Agreement with Espinoza Electric, dba Quality Electric and Horizon Lighting for\nStreet Light Maintenance and Related Services (All Wards)\nRecommendation:\nIt is recommended that the Mayor and City Council of the City of San Bernardino, California:\n1. Authorize the City Manager to execute a Maintenance Services Agreement with\nEspinoza Electric dba: Quality Light & Electrical; and\n2. Execute a second Maintenance Services Agreement with Horizon Lighting for\nstreet light maintenance and related services; and\n3. Authorize the Director of Finance and Management Services to issue a purchase\norder in the amount of $750,000 to Espinoza Electric dba: Quality Light &\nElectrical, Inc.; and\n4. Authorize the Director of Finance and Management Services to issue a second\npurchase order in the amount of $750,000 to Horizon Lighting.

Belmont Avenue and N. Olive\nAvenue, accepting the public dedications as set forth on said map; and authorizing\nexecution of the standard form of agreement for the subdivision improvements.

Appeal 24­02 of Appeal 24­01 for Development Permit Type­D 21­18, 19, 20, and 21\n(Ward 3) P.14\nRecommendation:\nIt is recommended that the Mayor and City Council of the City of San Bernardino, California\nadopt Resolution No. 2024­145 denying Appeal 24­02, thereby upholding the Planning\nCommission’s denial of Appeal 24­01 for Development Permit Type­D 21­18, 19, 20, and\n21, which upholds the Development and Environmental Review Committee’s (DERC)\nadoption of the Mitigated Negative Declaration in conjunction with the approval of\nDevelopment Permit Type­D 21­18, 19, 20, and 21, allowing the development and\nestablishment of five (5) service commercial buildings totaling approximately 67,451 square\nfeet on several APNs for a combined 4.81 acres within the Commercial Regional (CR­3)\nzone.

Adopt Resolution No. 2024­181 of the Mayor and City Council of the City of San\nBernardino, California, denying Appeal 24­03 thereby upholding Planning\nCommission’s denial of Development Permit Type–P 22­05 to al l o w t he\ndevelopment, establishment, and operation of a truck and trailer parking facility on a\nparcel containing approximately 2.90 acres, located on the Southeast corner of W.\nRialto Avenue and S. Rancho Avenue (APN: 0142212­22) within the Industrial Light\n(IL) zone (Attachment 1).\nOR\n2. Adopt Resolution No. 2024­182 of the Mayor and City Council of the City of San\nBernardino, California, granting Appeal 24­03 of the Planning Commission’s denial,\nthereby approving Development Permit Type–P 22­05 to allow the development,\nestablishment, and operation of a truck and trailer parking facility on a parcel\ncontaining approximately 2.90 acres, located on the Southeast corner of W. Rialto\nAvenue and S. Adopt Resolution No. 2024­183 of the Mayor and City Council of the City of San\nBernardino, California, considering an Environmental Impact Report, making\nResponsible Agency Findings, and adopting a Statement of Overriding\nConsiderations, Mitigation Monitoring and Reporting Program, and an Addendum\nto the Environmental Impact Report (Attachment 1); and\n2. Introduce, read by title only, and waive further reading of Ordinance No. MC­1641\nof the Mayor and City Council of the City of San Bernardino, California, approving\nSpecific Plan Amendment 23­02 amending the CalMat/Cajon Creek Specific Plan\nDesign Guidelines governing mining depths and areas within the City of San\nBernardino Areas K, L, M, and N (Attachment 6); and\n3. Adopt Resolution No. 2024­184 of the Mayor and City Council of the City of San\nBernardino, California, approving Conditional Use Permit Revision 23­11\namending Conditional Use Permit 91­31/Reclamation Plan allowing the\nconsolidation of the City’s Reclamation Plan with an updated Amended\nReclamation Plan to allow for the continuation of an aggregate mining operation\nwithin the San Bernardino County Area Q and City of San Bernardino Areas K, L,\nM, and N on a project site containing approximately 530.5 acres located\nsouthwest of Cajon Boulevard between Institution Road to the north and Devils\nCreek Diversion Channel to the south within Specific Plan – CalMat/Cajon Creek\nIndustrial Extractive and Industrial Light zone designations (Attachment 8); and\n4. Accept Grant Funds from the California Emerging Technology Fund to Advance\nDigital Equity (All Wards) P.684\nRecommendation:\nIt is recommended that the Mayor and City Council of the City of San Bernardino, California,\nadopt Resolution No. 2024­185:\n1. Authorizing the City Manager or designee to accept grant award funds in the\namount of $1,000 from the California Emerging Technology Fund to; and\n2. Authorizing the City Manager or designee to conduct all negotiations, signing, and\nsubmittals of necessary documents to receive the grant award funds; and\n3. Authorizing the Director of Finance and Management Services to amend the FY\n2024/25 budget in both revenues and expenses and appropriate $1,000 in grant\naward funds to be used towards advancing digital equity.

Accept Donation and Budget Amendments (All Wards) P. 740\nRecommendation:\nIt is recommended that the Mayor and City Council of the City of San Bernardino, California,\nadopt Resolution No. 2024­186 to: Authorize the Acting City Manager to accept $53,508.17\nfrom the Imperial County Office of Education (ICOE) and $102 donation from the San\nBernardino Emblem Club No. 178. Authorize the Interim Director of Finance and\nManagement Services to amend the FY 2024/25 General Fund Operating Budget by\n$53,610.17 in both revenues and expenditures.

Amendment No. 3 to Goods Purchase Agreement with Ingram Library Services, LLC.\n(All Wards) P.746\nRecommendation:\nIt is recommended that the Mayor and City Council of the City of San Bernardino, California,\nauthorize the City Manager to execute Amendment No. 3 to the Goods Purchase Agreementwith\nIngram Library Services, LLC, for a one­year option for Fiscal Year 2024/25 and increasing\nthe annual amount by $65,000 for a not­to exceed amount of $150,000 for the purchase of\nlibrary books and authorize the Interim Director of Finance and Management Services to\napprove a purchase order for an amount not to exceed $150,000.
