1.\nFISCAL YEAR 2025-26 ANNUAL OPERATING BUDGET AND CAPITAL\nIMPROVEMENT PROGRAM - The proposed Fiscal Year 2025-26 budget was\ndiscussed with the City Council along with the Planning Commission; the Parks,\nRecreation, and Community Services Commission; and the Arts Commission on April\n29, 2025. In addition, on May 20, 2025, the Planning Commission made a finding by\nminute action that the Draft Fiscal Year 2025-26 Capital Improvement Program is\nconsistent with the City of Santa Clarita's General Plan. The requirements outlined in\nAssembly Bill 2561 are met within the proposed budget.\nRECOMMENDED ACTION:\nCity Council and City Council acting as Successor Agency to the former Redevelopment\nAgency of the City of Santa Clarita conduct a public hearing on the proposed Fiscal Year\n2025-26 Annual Operating Budget and Capital Improvement Program and schedule the\nbudget for adoption at the June 10, 2025, City Council meeting.

10.\nFISCAL YEAR 2025-26 ANNUAL LEVY FOR OPEN SPACE PRESERVATION\nDISTRICT - Consideration and adoption of resolutions associated with the annual\nprocess of ordering, approving, and setting the public hearing on the annual levy of the\nOpen Space Preservation District as required by the Landscaping and Lighting Act of\n1972.\nRECOMMENDED ACTION:\nCity Council adopt a resolution declaring the City's intention to levy assessments,\npreliminarily approve an Engineer's Report in connection with the Open Space\nPreservation District for Fiscal Year 2025-26, and set a public hearing for June 10, 2025.

11.\nCONTRACT WITH INNOVATIVE INTERFACES, INCORPORATED, FOR\nPOLARIS INTEGRATED LIBRARY SYSTEM - Council consideration for the\nadoption of new five-year contract with Innovative Interfaces, Inc., for Polaris Integrated\nLibrary System.\nRECOMMENDED ACTION:\nCity Council:\n1. Award a five-year contract to Innovative Interface, Inc., for the Polaris integrated\nlibrary system in the amount not to exceed $836,098.\n2. Appropriate funding in the amount of $31,402 to Library Fund (Fund 309)\nContractual Services Account 3098200-516101 for Fiscal Year 2025-26, $12,192 for\nFiscal Year 2026-27, $16,920 for Fiscal Year 2027-28, $21,789 for Fiscal Year 202829, and $26,805 for Fiscal Year 2029-30, contingent upon the appropriation of funds\nby the City Council during the annual budget process for such fiscal year.\n3. Authorize the City Manager or designee to execute all contracts and associated\ndocuments, subject to City Attorney approval.

Award a contract to Gillig Corporation for the purchase of two 29-foot Compressed\nNatural Gas buses, for a total contract amount not to exceed $1,850,357.\n2. 4.\nMETROWALK SPECIFIC PLAN AMENDMENT (MASTER CASE 24-230) Public Hearing regarding the applicant, BluMax Santa Clarita, LLC, requesting\namendments to the MetroWalk Specific Plan.\nRECOMMENDED ACTION:\nCity Council:\n1. Conduct a public hearing.\n2. Determine that the project is consistent with the Addendum to the Sustainable\nCommunities Environmental Assessment, prepared pursuant to the California\nEnvironmental Quality Act Guidelines, and that the project would not result in any\nnew significant impacts and would not substantially increase the severity of any\npreviously identified impacts.\n3. 5.\nSOLID WASTE FRANCHISE EXTRAORDINARY RATE ADJUSTMENT Council consideration that due to the closure of the Chiquita Canyon Landfill, Burrtec\nWaste Industries, Inc., (Burrtec) must transport waste to a disposal facility in Sun Valley.\nAs a result of the increased disposal and operating costs, Burrtec has requested an\nextraordinary rate adjustment to cover these additional expenses.\nRECOMMENDED ACTION:\nCity Council:\n1. Adopt a resolution approving the Second Amendment to the Franchise Agreement\nbetween the City of Santa Clarita and Burrtec Waste Industries, Inc., for the Provision\nof Garbage, Recyclable Materials, and Organic Waste Collection Services dated\nNovember 12, 2024, and certain revised solid waste rates for services beginning July\n1, 2025.\n2. Authorize the City’s consent, at the request of Burrtec Waste Industries, Inc., for\nearly termination of their continuation rights for waste collection services in the\nTesoro Del Valle annexation area.\n3.
