APPROVAL OF PASADENA ASSISTANCE FUND GRANT AWARDS FOR PROGRAM YEARS 2023 AND 2024\n(Housing Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended action is exempt from the California Environmental Quality Act ("CEQA") pursuant\nto State CEQA Guidelines per Section 15061(b)(3), the “common sense” provision that CEQA only applies to\nprojects that may have an effect on the environment; and\n(2) Approve the Pasadena Assistance Fund grant awards in the total amount of $100,000 for program years 2023\nand 2024, as described in the agenda report.

FINANCE COMMITTEE: AMENDMENT TO HOUSING DEPARTMENT’S FISCAL YEAR 2023 OPERATING\nBUDGET; AUTHORIZATION TO AMEND CONTRACT NO. 23,609 WITH COUNTY OF LOS ANGELES TO ADD\nADDITIONAL FUNDING AND EXTEND THE TERM THROUGH JUNE 30, 2024 (Housing Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended actions are exempt from the California Environmental Quality Act ("CEQA")\npursuant to State CEQA Guidelines Section15061(b)(3), the “common sense” provision that CEQA only applies to\nprojects that may have an effect on the environment;\n(2) Amend the Department of Housing’s Fiscal Year 2023 Operating Budget by recognizing revenue and\nappropriating $1,025,080 in the Other Housing Fund (238) for Measure H funding for homeless services;\n(3) Authorize the City Manager to amend Contract No. 23,609 with County of Los Angeles to add $1,025,080 for a\nnot-to-exceed total of $1,790,547, and to extend the term through June 30, 2024;\n(4) Authorize the City Manager to execute one additional amendment to Contract No. 23,609 in the amount of\n$800,000 for a total not-to-exceed amount of $2,590,547 to support the continued provision of homeless services, and\nextend the term through June 30, 2025; and\n(5) Authorize the City Manager to approve no-cost extension amendments to Contract No. 23,609, which extend\nthe term beyond June 30, 2025.

FINANCE COMMITTEE: AMENDMENT TO HOUSING DEPARTMENT’S FISCAL YEAR 2023 OPERATING\nBUDGET AND AUTHORIZATION TO AMEND CONTRACTS NOS. 31386 WITH UNION STATION HOMELESS\nSERVICES AND 32093 WITH SYCAMORES TO ADD FUNDING FOR HOMELESS SERVICES PROGRAMS\n(Housing Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended actions are exempt from the California Environmental Quality Act ("CEQA")\npursuant to State CEQA Guidelines per Section 15061(b)(3), the “common sense” provision that CEQA only applies to\nprojects that may have an effect on the environment;\n(2) Amend the Housing Department’s Fiscal Year 2023 Operating Budget by recognizing revenue and appropriating\n$302,105 in the Other Housing Fund (238) for Homeless Housing, Assistance, and Prevention Round 2 grant\nfunding for homeless services;\n(3) Authorize the City Manager to amend Contract No. 31386 with Union Station Homeless Services to increase\nthe contract value by $265,790 for a total not-to-exceed contract value of $757,739 through June 30, 2024;\n(4) Authorize the City Manager to amend Contract No. 32093 with Sycamores to increase the contract value by\n$24,168 for a total not-to-exceed contract value of $250,246 through June 30, 2024;\n(5) Authorize the City Manager to approve no-cost amendments to Contract Nos. 31386 and 32093, which extend\nthe term beyond June 30, 2024; and\n(6) To the extent the amendments to Contracts Nos. 31386 and 32093 could be considered a separate\nprocurement subject to the Competitive Selection Process, grant the contracts an exemption pursuant to Pasadena\nMunicipal\nCode (PMC), Section 4.08.049(B), contracts for which the City’s best interests are served. APPROVAL OF THE ANNUAL ACTION PLAN (2023-2024) AND RELATED FUNDING APPLICATIONS FOR THE\nCOMMUNITY DEVELOPMENT BLOCK GRANT, HOME INVESTMENT PARTNERSHIP ACT, AND\nEMERGENCY SOLUTIONS GRANT PROGRAMS\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended action is exempt from the California Environmental Quality Act (CEQA) pursuant to\nState CEQA Guidelines per Section 15061(b)(3) (Common Sense Exemption);\n(2) Approve the Annual Action Plan, including the funding allocations set forth in the agenda report for Program\nYear 2023-2024 program activities under the Community Development Block Grant (CDBG),\nEmergency Solutions Grant (ESG), and HOME Investment Partnerships (HOME) programs, for submittal to the U.S.\nDepartment of Housing and Urban Development (HUD);\n(3) Approve the submittal of a grant application for CDBG Program Year 2023-2024 entitlement funds in the\namount of $2,159,608, and $60,150 in program income for a total availability of $2,219,758 for program\nactivities;\n(4) Approve the submittal of a grant application for ESG Program Year 2023-2024 entitlement funds in the amount\nof $187,132 for program activities;\n(5) Approve the submittal of a grant application for HOME Program Year 2023-2024 entitlement funds in the\namount of $886,215, and $61,378 in carryover funds for a total availability of $947,593 for program\nactivities;\n(6) Authorize the City Manager to execute, and the City Clerk to attest, the Annual Action Plan (2023-2024), the\ngrant applications, certifications, and any and all other documents deemed necessary by HUD to\nobtain the allocation of the aforementioned federal entitlement funds; and\n(7) Authorize City Manager or designee to execute administrative amendments (such as time extensions, policy\nrevisions, cost category changes) reflected in the Citizen Participation Plan attached to the 5-\nYear Consolidated Plan (2020 – 2024), as previously approved by City Council.\nRecommendation of the Advisory Commission:\nOn March 15, 2023, the Human Services Commission approved recommendations for City Council\nconsideration for CDBG public service projects listed in Attachment A.\nOn April 11, 2023, the Northwest Commission approved recommendations for City Council consideration for\nCDBG City Set-Aside projects listed in Attachment A.

2. AUTHORIZATION TO AMEND CONTRACT NO. 31699 WITH DIXON RESOURCES UNLIMITED TO CONDUCT\nMORE OUTREACH AS PART OF THE CREATION OF A PARKING STRATEGIC PLAN (Transportation\nDept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action is not a project subject to the California Environmental Quality Act (CEQA)\npursuant to Section 21065 of CEQA and Sections 15060(c)(2), 15060(c)(3), and 15378 of the State CEQA Guidelines,\nand as such, no environmental document pursuant to CEQA is required for the project;\n(2) Authorize the City Manager to amend Contract No. 31699 with Dixon Resources Unlimited to increase the\ncontract amount by $33,000, thereby increasing the total not-to-exceed amount from $145,811 to $178,811, and\nextending the contract through June 30, 2024; and\n(3) To the extent this transaction could be considered a separate procurement subject to the Competitive Selection\nProcess, grant the proposed contract amendment with Dixon Resources Unlimited an exemption from the\nCompetitive Selection Process set forth in the Competitive Bidding and Purchasing Ordinance pursuant to the\nPasadena Municipal Code, Section 4.08.049(B), contracts for which the City’s best interests are served.\nTPA

AUTHORIZE PURCHASE ORDER WITH ITERIS, INC., FOR SIGNALIZED INTERSECTION VIDEO DETECTION\nCAMERAS IN AN AMOUNT NOT-TO-EXCEED $100,000 (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended action is exempt from the California Environmental Quality Act (CEQA) pursuant to State\nCEQA Guidelines per Section 15061(b)(3), the “common sense” provision that CEQA only applies to projects\nthat may have an effect on the environment; and\n(2) Accept the bid dated March 14, 2023, submitted by Iteris, Inc., in response to specifications for Video Detection\nCameras, and authorize the issuance of a Purchase Order contract in an amount not-to-exceed $100,000.\nTPA

CONTRACT AWARD TO TRANE US, INC., FOR REPLACEMENT OF CHILLER EQUIPMENT IN AN AMOUNT\nNOT-TO-EXCEED $155,705 (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that this action is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to\nState CEQA Guidelines in accordance with Title 14, Chapter 3, Article 19, Class 1, Section 15301, Existing\nFacilities, which exempts minor alteration of existing public facilities where no expansion of existing use will take\nplace;\n(2) Authorize contract award to Trane US, Inc., (Trane) for the replacement of Trane chiller equipment to replace\nthe existing system at the Police Department for an amount not-to-exceed $155,705 (including $14,155 contingency);\nand\n(3) Neither Competitive Bidding and Competitive Selection are required pursuant to City Charter Section 1002(H),\ncontracts with other governmental entities or their contractors for labor, material, supplies, or services, and\nPasadena Municipal Code (PMC), Section 4.08.049(B), contracts for which the City’s best interests are served.\nTPA

AUTHORIZATION TO ENTER INTO A CONTRACT WITH DUDEK TO PROVIDE ON-CALL CONSTRUCTION\nMANAGEMENT AND INSPECTION SERVICES FOR THE WATER AND POWER DEPARTMENT (Water &\nPower Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action is not a project subject to the California Environmental Quality Act (“CEQA”)\npursuant to Section 21065 of CEQA, and Sections 15060(c)(2), 15060(c)(3), and 15378 of the State CEQA Guidelines,\nand as such, no environmental document pursuant to CEQA is required; and\n(2) Authorize the City Manager to enter into a contract as the result of a competitive selection process, pursuant to\nPasadena Municipal Code, Section 4.08.047 with Dudek to provide on-call construction management and\ninspection services for an amount not-to-exceed $4,000,000, or four years, whichever comes first.

AUTHORIZATION TO ENTER INTO A PURCHASE ORDER WITH AAMCOM LLC FOR CALL CENTER SERVICES\nFOR THE WATER AND POWER DEPARTMENT (Water & Power Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action is not a project subject to the California Environmental Quality Act (“CEQA”)\npursuant to Section 21065 of CEQA, and Sections 15060(c)(2), 15060(c)(3), and 15378 of the State CEQA Guidelines,\nand as such, no environmental document pursuant to CEQA is required; and\n(2) Authorize the City Manager to enter into a Purchase Order (“PO”), as the result of a competitive selection\nprocess, as specified by Section 4.08.047 of the Pasadena Municipal Code, with AAMCOM LLC (“AAMCOM”) for Call\nCenter Services for the Water and Power Department (“PWP”) for an amount not-to-exceed $125,830, or a period of\nfour years, whichever occurs first; with two optional one-year extensions for an amount not-to-exceed $33,500 for the\nfirst extension, and $35,550 for the second extension, whichever occurs first. A 10% contingency of $19,488 is\nincluded to provide for any necessary change orders at the discretion of the City Manager for a maximum contract length of\nsix years, or a total amount not-to-exceed $214,368. Competitive bidding is not required pursuant to City Charter\nSection 1002(F), contracts for professional or unique services.

FINANCE COMMITTEE: AUTHORIZE THE CITY MANAGER TO EXECUTE AGREEMENTS WITH THE\nCALIFORNIA PUBLIC UTILITIES COMMISSION FOR LOCAL AGENCY TECHNICAL ASSISTANCE GRANT FUNDS\nFOR A STRATEGIC BROADBAND PLAN (Information Tech. Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action is exempt from the California Environmental Quality Act (“CEQA”) pursuant to\nState CEQA Guidelines Section 15061(b)(3), the “common sense” provision that CEQA only applies to projects that\nmay have an effect on the environment;\n(2) Authorize the City Manager to execute agreements with the California Public Utilities Commission (CPUC)\nassociated with the receipt of $325,000 in reimbursable Local Agency Technical Assistance (LATA) grant funding for a\nStrategic Broadband Plan; and\n(3) Amend the City’s budget to recognize and appropriate funds for the LATA grant in the amount of $325,000 to\nCapital Improvement Program Project 71167 (City Fiber Network Expansion FY 2020 - FY 2024) for expenses\nrelated to the development of a Strategic Broadband Plan.
