H. Consider Amendment No.1 to the Professional Service Agreements (PSA) for appraisal services related to the Greater Portuguese Bend Landslide Voluntary Property Buyout Program (VPB Program). (Garrett) Recommendation: 1) Ratify the City Manager’s approval of the urgency change order to the PSA with The Property Sciences Group for the initial Round No. 2 appraisals in the amount of $11,600; 2) Approve Amendment No.1 to the PSA with Integra Reality Resources for appraisal services thereby extending the term through March 18, 2028 and increasing the contract amount by $29,000 for a total contract sum of $63,800 with a not-to-exceed cost of $2,900 per appraisal; 3) Approve Amendment No.1 to the PSA with The Property Sciences Group for appraisal services thereby extending the term through March 18, 2028 and increasing the contract amount by $29,000, inclusive of the urgency change order amount of $11,600, for a total contract sum of $63,800 with a not-to-exceed cost of $2,900 per appraisal; and, 4) Authorize the Mayor and City Clerk to execute both Amendments, in forms approved by the City Attorney. (Michael Baker) for Community Development Block Grant (CDBG) administrative, labor compliance, and support services for the City’s CDBG ADA Infrastructure Improvements Projects (Capital Improvement Project 8861) as follows: a. M. Consider continuing the emergency justification for work and emergency contracting for the Greater Portuguese Bend-Ancient Altamira Landslide Emergency Project. (Copp) Recommendation: 1) Reconfirm, by a four-fifths vote, there is a need to continue the work on the Landslide Emergency Project declared by Council- adopted Resolution No. 2024-20 on May 7, 2024, finding an emergency exists requiring immediate action in the Greater Portuguese Bend-Ancient Altamira Landslide Complex (Landslide Complex) to seek to mitigate the movement of the landslide; 2) Direct the City Clerk to confirm the same in the minutes of this City Council meeting, via Minute Order, reflecting this action; 3) Award a Public Works Agreement to Williams Pipeline Contractors, Inc. for on-call emergency repairs to the Abalone Cove Sanitary Sewer System in the not-to-exceed amount of $1,500,000 with a 10% contingency of $150,000 and a contract term expiration date of June 30, 2027;4) Authorize the Mayor to execute the Agreement in a form approved by the City Attorney; and, 5) Ratify the Consultant Maintenance Agreement with AAA Oil, Inc. for DDW Generating Fuling Services in the not-to-exceed amount of $85,000 and a contract term of 90 calendar days. (Vitkus) (30 mins) Recommendation: 1) Receive and file a status update, including the estimated cost, on forming a new third Geologic Hazard Abatement District (GHAD), referred to as the Portuguese Bend Landslide Abatement District (PBLAD), not currently part of an existing GHAD within the Greater Portuguese Bend Landslide Complex (Landslide Complex); and, 2) Provide Staff direction on whether to: a. Stop working on forming a new third GHAD referred to as the PBLAD; b. Continue with forming a new third GHAD, referred to as the PBLAD, and return with a Professional Services Agreement (PSA) to engage with a consultant to begin proceedings; or c.
