCODE\nIt is recommended that the City Council consider:\n(1) Waiving the second reading and adopting the proposed ordinance; and\n(2) Taking such additional, related, action that may be desirable.

CONSIDERATION AND POSSIBLE ACTION TO ADOPT TWO SEPARATE RESOLUTIONS\nAPPROVING MEMORANDUMS OF UNDERSTANDING BETWEEN (1) THE CITY AND THE\nMONTEREY POLICE OFFICERS’ MID-MANAGEMENT ASSOCIATION AND (2) THE CITY\nAND THE MONTEREY PARK POLICE CAPTAINS’ ASSOCIATION, BOTH FOR THE TERM\nOF JULY 1, 2023 TO JUNE 30, 2025\nIt is recommended that the City Council consider:\n(1) Adopt a Resolution approving a Memorandum of Understanding (“MOU”) between the\nCity of Monterey Park and the Monterey Park Police Officers’ Mid-Management\nAssociation (“MPPOMMA”); and\n(2) Adopt a Resolution approving a Memorandum of Understanding (MOU) between the City\nof Monterey Park and the Monterey Park Police Captains’ Association (“PCA”);\n(3) Taking such additional, related, action that may be desirable.\nPage 2 of 319\nMonterey Park City Council Agenda, August 2, 2023 - Page 3

CALIFORNIA LIBRARY LITERACY SERVICES (CLLS) ENGLISH AS A SECOND\nLANGUAGE (ESL) GRANT FISCAL YEAR 2023/2024\nIt is recommended that the City Council consider:\n(1) Accepting $34,976 in California Library Literacy Services grant funding for Library\nEnglish as a Second Language Programming;\n(2) Appropriating the $34,976 funding into the 2023-24 Fiscal Year budget; and\n(3) Taking such additional, related, action that may be desirable.

IDENTIFYING A TAX RATE FOR COLLECTING VOTER AUTHORIZED PROPERTY TAXES\nFOR EMPLOYEE RETIREMENT BENEFITS BASED ON THE ASSESSED VALUATION\nESTABLISHED BY THE COUNTY ASSESSOR’S OFFICE\nIt is recommended that the City Council consider:\n(1) Adopting a Resolution identifying the amount of tax revenue required to fulfill the voters’\nintent in funding the City’s retirement system; and\n(2) Taking such additional, related, action that may be desirable.

THIRD AMENDMENT TO AGREEMENT 2260-A WITH THE SAN GABRIEL VALLEY\nCOUNCIL OF GOVERNMENTS FOR PARTICIPATION IN ITS REGIONAL FOOD RECOVERY\nPROGRAM\nIt is recommended that the City Council consider:\n(1) Authorizing the Interim City Manager to execute a Third Amendment to Agreement No.\n2260-A with the San Gabriel Valley Council of Governments, in a form approved by the\nCity Attorney, for the Regional Food Recovery Program for a not-to-exceed amount of\n$159,911;\n(2) Appropriating $51,332.62 from the SB1383 grant fund to the FY 23-24 budget; and\n(3) Taking such additional, related, action that may be desirable.

3-F. AWARD OF PROFESSIONAL SERVICES AGREEMENT TO ADVANTEC CONSULTING\nENGINEERS, INC. FOR THE PREPARATION OF PHASE 1 OF THE CITY OF MONTEREY\nPARK’S ADAPTIVE TRAFFIC/TRAFFIC RESPONSIVE CONTROL SYSTEMS PROJECT\nIt is recommended that the City Council consider:\n(1) Authorizing the Interim City Manager to execute a Professional Services agreement with\nAdvantec Consulting Engineers, Inc., in a form approved by the City Attorney, to prepare\nPhase 1 of the City of Monterey Park’s Adaptive Traffic/Traffic Responsive Control\nSystems project in an amount not to exceed $182,778; and\n(2) Taking such additional, related, action that may be desirable.

CONSIDERATION OF COSTS RESULTING FROM ABATING WEED NUISANCES AND\nAUTHORIZING COLLECTION VIA SPECIAL ASSESSMENT\nIt is recommended that the City Council consider:\n(1) Opening the public hearing, receiving public comment, closing the public hearing;\n(2) Adopting the attached Resolution approving the Weed Abatement Clearance Charge List\nand authorizing collection of such costs through special assessment; and/or\n(3) Taking such additional, related, action that may be desirable.\nPage 3 of 319\nMonterey Park City Council Agenda, August 2, 2023 - Page 4
