Approving the Exclusive Negotiating Agreement (ENA) between the City of\nSan Bernardino and JHC Acquisitions LLC, an affiliate of Jamboree\nHousing Corporation, a California non­profit public benefit corporation, for\nthe development of approximately 3.5 acres of city­owned surplus land,\nknown as site 12, for affordable housing; and\n2. Approve Resolution No. 2025­258 to amend the FY 2024/2025 Operating\nBudget, authorizing the allocation of $600,000 from the General Fund’s fund\nbalance for Rapid Rehousing Services.\n2. Approve The Salvation Army as the single­source provider for Rapid\nRehousing Services, based on their expertise and established infrastructure.

Authorize the City Manager or designee to execute a Professional Services\nAgreement (PSA) with The Salvation Army for the Rapid Rehousing Program,\nincluding any necessary amendments, extensions, or related documents.\n3. Adoption of Ordinance No. MC­1648 ­ Development Code Amendment\n24­06 (All Wards) p.54\nRecommendation:\nIt is recommended that the Mayor and City Council of the City of San Bernardino,\nCalifornia, adopt Ordinance No. MC­1648, approving Development Code\nAmendment 24­06 which amends Chapter 19.02.050 (Basic Provisions­Definitions)\nand updates the City of San Bernardino Development Code (SBMC Title 19)\ndefinitions for Neighborhood Grocery Stores/Supermarkets to align with state and\nindustry standards; and finding such action statutorily exempt from the California\nEnvironmental Quality Act under Public Resources Code Section 21080.17\n(Attachment 1 and Attachment 2).

Adoption of Ordinance No. MC­1650 (Annexation 49 ) – Watt EV (Ward 3) p. 61\nRecommendation:\nIt is recommended that the Mayor and City Council of the City of San Bernardino,\nCalifornia, adopt Ordinance No. MC­1650 amending Ordinance No. MC­1522 and\nlevying special taxes to be collected during Fiscal Year 2024­2025 to pay the\nannual costs of the maintenance and servicing of lighting, streets, trails and a\nreserve fund for capital replacement, and administrative expenses with respect to\nCity of San Bernardino Community Facilities District No. 2019­1 (Maintenance\nServices).

Adoption of Ordinance No. MC­1649 (Annexation 50) ­ Chipotle (Ward 1) p.71\nRecommendation:\nIt is recommended that the Mayor and City Council of the City of San Bernardino,\nCalifornia, adopt Ordinance No. MC­1649 amending Ordinance No. MC­1522 and\nlevying special taxes to be collected during Fiscal Year 2024­2025 to pay the annual\ncosts of the maintenance and servicing of landscaping, lighting, streets, drainage\nand a reserve fund for capital replacement, and administrative expenses with\nrespect to City of San Bernardino Community Facilities District No. 2019­1\n(Maintenance Services).

Approval of a Purchase Order with T­Mobile for Wireless Voice and Data\nServices (All Wards) p.114\nRecommendation:\nIt is recommended that the Mayor and City Council of the City of San Bernardino,\nCalifornia:\n1. Authorize the City Manager or designee to execute a purchase order and\nexecute related documents for Fiscal Year 2024­25 in the amount of\n$180,000 to T­Mobile utilizing pricing and general terms established in the\nState of California Participating Addendum #PA­2022­WDV­TMUS to the\nNASPO Value Point Master Agreement #MA176 for Wireless Data,\nVoice, and Accessories.\n2. Authorize the City Manager or designee to utilize any future NASPO\nnegotiated agreement, or amended existing contract agreement, to execute\nadditional purchase orders in accordance with the Council approved\nbudgeted amount through the NASPO’s agreement’s expiration. This\nauthorization includes the ability to add additional lines as needed for\npersonnel changes.

Accepting funding of $4,814.78 from the Inland Library System (ILS).\n2. Authorizing the Interim Director of Finance and Management Services to\namend the FY 2024/25 Adopted Budget for the Library including $4,814.78 in\nboth revenues and expenditures.

Execute a Memorandum of Understanding for Policing Services with Rialto\nUnified School District (All Wards) p.395\nRecommendation:\nIt is recommended that the Mayor and City Council of the City of San Bernardino,\nCalifornia, adopt Resolution No. 2025­260, authorizing:\n1. The City Manager to execute a Memorandum of Understanding with Rialto\nUnified School District for Policing Services beginning March 1, 2025, through\nJune 30, 2028.\n2. The Director of Finance and Management Services to amend the FY 2024/25\noperating budget for the amount of $47,041 in both revenue and expenditures.\n3.
