CONSIDERATION TO APPROVE A LICENSING AND PROFESSIONAL SERVICES\nAGREEMENT WITH SPRINGBROOK HOLDING COMPANY, LLC TO UPGRADE AND\nMIGRATE FINANCIAL AND HUMAN RESOURCE SOFTWARE TO A CLOUD-BASED\nPLATFORM\nRecommendation\nIt is recommended that the City Council:\n1. Authorize staff to enter into a licensing agreement with Springbrook Holding\nCompany, LLC to upgrade to the Cloud-based version of the Finance, Human\nResource, Payroll, Budget and related modules (Attachments 1 and 2) in an annual\namount not-to-exceed $71,400;\n2. Authorize staff to enter into a professional services agreement with Springbrook\nHolding Company, LLC to provide software engineering, migration, implementation\nand training services for a one-time amount not-to-exceed $40,000 in the form\napproved by the City Attorney and City Manager; and\n3. Authorize the City Manager, or designee, to approve up to $6,000 (15%) in\ncontingency funds for Springbrook Holding Company, LLC and/or Acorn IT Services\nto implement and support the migration effort.

CONSIDER THE AWARD OF CONTRACT TO EPIC SURFACES FOR THE\nRESURFACING\nOF\nTENNIS\nCOURTS\nAT\nGARFIELD\nPARK\nAND\nTENNIS/PICKLEBALL COURTS AT ORANGE GROVE PARK IN THE AMOUNT OF\n$51,150\nRecommendation\nIt is recommended that the City Council:\n1. Award a contract to Epic Surfaces in the amount of $51,150 to resurface two\nexisting tennis courts at Garfield Park and two existing tennis/pickleball courts at\nOrange Grove Park;\n2. Authorize a contingency of up to ten-percent (10%), or $5,115, to address any\nunforeseen conditions or change orders;\n3. Authorize transfer of unused State and Local Recovery Funds (SLRF), currently\nappropriated to the Grevelia/Berkshire Pocket Parks project, to fund the proposed\nResurfacing Project; and\n4\n4. Authorize the City Manager, or designee, to execute the agreement and all related\ndocuments.

Authorize the City Manager or designee to accept a grant award of $138,493 from\nthe 2024 Urban Area Security Initiative (UASI)\n2. Approve the proposed Task Order under a Master On-Call Professional Services\nAgreement with Kabarra Engineering, in the final form approved by the City\nAttorney, to provide civil design engineering services related to the Orange Zone\nReconstruction Project in the amount of $687,016 ($624,560 and $62,456\ncontingency).\n2. Find the project to be categorically exempt from the California Environmental\nQuality Act (CEQA) pursuant to CEQA Guidelines Sections 15301 and 15302.
