CONSIDERATION OF AMENDMENT NO. 9 TO THE PROFESSIONAL\nSERVICES AGREEMENT FOR BUILDING AND SAFETY, ENGINEERING,\nAND PUBLIC WORKS SERVICES WITH HR GREEN PACIFIC, INC.\nEXTENDING THE TERM OF THE AGREEMENT TO JUNE 30, 2027, AND\nADJUSTING HOURLY RATES\nRecommendation: Staff recommends that the City Council Approve\nAmendment No. 9 to the Professional Services Agreement with HR Green\nPacific, Inc. (HR Green), extending the term of the Agreement for one (1)\nadditional year to June 30, 2027, and continuing the existing structure\nfor hourly rate adjustments. The extension will allow staff adequate time\nto evaluate long-term service delivery options and ensure continuity of\nservices while maintaining flexibility.

12. UPDATE AND DISCUSSION OF AGREEMENT WITH ARAKELIAN\nENTERPRISES INC. (I.E. ATHENS SERVICES) FOR REFUSE AND\nRECYCLING COLLECTION, STREET SWEEPING, TRANSPORTATION,\nPROCESSING, AND DISPOSAL SERVICES\nRecommendation: Staff recommends the City Council discuss and\nprovide direction on: 1. Proposed contracts terms discussed with Athens\nServices and 2. Staff authorization to return at the June 23, 2026,\nmeeting to initiate the Proposition 218 process and consider proposed\nadjustments to the solid waste rates and fees in FY 2026-27 as part of a\nproposed fifth amendment to the City's Solid Waste Handling Services\nAgreement (Agreement) with Arakelian Enterprises, Inc. (Athens\nServices), and for future rate adjustments using a specific formulas\nlisted in an Agreement presented at the June 23, 2026 meeting.

5. ADOPT A RESOLUTION TO APPROVE THE PLANS AND SPECIFICATIONS\nFOR THE FISCAL YEAR 2025-2026 ANNUAL SLURRY SEAL PROJECT\n(PW-720-25); AWARD A CONSTRUCTION CONTRACT TO PAVEMENT\nCOATINGS CO. IN THE AMOUNT OF $337,900 UTILIZING REALLOCATED\nRESTRICTED FUND ; APPROVE ADDITIONAL CONSTRUCTION\nEXPENDITURES NOT TO EXCEED $67,580, WHICH IS APPROXIMATELY\n20% OF THE CONSTRUCTION CONTRACT AMOUNT; AUTHORIZE THE\nCITY MANAGER TO EXECUTE ALL CONTRACT DOCUMENTS; AND\nAUTHORIZE THE CITY CLERK TO RECORD THE NOTICE OF\nCOMPLETION UPON ACCEPTANCE OF THE WORK BY THE PUBLIC\nWORKS DIRECTOR\nRecommendation: Staff recommends that the City Council adopt the\nResolution to: 1. IN AN AMOUNT NOT TO EXCEED $450,000\nRecommendation: Staff recommends that the City Council approve\nAmendment No. 6 to the Agreement for citywide tree trimming and\nmaintenance services with Travers Tree Service, Inc. (Travers) in an\namount of $450,000 and extend the term of the agreement to June 30,\n2027, with an additional one-year period and authorize the City Manager\nto execute the Amendment and all future extensions.

CONSIDER ADOPTION OF PROPOSED RESOLUTION R26-20\nAPPROVING THE SPECIAL TAX REPORT AND SETTING THE PALOS\nVERDES ESTATES LAW ENFORCEMENT SPECIAL TAX LEVY FOR FY\n2026/2027 AND AUTHORIZING THE DEPUTY CITY MANAGER TO SUBMIT\nTHE SPECIAL PARCEL TAX TO LOS ANGELES COUNTY.\nRecommendation: Staff recommends that the City Council adopt\nproposed Resolution R26-20, which approves the Special Tax Report and\nsets the Palos Verdes Estates Law Enforcement Special Tax (Special\nParcel Tax) levy for Fiscal Year 2026-27, and the Deputy City Manager to\nsubmit the Special Parcel Tax to Los Angeles County by the August 2026\ndeadline.
