4. AWARD OF CONTRACT FOR EMERGENCY STREETLIGHT AND TRAFFIC SIGNAL REPAIRS AND
MAINTENANCE SERVICES
Staff recommend City Council award contracts to Bear Electrical Solutions, LLC and Select Electric Inc. to
provide emergency streetlight and traffic signal maintenance services including streetlight/traffic signal
pole replacements, for an initial amount up to and not-to-exceed $250,000 each for fiscal year 2026/27,
combined between the two contractors, for the term of the effective date of the agreement through June
30, 2029, with the option to extend for two additional one year periods; and authorize the City Manager to
execute a master agreement with the contractors and annual amendments each fiscal year for an amount
up to and not-to-exceed the combined value approved during the annual budgeting process, on behalf of
the City, in a form approved by the City Attorney.

NORWALK APPROVING AGREEMENTS WITH THE LOS ANGELES COUNTY AGING &
DISABILITIES DEPARTMENT FOR THE ELDERLY NUTRITION PROGRAM FOR FISCAL YEAR
2026/27, in the amount of $1,060,893 and
b. approve the agreement with Trio Community Meals, LLC, in the amount of $710,000, to provide
catered meals from July 1, 2026, through June 30, 2027; and authorize the City Manager to
execute the agreements, and any additional amendments, provided there is funding in the budget,
on behalf of the city, in forms approved by the City Attorney.

Staff recommend City Council approve Amendment No. 1 to the Progressive Design-Build Agreement with
Reyes Construction, Inc. in the amount of $467,838 for design of Hermosillo Park Rehabilitation and
Storm Water Capture Infiltration Project, Projects Nos. 7359 and 7607; and authorize the City Manager to
execute the amendment and future amendments, provided there is funding in the budget and it is within
his signing authority, on behalf of the City, in a form approved by the City Attorney.
