(Report of: Parks &\nCommunity Services)\nRecommendations:\n1. Approve the Agreement for Professional Pest Control and Rodent\nRemoval Services (‘Agreement”) with Animal Pest Management\nServices, Inc., 13655 Redwood Court, Chino, CA 91710-5516, and\nwaive any and all minor irregularities to provide pest management and\nrodent control service on a routine and on-call emergency basis at\nvarious City parks and park maintained facilities for a period of five\nyears at a total not to exceed amount of $198,364.59.\n2. Authorize the City Manager/Executive Director of the Moreno Valley\nCommunity Services District (CSD) Board to execute the Agreement\nwith Animal Pest Control Services, Inc., and subsequent amendments\nto the Agreement, in accordance with its terms, subject to the approval\nof the City Attorney provided sufficient funding appropriations and\nprogram approvals have been granted by the City Council and CSDC\nBoard; and,\n3. Authorize the City Manager/Executive Director of the Moreno Valley\nCommunity Services District (CSD) Board to approve issuance of\nannual purchase orders, in the amounts listed in Table II in the Fiscal\nImpact Section of this report for each of the five (5) consecutive fiscal\nyear terms of the Agreement, commencing with FY 2023/2024 subject\nto funds available in the City Council and Moreno Valley Community\nServices District Board (CSD) approved Operating Budget.

Authorize the Executive Director or its Authorized Representative,\nParks & Community Services Director, or designee to submit a grant\napplication to the California State Library for the Building Forward\nLibrary Facilities Improvement Program: Round Two for improvements\nthat will expand physical access to the main library; and\n2. Adopt Resolution No. CSD 2023-xx. A resolution of the Moreno Valley\nCommunity Services District of the City of Moreno Valley, California,\napproving submission of an application for the California State Library\nfor the Building Forward Library Facilities Improvement Program:\nRound Two funds; Approving implementation of the awarded project;\nand designating an Authorized Representative to enter into the grant\nagreement; and\n3. If awarded, accept, and receive grant award funds from the California\nState Library for the Building Forward Library Facilities Improvement\nProgram: Round Two; and\n4. Authorize the Executive Director or designee to process necessary\nbudget adjustments and appropriations in FY 23/24 based on actual\ngrant award funds received.

A.17. APPROVE AN AGREEMENT BETWEEN WRCOG AND THE CITY OF\nMORENO VALLEY FOR TUMF FUND REIMBURSEMENT BY WRCOG AND\nAPPROVE AN AGREEMENT WITH MICHAEL BAKER INTERNATIONAL\nINC. FOR THE SR-60 / WORLD LOGISTIC CENTER PARKWAY\nINTERCHANGE IMPROVEMENTS, PROJECT NO. 801 0052 (Report of:\nPublic Works)\nRecommendations:\n1. Accept and approve the Transportation Uniform Mitigation Fee (TUMF)\nProgram Reimbursement Agreement between the Western Riverside\nCouncil of Governments (WRCOG) and the City of Moreno Valley\n(City) in the amount of up to $3,500,000 for the Plans, Specifications &\nEstimates (PS&E, up to 65% design) Phase for the SR-60/World\nLogistic Center Parkway Interchange Improvements Project;\n2. Authorize the City Manager to execute the TUMF Program\nReimbursement Agreement, in substantial conformance with the\nattached template, upon concurrence by WRCOG, and subject to the\napproval of the City Attorney;\n3. Authorize the Public Works Director/City Engineer to execute any\nsubsequent amendments to the TUMF Program reimbursement\nagreement, subject to the approval of the City Attorney;\n4. Authorize a budget adjustment as set forth in the Fiscal Impact section\nof this report;\n5. Approve the Agreement for Professional Consultant Services with\nMichael Baker International Inc. to provide design services (up to 65%\ndesign) for the Plans, Specifications, and Estimates (PS&E) Phase for\nthe SR-60/World Logistic Center Parkway Interchange Improvements\nProject;\n6. Authorize the City Manager to execute the Agreement for Professional\nConsultant Services with Michael Baker International Inc.;\n7. Authorize the issuance of a Purchase Order to Michael Baker\nInternational Inc. in the amount of $3,399,990.23 once the Agreement\nhas been signed by all parties; and\n8. Authorize the City Manager to execute any subsequent amendments\nto Michael Baker International Inc. agreement within Council approved\nannual budgeted amounts, including the authority to authorize the\nassociated purchase orders in accordance with the terms of the\nAgreement, subject to the approval of the City Attorney.
