GENERAL MUNICIPAL ELECTION - NOVEMBER 5, 2024 - The City of Santa\nClarita will hold its General Municipal Election on November 5, 2024, to elect two\nmembers of the City Council for four year terms: one seat in District 1 and one seat in\nDistrict 3.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt a resolution calling and giving notice of the General Municipal Election to be\nheld November 5, 2024, and requesting consolidation with Los Angeles County’s\nGeneral Election.\n2. Adopt a resolution for candidate statement regulations.\n3. Authorize the City Manager to reimburse Los Angeles County for costs of services\nperformed.

AUTHORIZE RENEWAL OF THE CITY’S GENERAL LIABILITY, PROPERTY\nLIABILITY AND WORKERS’ COMPENSATION PROGRAMS AND APPROVE\nEARTHQUAKE COVERAGE - Council consideration to approve premium payments\nfor the City’s general liability, property liability, workers’ compensation, and earthquake\ninsurance coverage for Fiscal Year 2024-25.\nRECOMMENDED ACTION:\nCity Council:\n1. Authorize the renewal of the City’s general liability, property liability and workers’\ncompensation insurance coverage through the California Joint Powers Insurance\nAuthority at a total premium cost of $2,830,334.\n2. Authorize Alliant Insurance Services, Inc., to bind earthquake coverage on behalf of\nthe City of Santa Clarita for Fiscal Year 2024-25 for various City facilities with\nArrowhead General Insurance Agency, Inc., for a policy limit of $45 million, for a\ntotal premium fee of $600,300.\n3. 12. GRANT AGREEMENT WITH FAMILY PROMISE OF SANTA CLARITA\nVALLEY FOR THE RESOURCE CENTER AND INTERIM HOUSING\nPROJECT ON NEWHALL AVENUE - Family Promise is requesting a one-time grant\nto assist with completing the construction of its new Resource Center and Interim\nHousing Project in the Newhall community.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a one-time grant to Family Promise of Santa Clarita Valley in the amount of\n$500,000 to complete the construction of its Resource Center and Interim Housing\nProject.\n2. Effective Fiscal Year 2024-25, appropriate $190,762 to expenditure account\n1009000-516101 to provide reimbursement for eligible expenses for the Interim\nHousing Project; increase transfers into the General Fund (100) of which $115,762\nwill come from Housing Successor funds (100-600393), and $75,000 will come\nfrom Developer Fee funds (100-600306). Increase transfers out accounts 3939500-\n710100 (Housing Successor) by $115,762 and 3069500-710100 (Developer Fee) by\n$75,000.\n3. 13. DAVID MARCH PARK - CIVIC ART - City Council consideration for a contract for\nthe Civic Art Project included with the David March Park expansion.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a contract to Jessica Bell in the amount of $108,000 for the civic art piece to\nbe located at David March Park.\n2. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.

RANGER PATROL SERVICES IN OPEN SPACE AREAS CONTRACT - This\nitem is for City Council to consider a contract to the Mountains Recreation and\nConservation Authority for Ranger Patrol Services in the Open Space Areas.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a three-year contract with the Mountains Recreation and Conservation\nPage 7\nAuthority for ranger patrol services for the City of Santa Clarita open space areas, in\nthe amount of $325,740, plus a 10 percent contingency in the amount of $32,574, for\na total contract amount not to exceed $358,314.\n2. Authorize the City Manager or designee to execute up to two additional one-year\nrenewal options beginning in year three, not to exceed the annual contract amount,\nplus an adjustment in compensation consistent with the appropriate Consumer Price\nIndex, upon request of the contractor, and contingent upon the appropriation of funds\nby the City Council in the annual budget for such fiscal year.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.

PRESERVATION OF 41.49 +/- ACRES OF REAL PROPERTY IN LOS\nANGELES COUNTY, ASSESSORS PARCELS NO. 2826-019-031 - Acquisition of\nthis property will enhance the City's on-going efforts to preserve open space lands in an\neffort to complete the open space greenbelt surrounding the Santa Clarita Valley.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the purchase of 41.49+/- acres of real property contiguous to City-owned\nopen space property to the west of the City, Assessor's Parcel Number 2826-019-031,\nat a total cost of $195,250, which includes property purchase price, escrow, title,\nappraisal fees, due diligence costs, and payment of annual property taxes.\n2. Appropriate $195,250 from the Open Space Preservation District Fund (Fund 358) to\nOpen Space Preservation District Expenditure Account 3587501-520104.\n3. Appropriate $5,000 as an on-going annual expenditure from Open Space Preservation\nDistrict Fund (Fund 358) to Open Space Preservation District Expenditure Account\n3587501-518503 ($2,500) and 3587501-511101 ($2,500) for the payment of annual\nproperty taxes and on-going maintenance.\n4. REAL PROPERTY ACQUISITION OF 9.93 +/- ACRES, LOCATED AT 28700\nBOUQUET CANYON ROAD, AND IDENTIFIED AS PORTIONS OF ASSESSOR\nPARCEL NUMBERS 2812-008-900 AND 2812-008-901 - City Council consideration\nto approve of acquisition of 9.93 +/- acres of real property located at 28700 Bouquet\nCanyon Road pursuant to the conditions of approval for Master Case 21-151 (Bouquet\nCanyon Project Map Revision).\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the acquisition of 9.93+/- acres Los Angeles County Assessor’s Parcel\nNumbers 2812-008-900 and 2812-008-901 at a total cost of $205,000, which includes\nthe property purchase price of $180,000 and $25,000 for due diligence, escrow,\nappraisal and closing costs.\n2. FINAL TRACT MAP, ACCEPTANCE OF OFFERS OF DEDICATION, AND\nREJECTION OF IRREVOCABLE OFFER OF DEDICATION FOR TRACT MAP\nNO. 51644-18 (TESORO HIGHLANDS) - Pursuant to Section 66474.1 of the\nSubdivision Map Act, approve final tract map, accept offers, and reject irrevocable offer\ndedication, for Tract No. 51644-18. This map is for subdivision purposes and is located\nwithin Tesoro del Valle, north of Tesoro del Valle Road.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the Final Tract Map for Tract No. 51644-18.\n2. Accept on behalf of the public the offers of dedication and grant of: (1) the easements\nfor sanitary sewers and sanitary sewer ingress and egress purposes; (2) all sanitary\nsewers and appurtenant structures; (3) the easements for covered storm drain, storm\ndrain appurtenant structures, ingress and egress purposes; (4) the right to restrict or\nprohibit the erection or construction of any buildings or structures within lots 163\nthrough 166, inclusive, and lots 174 through 195, inclusive; (5) the right to restrict or\nprohibit any and all allowable uses or construction within those areas designated as\nopen space on this map.\n3. Reject the irrevocable offer of dedication and grant in fee simple of all lots 160\nthrough 162, inclusive, for flood control purposes.\nPage 9\n4. Authorize the City Manager or designee to rescind the rejection and accept the offer\nof dedication and grant in fee simple all of lots 160 through 162, inclusive, when\nconstruction of the improvements are completed to the satisfaction of the Director of\nPublic Works.\n5. Make findings as follows: This project is consistent with the provisions of Sections\n66474 and 66474.1 of the Subdivision Map Act and should be approved.\n6. Instruct the Director of Administrative Services to endorse the Special Assessment\nStatement on the face of the Final Tract Map for Tract No. 51644-18, which indicates\nall special assessments levied by the City of Santa Clarita are paid.\n7. Instruct the City Clerk to endorse the City Clerk’s Statement on the face of the Final\nTract Map for Tract No. 51644-18, which embodies the approval of said map, the\nacceptance of the dedications shown thereon, and the rejection of the irrevocable offer\nof dedication and grant in fee simple shown thereon.\n8. Instruct the City Surveyor to endorse the City Surveyor’s Statement on the face of the\nFinal Tract Map for Tract No. 51644-18, which provides for verification that the map\nis technically correct.\n9. Instruct the City Engineer to endorse the City Engineer’s Statement on the face of\nFinal Tract Map for Tract No. 51644-18, which provides for verification of\nsubstantial conformance with the Tentative Tract Map and all provisions of local\nordinances and state laws applicable at the time of approval.

19. DAVID MARCH PARK, PROJECT P4027 - PLANS, SPECIFICATIONS, AND\nCONSTRUCTION CONTRACTS - This item awards a construction contract for the\nDavid March Park project. The improvements include updating the existing park, the\ndevelopment of approximately five acres of the southern portion of the park property, and\nconstructing exercise stairs.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the David March Park, Project P4027.\n2. Find the David March Park Project’s Mitigated Negative Declaration (MND)\nAddendum complies with California Environmental Quality Act (CEQA) pursuant to\nTitle 14 of the California Code of Regulation, Article 11, Sections 15162 and 15164,\nfor changes to the original project.\n3. Award the construction contract to Urban Habitat, in the amount of $9,172,460 and\nauthorize a contingency in the amount of $917,246, for a total contract amount not to\nexceed $10,089,706.\n4. Award the professional services contract to Converse Consultants, to provide\nmaterials inspection services, in the amount of $250,000 and authorize a contingency\nin the amount of $25,000, for a total contract amount not to exceed $275,000.\nPage 10\n5. Extend the current contract and authorize an increased expenditure authority for\nconstruction support services with Psomas, in the amount of $596,786 and authorize a\ncontingency in the amount of $59,679, for a total additional contract amount not to\nexceed $656,465.\n6. Appropriate one-time funds in the amount of $120,000 from the Park Dedication -\nQuimby Fund (Fund 305) to the David March Park, Project P4027, expenditure\naccount P4027305-516101 and $570,800 from the Facilities Fund (Fund 723) to the\nDavid March Park, Project, Project P4027, expenditure account P4027723-516101.\n7. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

FISCAL YEAR 2024-25 ANNUAL LEVY OF ASSESSMENTS AND SPECIAL\nTAXES FOR SPECIAL DISTRICTS - As required by state law, staff presents for City\nCouncil's consideration the Final Engineer's Reports and Annual Reports for the various\nspecial districts and requests approval to provide the Los Angeles County Assessor's\nOffice with all necessary data for the assessments and special taxes to appear on the\nFiscal Year 2024-25 Property Tax Rolls.\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct a public hearing for the Landscaping and Lighting District; the Drainage\nBenefit Assessment Areas; the Golden Valley Ranch Open Space Maintenance\nDistrict; the Tourism Marketing District; and the Vista Canyon Wastewater Standby\nDistrict.\n2. Adopt resolutions approving the Engineer’s Reports for the Fiscal Year 2024-25\nannual levy of assessments for the continuation of maintenance for the Landscaping\nand Lighting District; the Drainage Benefit Assessment Areas; the Golden Valley\nRanch Open Space Maintenance District; the Tourism Marketing District; and the\nVista Canyon Wastewater Standby District.\n3 Adopt a resolution authorizing the establishment of annual special taxes for the\nCommunity Facilities District No. 2016-1 (Vista Canyon CFD).\n4. VISTA CANYON BRIDGE, PROJECT S3037 – PLANS, SPECIFICATIONS,\nCONSTRUCTION CONTRACTS, STREET NAME CHANGE, AND\nDEDICATION FOR PUBLIC USE AND ROAD PURPOSES - This item awards\nconstruction contracts for the Vista Canyon Bridge project, adopts a resolution\nauthorizing a street name change, and approves a Grant of Easement. The improvements\ninclude the construction of a bridge and associated road improvements to provide\nconnectivity from Soledad Canyon Road to the Vista Canyon development.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the plans and specifications for the Vista Canyon Bridge, Project S3037.\n2. Award the construction contract to Powell Constructors, Inc., in the amount of\n$27,976,841 and authorize a contingency in the amount of $3,357,221 for a total\ncontract amount not to exceed $31,334,062.\n3. Award the professional services contract to MNS Engineers, Inc., to provide\nconstruction management, inspection, and quality assurance services, in the amount\nof $1,626,796 and authorize a contingency in the amount of $162,680, for a total\ncontract amount not to exceed $1,789,476.\n4. Award the professional services contract to Compliance Biology, Inc., to provide\nbiological monitoring services, in the amount of $462,110 and authorize a\ncontingency in the amount of $46,210, for a total contract amount not to exceed\n$508,320.\n5. Extend the current contract and authorize an increased expenditure authority for civil\nengineering support services with Alliance Land Planning & Engineering, Inc., in the\namount of $85,000 and authorize a contingency in the amount of $8,500, for a total\nadditional contract amount not to exceed $93,500.\n6. Adopt a resolution authorizing the street name change of the segment of Lost Canyon\nRoad south of Soledad Canyon Road to Vista Canyon Boulevard.\n13. Authorize the City Manager or designee to grant an easement for public use and road\npurposes across City-owned parcels for the Vista Canyon Bridge.\n14. Appropriate funds in the total amount of $14,614,009 to the Vista Canyon Bridge,\nProject S3037, as identified in Attachment A.\n15. Authorize the transfer of project savings in the amount of $2,095,000 to Vista Canyon\nBridge, Project S3037, as identified in Attachment A.\n16. FISCAL YEAR 2024-25 ANNUAL LEVY FOR OPEN SPACE PRESERVATION\nDISTRICT - As required by state law, staff presents for City Council’s consideration the\nFinal Engineer’s Report for the Open Space Preservation District and requests approval\nto provide the Los Angeles County Assessor necessary data for the assessments to appear\non the Fiscal Year 2024-25 Property Tax Rolls.\nRECOMMENDED ACTION:\nCity Council conduct a public hearing and adopt a resolution approving the Engineer’s\nReport for the Fiscal Year 2024-25 annual levy of assessments for the Open Space\nPreservation District.

TOWN CENTER SPECIFIC PLAN (MASTER CASE 22-105) - The Town Center\nSpecific Plan would provide a flexible, long-range vision for a balanced mix of retail,\ndining, entertainment, hospitality, and commercial and residential uses across a 111-acre\nspecific plan area within the Regional Commercial zone in the community of Valencia.\nRECOMMENDED ACTION:\nCity Council:\n1. Receive staff presentation.\nPage 3\n2. Open the public hearing to receive testimony from the public.\n3. 5. FISCAL YEAR 2024-25 ANNUAL OPERATING BUDGET AND CAPITAL\nIMPROVEMENT PROGRAM - The proposed Fiscal Year 2024-25 budget was\ndistributed to the City Council on May 30, 2024. In addition, on June 4, 2024, the\nPlanning Commission made a finding by minute action that the Draft Fiscal Year 2024-\n25 Capital Improvement Program is consistent with the City of Santa Clarita's General\nPlan. Further, at the June 11, 2024, City Council meeting, a public hearing was opened\nand the draft budget was presented.\nRECOMMENDED ACTION:\nCity Council and City Council acting as Successor Agency to the former Redevelopment\nAgency of the City of Santa Clarita:\n1. Adopt resolution adopting the Annual Budget for Fiscal Year 2024-25, making\nappropriations for the amounts budgeted and establishing policies for the\nadministration of the adopted Annual Budget.\n2. Adopt resolution adopting the 2024-25 Capital Improvement Program.\n3. Adopt resolution approving and adopting the annual appropriations limit for the\nFiscal Year 2024-25.\n4. Adopt resolution electing to receive all or a portion of the tax revenues pursuant to\nthe Health and Safety code (Community Development Law).\n5. Adopt resolution amending the City's Classification Plan and Salary Schedule,\nproviding for compensation of the employees of the City, and amending the City's\nBenefit Program.\n6 Adopt resolution adopting an amendment to the Conflict of Interest code.\nPage 4\nCONSENT CALENDAR\nAll matters listed under the Consent Calendar are considered routine and will be enacted by one\nmotion by the City Council. 9. RENEWAL OF MUNICIPAL LAW ENFORCEMENT SERVICES AGREEMENT\n- The current five-year Municipal Law Enforcement Services Agreement with Los\nAngeles County is set to expire on June 30, 2024. This item is to consider renewal of the\nlaw enforcement services agreement with Los Angeles County and authorize the City\nManager to execute the new five-year agreement.\nRECOMMENDED ACTION:\nCity Council:\n1. Approve the renewal of the Municipal Law Enforcement Services Agreement with\nLos Angeles County for the period of July 1, 2024, to June 30, 2029.\n2. Authorize the City Manager to make such budget adjustments that may be necessary\nto meet the expenses of the law enforcement agreement for the period of July 1, 2024,\nto June 30, 2029.\n3. Authorize the City Manager to execute an agreement with Los Angeles County\nregarding temporary indemnity and distribution of liability in a form approved by the\nCity Attorney and not to exceed a total term of 12 months.\n4.
