ATIVO SENIOR LIVING OF SANTA CLARITA TAX EQUITY AND FISCAL\nRESPONSIBILITY ACT (TEFRA) HEARING - Consideration of a Tax Equity and\nFiscal Responsibility Act resolution approving the proposed financing for the benefit of\nISF Ativo Holdings LLC, sole member of which is Integrated Senior Foundation, a\n501(c)(3) corporation, through the issuance of revenue bonds by the California Municipal\nFinance Authority.\nRECOMMENDED ACTION:\nCity Council conduct a public hearing and adopt a Tax Equity and Financial\nResponsibility Act resolution approving the issuance of tax-exempt obligations by the\nCalifornia Public Finance Authority in an aggregate principal amount not to exceed $130\nmillion and by Arizona Industrial Development Authority in an aggregate principal\namount not to exceed $170 million to finance or reimburse the acquisition and\nconstruction costs by ISF Ativo Holdings LLC of a 140-bed rental senior living\ncommunity.

10. 2025 CITYWIDE ENGINEERING AND TRAFFIC SURVEY - PROFESSIONAL\nSERVICES CONTRACT - This item considers awarding a professional services\ncontract to conduct the 2025 Citywide Engineering and Traffic Survey to determine and\njustify speed limits in the City.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a contract to AGA Engineers, Inc., for the 2025 Citywide Engineering and\nTraffic Survey, in an amount not to exceed $98,065.\n2. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.

11. 2025 COMMUNITY SERVICES AND ARTS GRANTS - City Council consideration\nto approve the 2025 Community Services and Arts Grants program funding\nrecommendations by the Grants Committee and Peer Review Rating Panel.\nRECOMMENDED ACTION:\nCity Council:\n1.Approve the 2025 Community Services and Arts Grants Committee’s program funding\nrecommendations in an amount not to exceed $100,000 for Community Services Grants\nand $100,000 for Arts Grants, for a total not to exceed $200,000.\n2. Authorize the City Manager or designee to execute all Grant Program Agreements\nwith the agencies approved for funding, subject to City Attorney approval.\nThis time has been set aside for any speakers that have turned in speaker cards and were not\nheard in the first thirty minutes allotted to address the City Council on items that are NOT on the\nagenda. 2. APPEAL TO THE SECOND ACCESSORY STRUCTURE (MASTER CASE 24-\n008) - Appeal of the Planning Commission's decision to the City Council for a second\naccessory structure in the Placerita Canyon Special Standards District.\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct a public hearing to consider Appeal No. 24-005, an appeal of a Planning\nCommission decision on October 1, 2024, approving a recreational vehicle metal\ngarage, subject to conditions;\n2. After receiving testimonial and written evidence from the public hearing, adopt a\nresolution denying Appeal 24-005 and upholding the Planning Commission’s October\n1, 2024, decision; and

3. Take other action as determined by the City Council.\nNEW BUSINESS\n3. COUNCIL COMMITTEE APPOINTMENTS - On an annual basis, the Mayor and\nCity Council undertake a discussion in open session for the purpose of updating the\nCouncil Committee Appointments List.\nRECOMMENDED ACTION:\nCity Council:\n1. Review, discuss, make changes to, and approve the City Council Committee\nAppointments for 2025.\n2. Direct the City Clerk to update the Agency Report of Public Official Appointments\nForm 806 based on the appointments made, delegate the City Manager as signatory\non said form, and direct the City Clerk to place updated Form 806 on the City of\nSanta Clarita website.\n3. Authorize the City Manager, or designee, to share the appointments made to agencies\nlisted on the adopted City Council Committee Appointments list.\nCONSENT CALENDAR\nAll matters listed under the Consent Calendar are considered routine and will be enacted by one\nmotion by the City Council. The items are not individually discussed by the City Council unless\na request is made by a member of the public or the Council, in which case, the item(s) will be\nremoved from the Consent Calendar and will be considered separately.

Electronic\nFunds Transfers for the Period 12/16/24 through 12/27/24.\nRECOMMENDED ACTION:\nCity Council approve and ratify for payment the demands presented in Check Register\nNo. 01 and Check Register No. 02.

6. FISCAL YEAR 2023-24 ANNUAL COMPREHENSIVE FINANCIAL REPORT\nAND OTHER RELATED REPORTS - The City’s independent audit firm, The Pun\nGroup, LLP, has completed the City's annual audit for fiscal year ending June 30, 2024.\nBased on the audit performed, The Pun Group, LLP, issued an unmodified "clean" audit\nopinion letter, which reflects the best level an organization can receive on its financial\nstatements.\nRECOMMENDED ACTION:\nCity Council approve the Annual Comprehensive Financial Report and other related\nreports for fiscal year ending June 30, 2024.

7. LAND MANAGEMENT SYSTEM CONTRACT - This item considers awarding a\ncontract to Accela, Inc., for software and upgrades, user licenses, and annual maintenance\nassociated with the renewal of the City's current land management and permitting system.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a three-year contract to Accela, Inc., for the continued use of Accela, Inc.’s\nLand Management/Permitting system, in the amount of $828,465, and authorize a\nfive percent contingency of $41,424 for potential new user licenses, for a total\ncontract amount not to exceed $869,889.\n2. Authorize the City Manager or designee to execute up to two additional one-year\nrenewal options, inclusive of a five percent contingency, not to exceed a total of\n$654,834, contingent upon the appropriation of funds by the City Council in the\nannual budget for such fiscal year.\n3. Appropriate ongoing funding for user licensing, annual support, hosting, and\nmaintenance, including upgrades, from the General Fund (100) to Technology\nServices expenditure account 1002200-516101 in the amount of $24,456 in Fiscal\nYear 2024-25; $10,139 in Fiscal Year 2025-26; $13,359 in Fiscal Year 2026-27; and\n$9,351 in Fiscal Year 2027-28 contingent upon the appropriation of funds in the\nannual budget for such fiscal years. Contingent upon the execution of the renewal\noptions, appropriate $4,676 in Fiscal Year 2027-28, and $14,728 in Fiscal Year 2028-\n29.\n4. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.

RESOLUTION FOR SUMMARY VACATION OF LANDSCAPE\nMAINTENANCE EASEMENT ON MONARCH RIDGE DRIVE - Resolution for the\nsummary vacation of a landscape maintenance easement at 19608 Monarch Ridge Drive.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt a resolution for the summary vacation of the landscape maintenance easement\nat 19608 Monarch Ridge Drive, as described in the attached Legal Description\nExhibits.\n2. Direct City Clerk to record the certified original resolution in the County of Los\nAngeles Registrar-Recorder's office.

9. ESTABLISH NO STOPPING ZONES ON THE NORTH SIDE OF OAKHURST\nDRIVE, SOUTH OF DOCKWEILER DRIVE - This item considers Establishing No\nStopping Any Time zones on the north side of Oakhurst Drive, south of Dockweiler\nDrive will improve traffic safety and circulation of vehicles on this road section.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt a resolution to establish a 115-foot and a 255-foot No Stopping Any Time\nzones on the north side of Oakhurst Drive, south of Dockweiler Drive.\n2. Authorize the City Manager or designee to execute all documents, subject to City\nAttorney approval.
