ADOPT A RESOLUTION APPROVING THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 (SB1) PROJECT LIST FOR FISCAL YEAR\n2026 (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed actions in the agenda report are not “projects” as defined in the California Environmental Quality Act (CEQA), Public\nResources Code Section 21065 and Section 15378(b)(4) and (5) of the State\nCEQA Guidelines, and as such, are not subject to environmental review; and\n(2) Adopt a resolution approving of the Road Repair and Accountability Act (SB1) project list for Fiscal Year (FY) 2026.

3. AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH W. W. GRAINGER INCORPORATED TO FURNISH AND DELIVER\nPARTS, EQUIPMENT TOOLS, SUPPLIES AND MATERIALS FOR AN\nAMOUNT NOT-TO-EXCEED $575,000 (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the action proposed in the agenda report is covered by the “Common Sense” exemption set forth in State CEQA Guidelines\nSection 15061(b)(3) as CEQA only applies to projects that may have a significant effect\non the environment;\n(2) Authorize the City Manager to enter into a contract with W. W. Grainger, Incorporated to furnish and deliver Parts, Equipment, Tools,\nSupplies and Materials, in an amount not-to-exceed $575,000, which includes the base\ncontract amount of $500,000 and a contingency of $75,000 to provide for any necessary change orders. Competitive price bidding is not required\npursuant to City Charter Section 1002(H) Contracts with other governmental entities\nor their contractors for labor, material, supplies or services; and\n(3) Grant the recommended contract an exemption from the Competitive Selection process pursuant to Pasadena Municipal Code Section

AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH HD SUPPLY FACILITIES MAINTENANCE TO FURNISH AND\nDELIVER JANITORIAL MATERIALS AND SUPPLIES FOR AN AMOUNT\nNOT-TO-EXCEED $1,150,000 FOR FIVE YEARS (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the action proposed in the agenda report is covered by the “Common Sense” exemption set forth in State CEQA Guidelines\nSection 15061(b)(3) as CEQA only applies to projects that may have a significant effect\non the environment; and\n(2) Authorize the City Manager to enter into a contract, as the result of the competitive bidding process as specified by Section 4.08.045 of the\nPasadena Municipal Code, with HD Supply Facilities Maintenance to furnish and\ndeliver janitorial materials and supplies in an amount not-to-exceed $1,150,000 which includes a contingency amount of $150,000 for five years.\nSTAFF REPORT

AUTHORIZE THE CITY MANAGER TO AMEND CONTRACT NO. 32390 WITH RICKY PICKENS AND THE TEAM OF VIOLENCE\nINTERRUPTERS TO INCREASE THE TOTAL NOT-TO-EXCEED AMOUNT BY $260,000\nTO SUPPORT GANG OUTREACH AND VIOLENCE INTERRUPTION SERVICES THROUGH OCTOBER 2025 (Public Health Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the action proposed in the agenda report is not a “project” subject to the California Environmental Quality Act (CEQA) pursuant to\nState CEQA Guidelines Section 21065 and within the meaning of Section 15378(b);\n(2) Authorize the City Manager to amend Contract No. 32390 with Ricky Pickens and the team of violence interrupters to increase the total not-\nto-exceed amount by $260,000 to support Gang Outreach and Violence Interruption\nServices through the end of October 2025; and\n(3) To the extent the amendment to Contract No. 32390 could be considered a separate procurement subject to the Competitive Selection\nProcess, grant the contracts an exemption pursuant to Pasadena Municipal Code\n(“PMC”) Section 4.08.049(B), contracts for which the City’s best interests are served. This transaction is exempt from competitive bidding per PMC\nSection 4.08.030 and City Charter Section 1002(F) based on contracts for\nprofessional or unique services.\nSTAFF REPORT

ECONOMIC DEVELOPMENT & TECHNOLOGY COMMITTEE: ADOPT A RESOLUTION AMENDING THE FISCAL YEAR (FY) 2025 GENERAL\nFEE SCHEDULE TO REDUCE OR WAIVE VARIOUS FEES FOR\nACCESSORY DWELLING UNITS (ADUs) AND DIRECT THE CITY ATTORNEY TO PREPARE AN ORDINANCE WITHIN 60 DAYS TO AMEND\nTITLE 4 OF THE PASADENA MUNICIPAL CODE TO REDUCE OR\nEXEMPT CERTAIN ADUs FROM CONSTRUCTION TAX AND RESIDENTIAL IMPACT FEES (Planning Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended fee reductions are exempt from the California Environmental Quality Act (“CEQA”) pursuant to State CEQA\nGuidelines per Section 15061(b)(3);\n(2) Adopt a resolution amending the Fiscal Year (FY) 2025 General Fee Schedule to reduce or waive various Plan Check and Permit Fees for\nAccessory Dwelling Units (ADUs) (Attachment A in the agenda report); and\n(3) Direct the City Attorney to prepare within 60 days an ordinance to amend Title 4 (Construction Tax) of the Pasadena Municipal Code (PMC)\nto reduce or exempt certain ADUs from the City’s construction tax and Residential\nImpact Fee (RIF).\nRecommendation of the Economic Development & Technology Committee: On March 18, 2025, the Economic Development & Technology\nCommittee (EdTech) recommended the City Council approve the proposed fee\nreductions for Accessory Dwelling Units (ADUs) as recommended by staff.

CALL FOR REVIEW OF THE ARTS & CULTURE COMMISSION’S DECISION TO DISAPPROVE THE PROPOSED ARTIST AND CONCEPT ART\nPLAN FOR 2915 EAST COLORADO BOULEVARD (PASADENA\nRUSNAK PORSCHE) (Planning Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the overall project was subject to environmental review per the California Environmental Quality Act (CEQA). On July 15, 2024,\nthe City Council adopted a Mitigated Negative Declaration for the overall project and\nthere are no changed circumstances or new information which would require further environmental review. In addition, the proposed onsite public\nartwork is categorically exempt from CEQA per Section 15303 (Class 3, New\nConstruction or Conversion of Small Structures) of the Government Code; and\n(2) Adopt the findings in Attachment A of the agenda report to uphold Staff’s recommendation and approve the proposed Artist and Concept\nArt Plan, with the conditions in Attachment B of the agenda report.
