Approve and authorize the City Manager or his designee to execute the following three-\nyear Professional Services Agreements (on file in the Records Management Department)\nfor on-call Project Management Services for a total compensation amount of $1,000,000:\na. Transtech Engineers, Inc., of Chino, California for a total contract amount not-to-\nexceed $350,000;\nb. Tilden-Coil Constructors, Inc., of Riverside, California for a total contract amount\nnot-to-exceed $350,000;\nc. Griffin Structures, Inc., of Irvine, California for a total contract amount not-to-\nexceed $100,000;\nd. Moote Companies, LLC., of Irvine, California for a total contract amount not-to-\nexceed $100,000; and\ne. CBRE Heery, of Los Angeles, California for a total contract amount not-to-exceed\n$100,000.\nf. Authorize the City Manager or his designee to extend the agreements for up to\ntwo additional consecutive one-year periods.\nB. Authorize the City Manager or his designee to extend the agreements for up to two\nadditional consecutive one-year periods.

A MEMORANDUM OF UNDERSTANDING FOR COST SHARING WITH THE CITY OF CHINO\nFOR THE EUCLID AVENUE STORM DRAIN PROJECT\nThat the City Council approve a Memorandum of Understanding (on file in the Records\nManagement Department) for cost sharing with the City of Chino for the estimated\n$51,000,000 Euclid Avenue Storm Drain Project on Euclid Avenue from Merrill Avenue to south\nof Pine Avenue in the City of Chino; and authorize the City Manager, or his designee, to execute\nsaid MOU and a subsequent tri-party funding Agreement with the San Bernardino County\nFlood Control District (SBCFCD) and the City of Chino.

AN AMENDMENT TO THE MAINTENANCE AGREEMENT FOR THE SECURITY CAMERAS,\nACCESS CONTROL, PAGING/DURESS INSTALLATION, REPAIR WITH AMERICAN THREAT\nASSESSMENT CONSULTING, INC.\nThat the City Council authorize the City Manager to execute an Amendment to the current\nAgreement (on file with the Records Management Department) with American Threat\nAssessment Consulting Inc., of Rancho Cucamonga, California, for maintenance services to\nmanage and maintain the City's security camera, access control, and paging/duress installation\nfor a total not to exceed the amount of $229,500 and extend the term for an additional one\nyear.

FOR COMMERCIAL BIN MATERIALS AND SUPPLIES\nThat the City Council approve and authorize the City Manager or his designee to execute\nAmendment No. 3 to the existing Goods and Services agreement (on file in the Records\nManagement Department) with Wastebuilt Environmental Solutions, LLC. of Ontario,\nCalifornia, exercising the second option year of the agreement and extending the term of the\nAgreement to November 30, 2023 in the amount not to exceed $555,000.

BREY ELECTRIC FOR THE\nOMUC, PARKS AND MAINTENANCE, AND INTEGRATED WASTE OFFICE IMPROVEMENTS\nPROJECT\nThat the City Council take the following actions:\nA. Authorize Change Order No. 3 to the Construction Contract (on file in the Records\nManagement Department) with M. Brey Electric, Inc. of Beaumont, California, in the amount of\n$22,570, for the OMUC, Parks and Maintenance, and Integrated Waste Office Improvements\nProject;\nB. Authorize the City Manager or his designee to execute said contract and authorize the filing of\nthe notice of completion at the conclusion of all construction activities related to the project.

Authorize the City Manager or his designee to execute Amendment No. 9 to the on-call\nProject Management Services Agreement (on file in the Records Management\nDepartment) with Transtech Engineers, Inc. of Chino, California, to provide project\nmanagement services and environmental assessment for the Bon View Park Sporting\nField Project in an amount not to exceed $17,076;\nB. Authorize the City Manager or his designee to execute Amendment No. 10 to the on-call\nProject Management Services Agreement (on file in the Records Management\nDepartment) with Transtech Engineers, Inc., of Chino, California, for construction\nmanagement support for the construction of the City Hall Parking Structure Project in an\namount not to exceed $1,994,875;\nC. Authorize the City Manager or his designee to execute a Design-Build Agreement with\nMcCarthy Building Companies, Inc., of Newport Beach, California, to provide design-build\nconstruction services for the City Hall Parking Structure Project in the amount of\n$27,279,143 with a contingency of $2,700,000 for a total contract value of\n$29,979,143; and\nD. Authorize the City Manager or his designee to execute all documents required for the\ncompletion of the project including, but not limited to agreements, assessments,\neasements, lot line adjustments, reduction of retention accounts, contracts and contract\namendments within the authorization limits, and filing a notice of completion at the\nconclusion of all construction related activities.

9. A SOLE SOURCE AGREEMENT WITH ALL CITY MANAGEMENT SERVICES, INC. FOR CROSSING\nGUARD SERVICES\nThat the City Council approve and authorize the City Manager to execute all documents\nnecessary for a sole source agreement with All City Management Services, Inc. of Santa Fe\nSprings, California, for crossing guard services for a term by three years with the possibility to\nextend another two, making a total contract term of five years. A total estimated contract\namount of $ 3,229,654.
