Approve and authorize submittal of the City of Moreno Valley’s annual\nMeasure A (RCTC) Local Streets and Roads Five-Year Capital\nImprovement Plan for Fiscal Years 2023/24 – 2027/28 and\nMaintenance of Effort Certification for Fiscal Year 2023/24 to the\nRiverside County Transportation Commission; and\n2. Authorize the Director of Public Works/City Engineer to submit an\nannual amended five-year plan to the Riverside County Transportation\nCommission if changes are made to the listed Measure A (RCTC)\nprojects.

Appoint a Delegate, Mayor Ulises Cabrera, and an Alternate, Mayor Pro\nTem Edward Delgado, to the Southern California Association of\nGovernments (SCAG) Annual General Assembly on May 4, 2023.\n2. Direct staff to submit the names to SCAG.

Accept the California Automated Permit Processing Program (CalAPP)\nfunding grant award of $100,000 administered through the California\nEnergy Commission, to fund the implementation of SolarAPP+ and\ncomply with the provisions of SB 379;\n2. Authorize the City Manager, or his designee, to execute for and on\nbehalf of the City of Moreno Valley, agreements and other related\ndocuments required by the California Energy Commission, subject to\nthe approval of the City Attorney; and\n3. Authorize the Chief Financial Officer, or his designee, to make any\nnecessary budget adjustments as recommended in the Fiscal Impact\nsection of this report.

Approve the Memorandum of Understanding (MOU) between the City\nof Moreno Valley and the Regents of the University of California, on\nbehalf of its Riverside Campus (UCR) for entrepreneur and business\ntechnical assistance offered through the Moreno Valley Business and\nEmployment Resource Center (BERC).\n2. Authorize staff to execute the MOU as to form all necessary\ndocuments with UCR.

FOR THE MORENO VALLEY\nSENIOR CENTER EXPANSION PROJECT NO. 803 0057 (Report of: Public\nWorks)\nRecommendations:\n1. Award an Agreement for Professional Consultant Services to SVA\nArchitects, Inc. to provide architectural and engineering design\nservices for the Moreno Valley Senior Center Expansion project in the\namount of $399,078.00;\n2. Authorize the City Manager to execute the agreement with SVA\nArchitects, Inc.;\n3. Authorize the issuance of a Purchase Order to SVA Architects, Inc. in\nthe amount of $399,078.00 when the agreement has been signed by\nall parties using the approved Facility Construction funds (Fund 3000);\nand\n4. Authorize the City Manager to execute any subsequent Amendments\nto the Agreement with SVA Architects, Inc. within Council approved\nannual budgeted amounts, including the authority to authorize the\nassociated purchase orders in accordance with the terms of the\nAgreement, subject to the approval of the City Attorney.

Authorize the City Manager to execute the contract with Architerra\nDesign Group, Inc.;\n3. Authorize the issuance of a purchase order in the amount of $149,625\nupon execution of the Agreement for Professional Consultant Services\nwith Architerra Design Group, Inc. Funds are available in the Park\nRehabilitation and Refurbishment Program (Fund 5011); and\n4. Authorize the Parks and Community Services Director to execute\nsubsequent Amendments to the Agreement with Architerra Design\nGroup, Inc. within Council approved annual budgeted amounts,\nincluding the authority to authorize the associated purchase orders in\naccordance with the terms of the Agreement, subject to the approval\nof the City Attorney.
