INTERVIEWS AND APPOINTMENTS TO THE CIVIL SERVICE, PARKS AND\nRECREATION, AND PLANNING COMMISSIONS\nSummary:\nThe City ran an open recruitment seeking residents interested in serving on the\nCivil Service, Parks and Recreation, and Planning Commissions. The City\nCouncil will conduct interviews of all qualifying candidates who applied for a\nCommission appointment. At the conclusion of the interviews, City Council will\nmake appointments to fill the vacant seats on each of the Commissions.\nRecommendations:\nConduct interviews and make the following appointments:\n1. Civil Service Commission: Appoint two individuals to fill two expiring seats\n(May 31, 2023). Terms for the new Commissioners will run from June 1,\n2023 - May 31, 2027.\n2. Parks and Recreation Commission: Appoint two individuals to fill two expiring\nseats (May 31, 2023). Terms for the new Commissioners will run from June\n1, 2023 - May 31, 2027.\n3. PROCESS TO FILL A CIVIL SERVICE COMMISSION VACANCY\nSummary:\nThe City Council will consider a process to fill one vacancy on the Civil Service\nCommission for an unexpired term through May 31, 2025.\nRecommendations:\n1. Approve the proposed recruitment schedule and select a date to conduct\ncommissioner candidate interviews and appointment. The suggested date is\nthe regular City Council meeting of May 23, 2023. If the number of\ncommission applicants is greater than ten, City Council may wish to call a\nspecial meeting for June 1 or June 6, 2023.\n2. As an alternative, provide staff direction to utilize the recent list of Civil\nService applicants from the recruitment that concluded April 14, 2023 and\ninvite applicants to interview at the May 23, 2023 City Council meeting.

c. OUTDOOR PUBLIC ART PROJECT BUDGET ADJUSTMENT\nSummary:\nThe City has a history of incorporating art into parks and public facilities. With\nthe opening of the Signal Hill Library, the City Council desired to enhance the\nfacility by encouraging creative expression. To effectuate this purpose, the City\nissued a Request for Proposals (RFP) for an outdoor public art project and\nformed a subcommittee to review responses. The City issued the RFP twice\nand did not successfully identify a qualified artist that could fulfill the project\nrequirements for $50,000. Staff contacted local artists to obtain additional\nfeedback regarding the criteria in the RFP and discuss whether the proposed\ncompensation was sufficient to fulfill the City’s vision. After consulting with\nvarious artists, staff recommends reissuing the RFP and increasing the project\nbudget amount. Staff is seeking the City Council’s concurrence to reissue the\nRFP and increase the project budget by $30,000. The additional funding would\ncome from the unallocated General Fund for a total project budget of $80,000.\nRecommendations:\n1. Authorize staff to reissue the RFP for the Outdoor Public Arts Project at the\nSignal Hill Library.\n2. Approve the proposed increase of $30,000 for a total project allocation of\n$80,000. The increased budget would be reflected in the FY 2023-24 Year 2\nproposed budget.

d. PROFESSIONAL CONSULTANT SERVICES AGREEMENT WITH ARDURRA\nGROUP, INC. (AGI) FOR ENGINEERING DESIGN OF THE GUNDRY\nRESERVOIR ROOF REPLACEMENT AND INTERIOR COATING PROJECT\n(PROJECT NO. 95.23001)\nSummary:\nOn February 9, 2023, staff issued a Request for Proposals (RFP) for Gundry\nReservoir Roof Replacement and Interior Coating Design Services. The City\nCouncil will consider entering into a Professional Consultant Services\nAgreement with AGI for engineering design of the Gundry Reservoir Roof\nReplacement and Interior Coating Project (Project No. 95.23001).\nRecommendations:\n1. Authorize the City Manager to enter into a Professional Consultant Services\nAgreement with AGI for engineering design of the Gundry Reservoir Roof\nReplacement and Interior Coating Project (Project No. 95.23001), in a form\napproved by the City Attorney. The term of the agreement will terminate on\nJune 30, 2024, with a not-to-exceed contract amount of $299,313.\n2. Authorize contingencies of $29,931.30 and up to a 180-day term extension\npursuant to the City’s Purchasing and Contracting Guidelines, to be utilized if\napproved by the Public Works Director.

REQUEST FOR PROPOSALS (RFP) FOR THE PREPARATION OF A CIVIC\nCENTER MASTER PLAN\nSummary:\nThe City Council will consider authorizing the City Manager to solicit an RFP for\npreparation of a master plan for the City’s Civic Center. The Master Plan will\nguide future improvements and development of the Civic Center based on the\nprioritization of community needs and desires. The document will include\npreliminary site designs, conceptual drawings, as well as schedules and\npreliminary cost estimates for construction. The Master Plan will also explore\nsiting options for a new amphitheater, either as a standalone structure or in\nconjunction with a project to build a new Community Center. f. NOTICE OF FUNDING AVAILABILITY (NOFA) FOR THE DEVELOPMENT OF\nTHE ORANGE BLUFF AND WALNUT BLUFF WORKFORCE HOUSING SITES\nAND SOLICIT PROPOSALS FROM QUALIFIED AFFORDABLE HOUSING\nDEVELOPERS\nSummary:\nLast year, the State Department of Housing and Community Development\ncertified the City’s Housing Element, which included two sites specifically entitled\nfor the development of workforce housing. Known as Orange Bluff and Walnut\nBluff, the properties are comprised of 8.6 and 2.0 acres of undeveloped property\nrespectively; both sites are owned by Signal Hill Petroleum (SHP). Collectively,\nboth sites are zoned and entitled to accommodate up to 380 units of workforce\nhousing which help the City meet its Regional Housing Needs Assessment\n(RHNA) allocation for the current Housing Element cycle.\nThe City and the Housing Authority have accumulated funding for the\ndevelopment of affordable housing totaling approximately $10 million;\nnotwithstanding this amount, an affordable housing developer would need to\nsecure substantially more funding to design and construct both residential\nprojects. The developer selected to work on the two sites will need to leverage\nthe funding proposed as part of the NOFA and successfully receive funding from\nvarious sources including tax credits, grants, equity loans, and the Gateway\nCities Affordable Housing Trust.\nStaff recommends issuing the NOFA to solicit proposals from qualified\ndevelopers that will partner with the City and the property owner (SHP) to\nsuccessfully build out the two sites. Given the complexities associated with\nfinancing affordable housing projects, the NOFA includes specific qualifications\ncriteria and requires the proposers to provide a conceptual proforma analysis\nand a development plan for consideration as part of the evaluation process. A\npanel comprised of City staff and a representative from SHP will evaluate the\nproposals and recommend a developer to the City Council.\nRecommendation:\nDirect staff to issue the NOFA for the Orange Bluff and Walnut Bluff workforce\nhousing sites and solicit proposals from affordable housing developers.\nRECESS THE HOUSING AUTHORITY

RESOLUTION APPROVING A LIST OF PROJECTS TO BE FUNDED BY\nSAFE, CLEAN WATER PROGRAM - MEASURE W FOR FISCAL YEAR\n2023-24\nSummary:\nOn November 6, 2018, Los Angeles County voters approved Measure W,\ncommonly known as SCW. Measure W is funded by a parcel tax of 2.5 cents\nper square foot of impermeable area within the Los Angeles County Flood\nControl District (District). This parcel tax is expected to generate up to $285\nmillion per year countywide for SCW. SCW is intended to improve water quality\nin a manner that achieves additional benefits such as increasing water supply\nand investing in the health and well-being of Los Angeles County communities.\nThe City Council will consider adopting a resolution to incorporate a list of\nprojects and programs to be funded by the Safe, Clean Water Program (SCW) -\nMeasure W for Fiscal Year (FY) 2023-24.\nRecommendation:\nAdopt a resolution, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL,\nCALIFORNIA, approving the List of projects AND PROGRAMS FOR FISCAL\nYEAR 2023-24 to be funded BY safe, clean water program - Measure W\nFUNDS
