2) CONSIDERATION TO APPROVE A SECOND READING AND ADOPT ORDINANCE NO. 1726\nAPPROVING AN AMENDMENT TO THE SAN FERNANDO MUNICIPAL CODE, ADDING ARTICLE\nVII OF CHAPTER 74 TO PROHIBIT ENCAMPMENTS AND STORAGE OF PERSONAL PROPERTY IN\nPUBLIC PLACES WITHIN THE CITY LIMITS OF SAN FERNANDO, AS AMENDED\nRecommend that the City Council adopt Ordinance No. 1726 that was introduced for first\nreading at the City Council meeting of July 1, 2024, in title only and waive further reading,\napproving an amendment to the San Fernando Municipal Code, adding Article VII of Chapter\n74 to Prohibit Encampments and Storage of Personal Property in public places within the City\nlimits of San Fernando, as Amended to correct Section 74.282. – Enforcement to read as\nfollows:\nSec. 74-282. - Enforcement.\nViolations of this Article may be prosecuted as misdemeanors under Article II of Chapter 1 or\nas public nuisances under Article III of Chapter 1. The enforcement procedures of these\nArticles are in addition to any specific enforcement procedures set forth in this Article. Unless\notherwise expressly provided, the remedies and penalties provided by this Chapter are\ncumulative to each other, and to the remedies and penalties available under any other\nprovision of this Code and any other laws.

3) CONSIDERATION TO ADOPT A RESOLUTION AUTHORIZING APPROVAL OF A MEMORANDUM\nOF UNDERSTANDING AND FUNDING AGREEMENT WITH THE COUNTY OF LOS ANGELES TO\nPARTICIPATE IN THE TASKFORCE FOR REGIONAL AUTOTHEFT PREVENTION\nRecommend that the City Council:\na. Adopt Resolution No. 8322 approving the form of a Memorandum of Understanding and\nfunding agreement with the County of Los Angeles to participate in the Taskforce for\nRegional Autotheft Prevention;\nb. Approve a MOU and Funding Agreement with the County of Los Angeles (Contract\nNo. 2269) to participate in the Taskforce for Regional Autotheft Prevention and allow one\nfull-time San Fernando Police Officer to be assigned to the Taskforce in an effort to deter\nand reduce incidents of vehicle theft, increase recovery rates of stolen vehicles, and identify\ntrends and patterns in vehicle theft;\nc. Authorize the San Fernando Police Chief to assign San Fernando Police Officer(s) to the\nTRAP program subject to available resources; and\nd. 4) CONSIDERATION TO ACCEPT THE CALIFORNIA HIGHWAY PATROL – CANNABIS TAX FUND\nGRANT PROGRAM FUNDS TO SUPPORT SELECTIVE TRAFFIC ENFORCEMENT DETAILS, AND\nADOPT A RESOLUTION APPROPRIATING THE FUNDS\nRecommend that the City Council:\na. Accept the California Highway Patrol – Cannabis Tax Fund Grant Program funds (Contract\nNo. 2267) in the amount of $103,412.20, to help address the dangers of impaired driving\ninvolving alcohol and/or drugs by conducting Driving Under the Influence Checkpoints,\nSaturation Patrols, providing Community training on the dangers of DUI and Driving Under\nthe Influence of Drugs, and purchasing tools to assist in DUI prevention and enforcement\nefforts;\nb. Adopt Resolution No. 8321 amending the budget for Fiscal Year 2024-2025 to appropriate\nthe grant revenues and expenses; and\nc. Authorize the City Manager to execute all related documents.

5) CONSIDERATION TO AWARD A PROFESSIONAL SERVICES AGREEMENT TO DIXON RESOURCES\nUNLIMITED FOR RESIDENTIAL PARKING PROGRAM IMPLEMENTATION SERVICES\nRecommend that the City Council:\na. Approve a Professional Services Agreement with Dixon Resources Unlimited (Contract No.\n2268) for residential parking program implementation services in an amount not to exceed\n$84,735;\nb. Approve a contingency in the amount of $8,500 to cover additional in-person and or virtual\ncommunity/City Council meeting (if deemed necessary); and\nc. Authorize the City Manager to execute the Agreement and all related documents and make\nany non-substantive changes.\nADMINISTRATIVE REPORTS

6) DISCUSSION ON PROCEDURE FOR COLLECTION OF DELINQUENT ACCOUNTS AND\nCONSIDERATION TO ADOPT A RESOLUTION SETTING A PUBLIC HEARING TO ASSESS REAL\nPROPERTY FOR NON-PAYMENT OF DELINQUENT ACCOUNTS FOR SOLID WASTE COLLECTION\nSERVICES\nSpecial and Regular Meeting Notice and Agenda – July 15, 2024\nRecommend that the City Council:\na. Discuss the procedure for collecting delinquent solid waste collection utility accounts,\nincluding a possible amendment to Contract No. 1731, as amended, to remove the\nauthority to reduce or discontinue service due to non-payment (Attachment “A”); and\nb. Adopt Resolution No. 8315 (Attachment “B”) declaring the City Council’s intention to assess\nreal property for non-payment of solid waste collection services billings and setting the date\nfor the Public Hearing on August 5, 2024; or\nc. Provide additional direction, if appropriate.

7) DISCUSSION AND CONSIDERATION TO APPROVE THE DISCONTINUATION OF RESIDENTIAL\nWATER SERVICES FOR NON-PAYMENT POLICY AS REQUIRED BY SENATE BILL 998 AND SENATE\nBILL 3\nRecommend that the City Council approve the Discontinuation of Residential Water Services for\nNon-Payment Policy as required by Senate Bill 998 and Senate Bill 3.
