1.\nAUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH TKE ENGINEERING, INC., TO PROVIDE CONSTRUCTION\nMANAGEMENT AND INSPECTION SERVICES FOR UP TO SIX YEARS FOR AN\nAMOUNT NOT-TO-EXCEED $5,000,000 (Water & Power Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the proposed action in the agenda report is not a project subject to the California Environmental Quality Act (“CEQA”) pursuant to\nSection 21065 of CEQA and Sections 15060(c)(2), 15060(c)(3), and 15378 of the\nState CEQA Guidelines, and as such, no environmental document pursuant to CEQA is required; and\n(2)\nAuthorize the City Manager to enter into a professional services contract as the result of a competitive selection process pursuant to the City\nCharter Section 1002(F) and Pasadena Municipal Code Section 4.08.047 with\nTKE Engineering, Inc., for an amount not-to-exceed $5,000,000 or six years, whichever comes first, to provide construction management and\ninspection services.

APPROVE THE SUBMISSION OF THE DRAFT CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (2024-2025\nPROGRAM YEAR) FOR PROJECTS FUNDED FROM COMMUNITY\nDEVELOPMENT BLOCK GRANT, EMERGENCY SOLUTIONS GRANT, AND HOME INVESTMENT PARTNERSHIP ACT (Housing Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the recommended action in the agenda report is exempt from the California Environmental Quality Act ("CEQA") pursuant to State\nCEQA Guidelines per Section 15061(b)(3), the “Common Sense” exemption that\nCEQA only applies to projects that may have a significant effect on the environment; and\n(2)\nAfter public hearing approve the submission to the U.S. Department of Housing and Urban Development, of the Consolidated Annual\nPerformance and Evaluation Report for projects funded in the 2024 Program Year under\nthe Community Development Block Grant, Emergency Solutions Grant, and the HOME Investment Partnership Act programs which assist low to\nmoderate income individuals and families and address community development,\naffordable housing and homelessness needs.

RECEIVE FINAL REPORT AND RECOMMENDATIONS FROM THE COMMITTEE ON CITY COUNCILMEMBERS’ COMPENSATION\nREGARDING COMPENSATION, ALLOWANCES, AND BENEFITS FOR THE\nMAYOR AND MEMBERS OF THE CITY COUNCIL\nRecommendation: It is recommended by the Committee on City Councilmembers’ Compensation that the City Council:\n(1) Find that the recommended actions are exempt from the California Environmental Quality Act ("CEQA") pursuant to State CEQA Guidelines\nSection 15061(b)(3), the “Common Sense” exemption that CEQA only applies to\nprojects that may have an effect on the environment;\n(2) Pursuant to City Charter Section 405 (COMPENSATION), receive the Final Report and Recommendations of the Committee on City\nCouncilmembers’ Compensation, with the City Council to consider the following increases to\nCity Council compensation:\n(a) Establish an annual Family Care Reimbursable Allowance in the amount of $18,000 for each Councilmember and the Mayor;\n(b) Establish a per term Office Setup, Operations and Security Reimbursable Allowance in the amount of $20,000 for each Councilmember\nand the Mayor;\n(c) Increase the annual General Expense Reimbursable Allowance for Councilmember from $3,600 to $6,000, and for the Mayor from $6,000\nto $11,000, without restricting use for another category of expense; and\n(d) Increase the annual stipend for each Councilmember from $23,292 to $36,000 and for the Mayor from $34,932 to $54,000; and\n(3) Direct the City Attorney to prepare an ordinance within 60 days to incorporate adjustments to the compensation paid to each Councilmember\nand the Mayor by amounts not-to-exceed the recommendations of the Committee,\nsubject to approval by not less than 2/3 majority vote of the City Council.

2.\nAUTHORIZE THE CITY MANAGER TO ENTER INTO INDIVIDUAL CONTRACTS WITH DUDEK AND MICHAEL BAKER INTERNATIONAL TO\nPROVIDE ON-CALL ENVIRONMENTAL SERVICES FOR UP TO FOUR\nYEARS FOR AN AMOUNT NOT-TO-EXCEED $3,500,000 (Water & Power Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the proposed contract authorization is not a project subject to the California Environmental Quality Act (“CEQA”) Section 21065 of\nCEQA and Sections 15060(c)(2), 15060(c)(3), and 15378 of the State CEQA\nGuidelines, and as such, no environmental document pursuant to CEQA is required;\n(2)\nAuthorize the City Manager to enter into a contract as the result of the competitive selection process, as specified by Section 4.08.047 of the\nPasadena Municipal Code, with Dudek to provide on-call environmental services\nfor four years and in an amount not-to-exceed $1,750,000, which includes the base contract amount of $1,600,000 and a contingency of $150,000 to\nprovide for any necessary change orders. Competitive price bidding is not\nrequired pursuant to City Charter Section 1002(F) Contract for professional or unique services;\n(3)\nAuthorize the City Manager to enter into a contract, as the result of the competitive selection process, as specified by Section 4.08.047 of\nthe Pasadena Municipal Code, with Michael Baker International to provide on-call\nenvironmental services for four years and in an amount not-to-exceed $1,750,000, which includes the base contract amount of $1,600,000 and a\ncontingency of $150,000 to provide for any necessary change orders. Competitive\nprice bidding is not required pursuant to City Charter Section 1002(F) Contract for professional or unique services; and\n(4)\nAuthorize the City Manager to approve no-cost amendments to each contract including durational extensions.

3.\nAUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH GENERAL PUMP COMPANY, INC., TO PROVIDE LABOR AND\nMATERIALS FOR WELL AND BOOSTER PUMP MAINTENANCE SERVICES\nFOR UP TO FIVE YEARS FOR AN AMOUNT NOT-TO-EXCEED $3,356,000 (Water & Power Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the proposed action in the agenda report is exempt from the California Environmental Quality Act (“CEQA”) pursuant to State\nCEQA Guidelines Sections 15301 (Class 1 – Existing Facilities) and 15302 (Class 2 –\nReplacement or Reconstruction) and that there are no features that distinguish this project from others in the exempt classes, and therefore there\nare no unusual circumstances; and\n(2)\nAward contract to the lowest and best bid, dated August 7, 2025, by General Pump Company, Inc. (“General Pump”) in response to Project\nID 2025-IFB-LM-0265 to provide labor and materials for well and booster pump\nmaintenance services for the Water and Power Department, authorize the City Manager to enter into a contract in an amount not-to-exceed\n$3,356,000 for five years, or until funds are expended, whichever occurs first.

4.\nAUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH PB LOADER CORPORATION FOR PURCHASE OF ONE\nCOMPRESSED NATURAL GAS LOAD KING STINGER 10-47 10-TON BOOM\nCRANE IN AN AMOUNT NOT-TO-EXCEED $446,849 (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the proposed action is not a project subject to the California Environmental Quality Act (CEQA) pursuant to Section 21065 of CEQA\nand Sections 15060(c)(2), 15060(c)(3), and 15378 of the State CEQA Guidelines,\nand as such, no environmental document pursuant to CEQA is required;\n(2)\nAuthorize the City Manager to enter into a contract with PB Loader Corporation for the purchase of one (1) Load King Stinger 10-47 10-Ton\nBoom Crane in an amount not-to-exceed $446,849, which includes the basecontract\namount of $406,226 and a contingency of $40,623 to provide for any necessary change orders. Competitive price bidding is not required pursuant to\nCity Charter Section 1002(H) Contracts with other governmental entities or their\ncontractors for labor, material, supplies or services;\n(3)\nGrant the recommended contract an exemption from the Competitive Selection process pursuant to Pasadena Municipal Code Section\n4.08.049(B) contracts for which the City’s best interests are served; and\n(4)\nAuthorize the City Manager to approve no-cost increase amendments to the subject contract including necessary change orders.

5.\nAUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH GLEN JOHN APRAMIAN MD INC., FOR VARIOUS MEDICAL\nSERVICES FOR UP TO FIVE YEARS FOR AN AMOUNT NOT-TO-EXCEED\n$1,500,000 (Human Resources Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the proposed action in the agenda report is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA\nguidelines Section 15061(b)(3) “Common Sense” exemption; and\n(2)\nAuthorize the City Manager to enter into a contract, as a result of a competitive selection process, as specified in Section 4.08.047 of the\nPasadena Municipal Code, with Glen John Apramian MD, Inc. DBA St. George’s\nMedical Clinic, for various medical services for a total amount not-to-exceed $900,000 over a three-year term with two one-year optional extension\nperiods. The value of each optional one-year extension period is not-to-exceed\n$300,000. Competitive bidding is not required pursuant to City Charter Section 1002(F), contracts for professional or unique services.

6.\nPUBLIC SAFETY COMMITTEE: AUTHORIZE THE CITY MANAGER TO EXECUTE GRANT RELATED DOCUMENTS FOR THE STATE OF\nCALIFORNIA OFFICE OF TRAFFIC SAFETY GRANT AWARD AND AMEND\nTHE POLICE DEPARTMENT’S FISCAL YEAR 2026 OPERATING BUDGET BY RECOGNIZING REVENUE AND APPROPRIATING $545,000 IN\nGRANT FUNDS (PPD)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the project proposed in the agenda report is exempt under the California Environmental Quality Act (CEQA) Guidelines Section\n15061(b)(3), the “Common Sense” exemption that CEQA applies only to projects that\nmay have an effect on the environment;\n(2)\nAuthorize the City Manager to execute all grant-related documents pertaining to the State of California Office of Traffic Safety Grant (OTS)\naward in the amount of $545,000 and\n(3)\nAmend the Police Department’s Fiscal Year (FY) 2026 Operating Budget by recognizing revenue and appropriating $545,000 in the General\nFund (101) as detailed in the Fiscal Impact Section of this report.\nCity Council
