JANITORIAL CONTRACT AGREEMENT WITH JAN PRO COMMERCIAL\nCLEANING FOR THE POLICE DEPARTMENT IN THE AMOUNT OF $30,684\nThe San Gabriel Police Department seeks City Council approval to enter into a\nnew contract agreement with Jan Pro Commercial Cleaning to provide daily\njanitorial services for the Police Department facilities including the recentlyadded exterior locker rooms. The annual contract amount for Jan Pro\nCommercial Cleaning is $30,684. Funds for daily janitorial services are currently\nbudgeted in the Police Department’s contractual expenditure account (121751-00-22-000 under ‘Janitorial Services’) at $18,450. This new contract\nrepresents an anticipated cost increase of $12,234. A mid-year budget\nadjustment may be required to cover this increase unless savings from other\ncontractual obligations within the Police Department’s budget are identified to\noffset the additional cost.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to enter\ninto a new contract with Jan Pro Commercial Cleaning for $2,557 per month for\nthe Police Department.

ALL CITY MANAGEMENT SERVICES CONTRACT RENEWAL FOR CROSSING\nGUARD SERVICES FOR FISCAL YEAR 2025-2026 IN THE AMOUNT OF\n$193,017.60\nThe City has had a Professional Services Agreement with All City Management\nServices (ACMS), Incorporated for school crossing guard services since 2014.\nThe San Gabriel Police Department seeks City Council approval to execute a\nProfessional Services Agreement with ACMS for Fiscal Year 2025-2026. Crossing\nguard services are currently budgeted in the Police Department’s Contractual\nServices Account No. 121-751-00-22-000 in the amount of $200,000 for Fiscal\nYear 2025-2026. The Fiscal Impact for Fiscal Year 2025-2026 would be $193,018,\nan increase of $5,473.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to enter\ninto a one-year Professional Services agreement with All City Management\nServices for crossing guard services for an amount not to exceed $193,018 and\nthen reevaluate their services and other opportunities for services in Fiscal Year\n2026-2027.

A. REPEAL AND RE-ADOPT – AMENDMENT OF AN EXISTING PLANNED\nDEVELOPMENT OVERLAY ZONE, DEVELOPMENT AGREEMENT, TENTATIVE\nTRACT MAP, AND REVISED INITIAL STUDY/MITIGATED NEGATIVE\nDECLARATION FOR 201-217 S. SAN GABRIEL BOULEVARD\nPLANNING CASE NOS: ZC22-001, DA22-001, TMAP22-015, AND IS/MND\nAPPLICANT: EVERARDO GARCIA OF LCRA\n[ORDINANCE NO. 723] [RESOLUTION NO. 25-39]\nThis is a request to repeal and readopt an amendment to an existing Planned\nDevelopment Overlay Zone (PD) over an existing C-1 (Retail Commercial)\nzoning designation of the subject site, a Development Agreement (DA),\nTentative Tract Map No. 73153, and revised Initial Study/Mitigated Negative\nDeclaration to allow for the subdivision of air space for residential\ncondominium units within a mixed-use development. The property is\ndesignated General Commercial in the General Plan and zoned Retail\nCommercial/Planned Development Overlay (C-1/PD). The project was reviewed\nand approved by the City Council on January 16, 2024. The environmental\ndetermination was challenged. The project is brought back to provide\nadditional data and analyses on biological resources and health risks. No\nchanges have been made to the project scope and design since January 16,\n2024. The project would help maintain a balanced and vibrant economy by\ndeveloping a neglected and under-utilized site with a new development. The\napplicant will pay a number of fees to the City, including plan check, permits,\nand development impact fees. The City will additionally be in receipt of property\ntax by the sale and improvement of the project site. The Fiscal Year 2025-2026\nAdopted Budget includes the cost for required legal publication (Account No.\n121-702-00-65-000) and codification (Account No. 121-702-00-22-000) of the\nordinance, if adopted by the City Council.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed\nproject was reviewed for compliance with the California Environmental Quality\nAct (CEQA). The City prepared an Initial Study (IS) to determine the proposed\nproject’s potential impact on the environment. The City has determined that the\nproject may have a significant effect on the environment, but by implementing\nthe identified mitigation measures, the project’s impacts could be reduced to less\nthan significant levels. Ten mitigation measures have been identified to reduce\nthese potential impacts to a less than significant level. The Mitigation Monitoring\nand Reporting Program (MMRP), which contains the full text of the mitigation\nmeasures, as well as identifies the responsible party for implementation and\ntiming, is provided as Attachment D.\nThe revised Initial Study/Mitigated Negative Declaration includes additional\nanalyses for biological resources and health risk assessment. Based on the field\nreconnaissance survey, database and literature searches, and overall assessment,\nthe proposed project area development is not likely to impact sensitive biological\nresources with the incorporation of mitigation measures. Additionally, the\nquantitative results presented in the health risk assessment report support the\nconclusion that project-related impacts related to carcinogenic TAC exposure\nwould be less than significant and no mitigation measures are required.\nThe 30-day public review period of the IS/MND was initiated on September 3,\n2025 and ended on October 2, 2025. A notice regarding the CEQA comment\nperiod was posted with the Los Angeles County Recorder, published in the San\nGabriel Sun newspaper, and distributed to relevant regulatory agencies.\nAdditionally, a notice was mailed to owners and occupants within 500-feet of the\nproject site.\nRecommended Action:\nStaff recommends that the City Council:\n1. Adopt Resolution No. 25-39 repealing Resolution No. 23-73 and adopting\na Revised Mitigated Negative Declaration and Mitigated Monitoring and\nReporting Program and approving Planning Case No. TMAP22-015 a\nRevised Tentative Tract Map No. 73153 for a mixed-use project; and\n5\n2. Waive full reading and introduce Ordinance No. 723 by title only:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN GABRIEL,\nCALIFORNIA, REPEALING ORDINANCE NO. 700 AND APPROVING\nPLANNING CASE NOS. ZC22-001 AND DA22-001 TO AMEND AN\nEXISTING PLANNING DEVELOPMENT OVERLAY ZONE AND\nDEVELOPMENT AGREEMENT FOR A MIXED-USE DEVELOPMENT\nLOCATED AT 201-217 SOUTH SAN GABRIEL BOULEVARD\n3. B. ORDINANCE NO. 722 EXTENDING A DEVELOPMENT AGREEMENT FOR\nPLANNING CASE NO. PL16-162 FOR A PLANNED DEVELOPMENT, STREET\nVACATION, AND TENTATIVE TRACT MAP NO. 80292 FOR A MIXED-USE\nPROJECT AT 220 SOUTH SAN GABRIEL BOULEVARD – FIRST AMENDMENT\nTO THE DEVELOPMENT AGREEMENT\nOn March 17, 2020, City Council adopted Ordinance No. 651 approving a\nDevelopment Agreement, Planned Development, Street Vacation, and\nTentative Tract Map to allow for the development of a 153 residential\ncondominium units and 34,835 square feet of retail and restaurant mixed-use\nproject at 220 South San Gabriel Boulevard. On August 28, 2025, the City\nreceived a request from the Developer, San Gabriel Square, LLC., to extend the\nterm of the Planned Development and Development Agreement for the project\nfor an additional two years from April 17, 2026, to April 17, 2028. Pursuant to\nsection 5.02 of the Development Agreement, the City Council has the authority\nto approve an amendment extending the term of the Development Agreement.\nThere is no fiscal impact as it relates to this request for extension. Should the\nextension not be approved, this project would most likely not move forward,\nreducing the potential tax revenue for the City.\nCalifornia Environmental Quality Act (CEQA) Determination: The Mitigated\nNegative Declaration adopted in conjunction with the Project remains valid and\nin effect and continues to be the proper and legal environmental document for\nthe Project.\nRecommended Action:\nStaff recommends that the City Council:\n1. Conduct the public hearing and discuss proposed Ordinance No. 722;\n2. C. RESOLUTION NO. 25-40 – A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF SAN GABRIEL, CALIFORNIA, DIRECTING THE RECORDED\nJUDGMENT AS A SPECIAL ASSESSMENT – 573 W. BROADWAY\nOn September 23, 2024, the City initiated a civil nuisance abatement action\nagainst Charles Kwang (“Defendant”), owner of the property located at 573 W.\nBroadway in the City of San Gabriel (“Property”). The City had previously\nattempted to informally resolve the violations on the Property via Notices of\nViolations and administrative actions, but the Defendant failed to abate all of\nthe violations. On May 27, 2025, the City Attorney’s Office obtained a judgment\nin its favor and against the Defendant. The Court issued a judgment in favor of\nthe City, granting the City’s request for injunction, commanding the Defendant\nto correct the violations, and awarded the City $15,641.64 in attorneys’ fees and\nstaff enforcement costs. The City has recorded the judgment against the\nProperty and may now proceed to collect the judgment. The City Attorney’s\nOffice seeks City Council direction in recovering the judgment awarded by the\nCourt. The City may collect on the recorded judgment by foreclosing on the\nlien through the special assessment process. The costs are reviewed and placed\non the tax roll, as a special assessment through the adoption of a Resolution.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 25-40, Directing\nthe Recorded Judgment as a Special Assessment.
