The City Council should determine whether or not to appoint a voting
delegate to represent the City at the General Assembly of the League of
California Cities Annual Conference on September 25, 2026, and also
determine whether or not to appoint an alternate(s) to vote on the City’s
behalf in the event the voting delegate is unable to vote at the General
Assembly.

11D. CONTRACT AWARD - SCHOOL CROSSING GUARD PROFESSIONAL
SERVICES
Potential Action(s)
If the City Council concurs with the contents of the Administrative Report, it
would be appropriate to adopt Resolution No. 26-127, which will:
1. Award a Professional Consultant Services Agreement to All-City
Management Services, Inc. for School Crossing Guard Services.
2. Approve, and authorize the City Manager to execute, Contract No. C26-
Services, providing for School Crossing Guard Services, in an amount not
to exceed $612,961 for the initial two-year term, with the option, at the City
Manager's discretion to exercise two additional one-year terms with not to
exceed amounts capped by a CPI increase.

11E. CONTRACT AWARD - VICTORIA SIDEWALK STABILIZATION AND SAFETY
MAINTENANCE PROJECT AND FINDING THE PROJECT CATEGORICALLY
EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT
Potential Action(s)
If the City Council concurs with the contents of the Administrative Report,
appropriate actions include:
1. Provision of direction to present the project to the DRSC for review and
recommendations or proceed with the project as designed.
2. Adoption of Resolution 26-128 and find the Victoria Sidewalk Stabilization
and Safety Maintenance Project No. 17355, categorically exempt from the
California Environmental Quality Act (CEQA) under Sections 15301 and
15303 of the state CEQA Guidelines, Class 1 and Class 3, respectively
(existing facilities and new construction or conversion).
3. Award the Victoria Sidewalk Stabilization and Safety Maintenance Project
No. 17355 construction contract to OrangeBlue General Contractors, as
the lowest responsible and responsive bidder.
4. Approve, and authorize the City Manager to execute, Contract No. C26-
Contractors, providing for the Victoria Sidewalk Stabilization and Safety
Maintenance Project, in an amount not to exceed $169,644, in a form
substantially similar to Contract No. 26-48.

11F. CONTRACT AWARD - SIDEWALK REPAIR AND MAINTENANCE SERVICES
AND FINDING THE PROJECT CATEGORICALLY EXEMPT FROM THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT

If the City Council concurs with the contents of the staff report, appropriate
action includes adoption of Resolution No. 26-129, which will:
1. Find the Sidewalk Repair and Maintenance Services, CIP Project No.
27311, categorically exempt from the California Environmental Quality Act
(CEQA) under Class 1 (Existing Facilities, 14 CCR section 15301) of the
State CEQA Guidelines.
2. Award the Sidewalk Repair and Maintenance Services, CIP Project No.
27311, contract to BPR, Inc.
3. Approve, and authorize the City Manager to execute, Contract No. C26-
Sidewalk Repair and Maintenance Services, in an amount not to exceed
$220,000.

11G. CONSIDERATION OF A RESOLUTION ADOPTING A REVISED
COMPETITIVE YOUTH AQUATIC SPORTS PARTNERSHIP POLICY NO.

Potential Action(s)
If the City Council concurs with the contents of the Administrative Report, the
appropriate action would be to adopt Resolution No. 26-130, which will:
1. Approve the revised Competitive Youth Aquatic Sports Partnership Policy
No. 702-9.
2. Direct staff to implement the policy as a one-year pilot program beginning
October 1, 2026, with an evaluation of the program presented to the
Beaches, Parks and Recreation Commission and City Council prior to the
conclusion of the pilot period.

Staff recommends that the City Council adopt Resolution No. 26-131, which will:
1. Find the project categorically exempt from the requirements of the California
Environmental Quality Act (CEQA) pursuant to CEQA Guidemiles Section
15304 (Class 4 - Minor Alterations to Land).
2. Approve a supplemental appropriation in the amount of $42,000 to Tree
Maintenance Account No. 001-633-43470-000-00000.
3. Approve, and authorize the City Manager to execute all documents
necessary to complete the El Oriente Canyon Vegetation Management
Project.
