12. City Council: Staff recommends that the City Council authorize staff and 24-415\nJilk Heavy Construction, Inc. (“JILK”) to continue work with\nrespect to emergency demolition related to the\nhammerhead portion of the Oceanside Pier, including the\nremoval of the existing restaurant and food kiosk, and\ncontinue the City Engineer’s authorization to approve\nChange Orders up to a total of $135,000.\nGENERAL ITEMS\nGeneral Items are normally heard after any 6:00 p.m. Public Hearing Items. However, if time permits, some\nGeneral Items may be heard prior to any 6:00 p.m. Public Hearing Items, following the Consent Calendar.\nOrdinances may be introduced at this time. City Council: Staff recommends that the City Council approve 24-385\nAmendment 1 to the Property Use Agreement with Serving\nSeniors for the exclusive and preferential non-exclusive use\nof space at the Country Club Senior Center located at 455\nCountry Club Lane, extending the term of the agreement\nthrough December 17, 2029; and authorize the City\nManager to execute the amendment upon receipt of all\nsupporting documents.

5. City Council: Staff recommends that the City Council approve 24-382\nAmendment 3 to the Professional Services Agreement\n(PSA) with States Recovery Systems, Inc. (“States\nRecovery”), extending the term of the Agreement for one\nyear through September 25, 2025, in an amount based on\npercentage of collections received for debt collection\nservices; and authorize the City Manager to execute the\namendment.

City Council: Staff recommends that the City Council approve 24-395\nAmendment 3 to the Professional Services Agreement\n(PSA) with GovOS, Inc., in an amount not to exceed\n$64,260, for a revised contract amount of $276,260,\nextending the term of the Agreement for two years for\nShort-term Rental (STR) and Transient Occupancy Tax\n(TOT) compliance and remittance services; and authorize\nthe City Manager to execute the amendment.

City Council: Staff recommends that the City Council approve 24-391\nAmendment 4 to the Professional Services Agreement\n(PSA) with Wittman Enterprises, LLC, for Emergency\nMedical Service billing services, with compensation based\non a percentage of collections from net collected revenues,\nwith a one-year contract expense estimated at $349,800, to\nextend the term of the agreement to October 15, 2025,\nappropriate $15,115 from General Fund Unassigned Fund\nBalance; and authorize the City Manager to execute the\namendment.\nPage 2 of 9\nCity Council Agenda November 6, 2024

City Council: Staff recommends that the City Council approve 24-375\nAmendment 5 to the Professional Services Agreement\n(PSA) with Data Ticket, Inc., in an estimated amount of\n$273,178, for a revised contract amount of $1,831,728,\nextending the term for one year for parking citation and\nparking permit issuance, processing, and collection\nservices; approve the purchase of one additional handheld\nunit and annual handheld support and airtime service; and\nauthorize the City Manager to execute the amendment.

City Council: Staff recommends that the City Council approve a Property 24-388\nUse Agreement with Cellco Partnership, doing business as\nVerizon Wireless to use a portion of City-owned real\nproperty at Lake Park for telecommunications purposes, for\na total revenue of $913,076 for a 15-year period; and\nauthorize the City Manager to execute the agreement upon\nreceipt of all supporting documents.
