10. DRAINAGE BENEFIT ASSESSMENT AREA RESOLUTION INITIATING\nPROCEEDINGS, APPROVING AN ENGINEER'S REPORT, AND TAKING\nOTHER ACTIONS IN CONNECTION WITH TRACT 82126 (BOUQUET\nCANYON) - Pursuant to the conditions of approval for the Bouquet Canyon project, the\nproperty owner shall establish a Drainage Benefit Assessment Area to ensure the\ncontinued maintenance of any drainage improvements that are not eligible for transfer to\nthe Los Angeles County Flood Control District.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt resolutions to initiate proceedings to form a Bouquet Canyon Drainage Benefit\nAssessment Area 2023-1 to benefit parcels in Tract 82126 and approve the Engineer's\nReport.\n2. Set a public hearing for February 27, 2024, as a time and place to hear comments on\nthis proposed action and close the time period to receive ballots.

DEDICATION OF EASEMENT TO SOUTHERN CALIFORNIA EDISON\nNEWHALL COMMUNITY CENTER PARKING LOT - A Dedication of Easement\nto Southern California Edison Assessor Parcel Numbers 2833-014-903, 2831-011-904,\nand 2831-026-920.\nRECOMMENDED ACTION:\nCity Council approve and authorize the City Manager or designee to execute the attached\nGrant of Easement to Southern California Edison Company, subject to City Attorney\napproval.

12. WIRELESS DATA, VOICE, AND ACCESSORIES CONTRACT WITH T-\nMOBILE - The City of Santa Clarita relies on wireless services from various service\nproviders to equip City Staff with mobile phones and other devices to provide City\nservices to its residents. Following a recent review of service offerings from wireless\nservice providers, this item makes a recommendation to approve the use of a NASPO\nValuepoint contract to transition the majority of the City's mobile fleet to T-Mobile and\nreceive new mobile devices as a result.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the use of a “piggyback” contract through the NASPO Valuepoint\nCooperative Contract #MA176 for Wireless Data, Voice, and Accessories from T-\nMobile for a total contract amount not to exceed $225,000 per year through the\nremaining term of the NASPO agreement, which is valid through May 2025.\n2. Authorize the City Manager or designee to execute additional renewals, not to exceed\n$225,000 per year, in coordination with contract extensions executed by the State of\nCalifornia and T-Mobile to NASPO Valuepoint Cooperative contract #MA176.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first thirty minutes allotted to address the City Council on items that are NOT on the\nagenda. 5. FISCAL YEAR 2024-25 RECOGNIZED OBLIGATION PAYMENT SCHEDULE\nFOR SUBMITTAL TO THE DEPARTMENT OF FINANCE - Pursuant to HSC\nsection 34177 (o)(1), Successor Agencies shall submit an Oversight Board approved\nannual Recognized Obligation Payment Schedule to the Department of Finance and the\nCounty Auditor-Controller by February 1, 2016, and each February 1 thereafter.\nRECOMMENDED ACTION:\nCity Council acting as the Successor Agency to the former Redevelopment Agency adopt\na resolution approving the Fiscal Year 2024-25 Recognized Obligation Payments\nSchedule (ROPS) for submittal to the Department of Finance.

6. ANNUAL IMPACT FEE REPORT - The Mitigation Fee Act, as outlined in California\nGovernment Code Sections 66000 et seq., establishes certain legal and procedural\nparameters for the charging of development impact fees. The Mitigation Fee Act requires\nlocal agencies prepare an annual and five-year report that provide specific information\nabout those fees.\nRECOMMENDED ACTION:\nCity Council adopt a resolution accepting and adopting the Annual Impact Fee Report.

AGREEMENT WITH SILVER RIDE, INC., AND RESOLUTION\nTERMINATING THE EXISTENCE OF A LOCAL EMERGENCY - City Council\nconsideration to adopt a resolution that will terminate the existence of local emergency\nand ratify the emergency agreement with SilverRide, Inc.\nRECOMMENDED ACTION:\nCity Council adopt a resolution terminating the existence of a local emergency caused by\nthe bus drivers’ strike and ratify the emergency agreement with Silver Ride, Inc.

CONTRACT EXTENSION WITH THE SANTA CLARITA VALLEY\nECONOMIC DEVELOPMENT CORPORATION - City Council consideration to\nauthorize the renewal of the contract with the Santa Clarita Valley Economic\nDevelopment Corporation for Fiscal Year 2024-25 through Fiscal Year 2026-27.\nRECOMMENDED ACTION:\nCity Council:\n1. Authorize expenditures for the renewal of support for the Santa Clarita Valley\nEconomic Development Corporation for three consecutive Fiscal Years (FY 2024-25,\nFY 2025-26, FY 2026-27) in the amount of $240,000 annually.\n2. Authorize the City Manager or his designee to negotiate and execute a three-year\nrenewal agreement with the Santa Clarita Valley Economic Development\nCorporation, subject to City Attorney approval.

9. POOL CHEMICALS CONTRACT - City Council consideration to award a new pool\nchemical contract for chemicals in Fiscal Year 2023-24.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a 17-month contract to HASA, Inc., for pool chemicals and delivery through\nJune 30, 2025, in an amount not to exceed $534,316, and authorize a contingency of\n$53,432, for a total contract not to exceed $587,748.\n2. Appropriate ongoing funds in the amount of $246,762 from the General Fund balance\n(Fund 100) to expenditure account 1005104-516101 beginning February 1, 2024.\n3. Authorize the City Manager, or designee, to execute up to three annual renewal\noptions for the contract with HASA, Inc., beginning FY 2025-26 not to exceed\n$377,165, plus a contingency in the amount of $37,717, plus Consumer Price Index\nadjustments, contingent upon the appropriation of funds by the City Council in the\nannual budget for such Fiscal Year.\n4. Authorize the City Manager, or designee, to execute all contracts and associated\ndocuments, and execute renewals, in accordance with the terms provided herein,\nsubject to City Attorney approval.
