FIRST READING OF AMENDMENTS TO THE CITY'S MUNICIPAL CODE\nREGARDING THE BOUNDARIES OF THE BENEFIT ZONE OF THE SANTA\nCLARITA TOURISM MARKETING DISTRICT BY DESIGNATING\nADDITIONAL HOTELS - Public Hearing regarding an amendment to the Tourism\nMarketing District Ordinance that would update the benefit zone to include newly\nconstructed hotels.\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct public hearing and introduce an ordinance entitled, “AN UNCODIFIED\nORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,\nCALIFORNIA, AMENDING THE BOUNDARIES OF THE BENEFIT ZONE OF\nTHE SANTA CLARITA TOURISM MARKETING DISTRICT BY\nDESIGNATING ADDITIONAL HOTELS TO BE INCLUDED IN THE BENEFIT\nZONE ALL PURSUANT TO SANTA CLARITA MUNICIPAL CODE SECTIONS\n3.36.020 (DESCRIPTION OF AREA AND BENEFIT ZONE) AND 3.36.030.A\n(METHOD OF ASSESSMENT) AND THE PARKING AND BUSINESS\nIMPROVEMENT AREA LAW OF 1989, SECTION 36500 ET SEQ. OF THE\nSTREETS AND HIGHWAYS CODE;” waive reading of the text and consent to\nreading by title only, as listed on the agenda; and pass to second reading.

10. FINAL TRACT MAP, ACCEPT OFFERS OF DEDICATION, AND ABANDON\nEASEMENTS FOR TRACT NO. 53074 (SAND CANYON PLAZA) - Pursuant to\nSection 66474.1 of the Subdivision Map Act, this item would approve the final tract map\nand accept offers of dedication for Tract No. 53074. The map is for condominium\npurposes and is located at the east of the intersection of Sand Canyon Road and Soledad\nCanyon Road.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve Tract Map for Tract No. 53074.\n2. Accept on behalf of the public the offer of dedication and grant of: (1) the easements\nfor public use and road purposes; (2) the easements for sanitary sewers and sanitary\nsewers ingress and egress purposes; (3) all sanitary sewers and appurtenant structures;\nand (4) the right to restrict and prohibit any and all allowable uses or construction\nwithin lot 8 designated as open space on the map.\n3. Abandon the existing easements for slope and drainage purposes.\n4. Make findings as follows: This project is consistent with the provisions of Sections\n66474 and 66474.1 of the Subdivision Map Act and should be approved.\n5. Instruct the Director of Administrative Services to endorse the Special Assessment\nStatement on the face of Final Tract Map for Tract No. 53074, which indicates all\nspecial assessments levied by the City of Santa Clarita (City) are paid.\n6. Instruct the City Clerk to endorse the City Clerk’s Statement on the face of Final\nTract Map for Tract No. 53074, which embodies the approval of said map, the\nacceptance of the dedications shown thereon, and the abandonment of easements\ndescribed thereon.\n7. Instruct the City Surveyor to endorse the City Surveyor’s Statement on the face of\nFinal Tract Map for Tract No. 53074, which provides for verification that the map is\ntechnically correct.\n8. Instruct the City Engineer to endorse the City Engineer’s Statement on the face of\nFinal Tract Map for Tract No. 53074, which provides for verification of substantial\nconformance with the Tentative Tract Map and all provisions of local ordinances and\nstate laws applicable at the time of approval.

11. RESOLUTION TO INCORPORATE SENATE BILL 1, ROAD REPAIR AND\nACCOUNTABILITY ACT OF 2017, LOCAL STREETS AND ROADS, ROAD\nMAINTENANCE AND REHABILITATION FUNDS INTO THE CAPITAL\nIMPROVEMENT PROGRAM - Senate Bill 1, Road Repair and Accountability Act of\n2017, Local Streets and Roads, Road Maintenance and Rehabilitation Account funds\nrequires the City to identify project(s) using these funds through the adoption of a\nresolution at a regular public meeting.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt a resolution declaring the incorporation of a list of projects proposed to be\nfunded by Senate Bill 1, Road Repair and Accountability Act of 2017, Local Streets\nand Roads, Road Maintenance and Rehabilitation for Fiscal Year 2024-25 into the\nCapital Improvement Program.\n2. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

12. 2023-24 OVERLAY AND SLURRY SEAL PROGRAM - OVERLAY C AND D,\nPROJECT M0153 - PLANS, SPECIFICATIONS, AND CONSTRUCTION\nCONTRACTS - This item awards construction contracts for the 2023-24 Overlay and\nSlurry Seal Program - Overlay C and Overlay D projects. The annual overlay and slurry\nseal projects are an integral part of the City’s pavement management program. Each year,\nstreets are evaluated and identified for needed pavement preservation and rehabilitation\ntreatments.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the 2023-24 Overlay and Slurry Seal\nProgram – Overlay C project, Project M0153.\n2. Approve the plans and specifications for the 2023-24 Overlay and Slurry Seal\nProgram – Overlay D project, Project M0153.\n3. Award the 2023-24 Overlay and Slurry Seal Program – Overlay C construction\ncontract to Toro Enterprises, Inc., in the amount of $3,266,861 and authorize a\ncontingency in the amount of $653,372, for a total contract amount not to exceed\n$3,920,233.\n4. Award the 2023-24 Overlay and Slurry Seal Program – Overlay D construction\ncontract to Sully-Miller Contracting Company, in the amount of $6,527,408, and\nauthorize a contingency in the amount of $1,305,482, for a total contract amount not\nto exceed $7,832,890.\n5. Award the professional services contract to Psomas for surveying and monument\npreservation services for the 2023-24 Overlay and Slurry Seal Program, Project\nM0153, in the amount of $298,635 and authorize a contingency in the amount of\n$29,864, for a total contract amount not to exceed $328,499.\n6. Authorize the transfer of project savings in the amount of $2,913,240 to the 2023-24\nOverlay and Slurry Seal Program, Project M0153, expenditure accounts M0153260-\n516101, M0153264-516101, M0153266-516101, and M0153267-516101 from the\nfollowing accounts:\n• $476,140 in Prop C Local Return (Fund 260) from expenditure account\nM0149260-516101, 2022-23 Overlay and Slurry Seal Program, Project\nM0149; and\n• $965,900 in Measure R Local Return (Fund 264) from expenditure account\nM0149264-516101, 2022-23 Overlay and Slurry Seal Program, Project\nM0149; and\n• $1,277,200 in Measure M Local Return (Fund 266) from expenditure account\nM0149266-516101, 2022-23 Overlay and Slurry Seal Program, Project\nM0149; and\n• $194,000 in Senate Bill 1 RMRA (Fund 267) from expenditure account\nM0149267-516101, 2022-23 Overlay and Slurry Seal Program, Project\nM0149.\n7. 13. CONTRACT RENEWAL OF BUILDING PLAN REVIEW, BUILDING\nINSPECTION, AND PERMIT-RELATED PROFESSIONAL SERVICES - Contract\nrenewals for JAS Pacific, Scott Fazekas & Associates, Interwest Consulting Group, and\nTRB and Associates for building plan review, building inspection, and permit-related\nprofessional services.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve one-year contract renewals for JAS Pacific, Scott Fazekas & Associates,\nInterwest Consulting Group, and TRB and Associates for building plan review,\nbuilding inspection, and permit-related professional services for a combined total\nannual amount not to exceed $500,000, effective Fiscal Year 2024-25.\n2. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, contingent upon the appropriation of funds by the City Council in the\nannual budget for such fiscal year, subject to City Attorney approval.

14. CONTRACT INCREASE AND EXTENSION FOR CONSULTANT TO PREPARE\nTHE ENVIRONMENTAL IMPACT REPORT FOR THE PRINCESSA\nCROSSROADS PROJECT (MASTER CASE 17-104) - Increase and extend the\nexisting Psomas contract for the preparation of an Environmental Impact Report for the\nPrincessa Crossroads project (Master Case 17-104). Princessa Crossroads is a proposed\ndevelopment in the vicinity of the northeast corner of the future intersection of Golden\nValley Road and Via Princessa. This project includes 1.5 million square feet of business\npark/commercial uses, and up to 300 multifamily residential units, and involves the gap\nclosure of Via Princessa between Sheldon Avenue and Golden Valley Road.\nRECOMMENDED ACTION:\nCity Council:\n1. Authorize an expenditure increase for the contract for the preparation of the Princessa\nCrossroads Environmental Impact Report (Master Case 17-104) to Psomas from\n$352,642 to $400,451, and include a contingency in the amount of $60,068, for a total\ncontract amount not to exceed $460,519, and extend the contract for four years.\n2. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first thirty minutes allotted to address the City Council on items that are NOT on the\nagenda. STATE LEGISLATION: AB 1886, AB 1990, AB 2243, SB 937, SB 1037, AND SB\n1416 - The following state legislative items were presented to the City Council\nLegislative Committee on May 15, 2024, and are being presented to the City Council for\nconsideration to adopt a position: AB 1886 (Alvarez), AB 1990 (Carrillo), AB 2243\n(Wicks), SB 937 (Wiener), and SB 1037 (Wiener), and SB 1416 (Newman).\nRECOMMENDED ACTION:\nCity Council:\n1. Support AB 1990 (Carrillo) and SB 1416 (Newman).\n2. Oppose AB 1886 (Alvarez), AB 2243 (Wicks), SB 937 (Wiener), and SB 1037\n(Wiener).\n3. Transmit position statements to the authors of the bills, Santa Clarita’s state\nlegislative delegation, appropriate legislative committees, Governor Newsom, and\nother stakeholder organizations.

6. LANDSCAPE MAINTENANCE CONTRACTS FOR LMD ZONES 4, 8, AND 26 -\nCity Council consideration to award contracts to Stay Green Inc. to provide recurring\nlandscape maintenance services for Landscape Maintenance District Zones 4, 8, and 26.\nRECOMMENDED ACTION:\nCity Council:\n1. Award three contracts to Stay Green, Inc., to provide landscape maintenance services\nfor Landscape Maintenance District Zones 4, 8, and 26, for two-year contract\namounts not to exceed $20,207; $12,314; and $208,272 respectively.\n2. Authorize the City Manager or designee to execute up to three additional one-year\nrenewal options beginning in year three, not to exceed the annual contract amounts,\ninclusive of as-needed expenditure authority, plus an adjustment in compensation\nconsistent with the appropriate Consumer Price Index, upon request of the contractor,\nand contingent upon the appropriation of funds by the City Council in the annual\nbudget for such fiscal year.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.\n4. Appropriate an ongoing budget increase, beginning in Fiscal Year 2024-25, of\n$29,813 from the Landscape Maintenance District Fund Balance (Fund 357) to Zone\n8 expenditure account 3572435-516110 ($1,337) and to Zone 26 expenditure account\n3572446-516110 ($28,476).\n5. Find that the award of contracts is exempt from the California Environmental Quality\nAct pursuant to Article 19 – Categorical Exemptions, Section 15301, Existing\nFacilities, (h) Maintenance of Existing Landscaping.

RESOLUTIONS INITIATING THE ANNUAL LEVY OF SPECIAL DISTRICTS\nFOR FISCAL YEAR 2024-25 - This required procedural matter provides for the\nadoption of resolutions initiating proceedings for the Annual Levy of Special Districts for\nFiscal Year 2024-25.\nRECOMMENDED ACTION:\nCity Council adopt resolutions initiating proceedings for the levy and collection of\nassessments for Fiscal Year 2024-25 for the Landscape and Lighting District, Drainage\nBenefit Assessment Areas, the Golden Valley Ranch Open Space Maintenance District,\nand the Open Space Preservation District.

CONTRACT FOR SOFTWARE LICENSING AND SUPPORT FOR THE CITY'S\nTRANSIT INFORMATION NETWORK - Award a contract to Connexionz for the\nsoftware and support of the City of Santa Clarita's Transit tracking and real-time arrival\ninformation for a three-year term.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a three-year contract in an amount not to exceed $551,127 to Connexionz for\nthe software licensing and support of the City of Santa Clarita's Transit Information\nNetwork.\n2. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, or modify the award in the event that issues of impossibility of\nperformance arise, subject to City Attorney approval.
