Authorizing the City Manager to execute a Professional Services agreement with\nBlack, O’Dowd & Associates, dba BOA Architecture, for the preparation of Plans,\nSpecifications and Engineer’s estimates (“PS&E”) for various library improvements in\nan amount not to exceed $89,000; and\n2. Taking such additional, related, action that may be desirable.

Adopting a Resolution waiving bidding requirements, authorizing the City Manager to\nenter into an agreement, in a form approved by the City Attorney, with Arcadian\nInfracom 2, LLC. for the purchase of fiber optic conduits and fiber and related\namenities, and authorizing the City Manager or designee to approve change orders\nnot to exceed $35,000 over the total contract amount; and\n2. Authorizing the City Manager to execute a public works contract, in a form approved\nby the City Attorney, with Onyx Paving Company, Inc., in the contract amount of\n$3,936,000 for the 2025-26 Street Overlay at Various Locations project;\n2. Authorizing the Public Works Director to approve change orders not to exceed\n$590,400 over the total contract amount;\n3. Authorizing an appropriation of $425,000 from Fund 601, Street Bond to Fiscal Year\n2025-26 Budget; and\n4. Taking such additional, related, action that may be desirable.

Authorizing the Public Works Director to approve change orders not to exceed\n$18,175 over the total contract amount; and\n3. Taking such additional, related, action that may be desirable.

Authorizing the City Manager to execute an amendment to Agreement No. 2454-AD\nwith SVT Fleet Solutions, in a form approved by the City Attorney, for maintenance\nand repair of fire engines, quint and other emergency vehicles for an amount not to\nexceed $176,000 through June 30, 2027;\n2.
