a. 2023 GENERAL PLAN ANNUAL PROGRESS REPORT\nSummary:\nCalifornia Government Code Section 65400 mandates that cities prepare, and\nsubmit to their legislative bodies, a General Plan Annual Progress Report\n(GPAPR) for the previous calendar year. The GPAPR tracks the progress of the\nCity’s implementation of the General Plan programs with an emphasis on the\nimplementation of the Housing Element. Cities must submit the GPAPR to the\nGovernor’s Office of Planning and Research and the State Department of\nHousing and Community Development (HCD) by April 1st of each year along\nwith the Housing Successor Annual Report (SB 341 report) regarding the low\nand moderate-income housing asset fund which must be submitted to HCD\nannually.\nStrategic Plan Goal(s):\nGoal No. 1 Financial Stability: Ensure the City’s long-term financial stability\nand resilience.\nGoal No. 2 Community Safety: Maintain community safety by supporting\npublic safety services and increasing emergency preparedness.\nGoal No. 3 Economic & Downtown Development: Improve the local economy,\nsupport local businesses, and create a vibrant downtown core.\nGoal No. 4 Infrastructure: Maintain and improve the City’s physical\ninfrastructure, water system, and recreational spaces.\nGoal No. 5 High-Functioning Government: Strengthen internal communication,\nrecruitment, retention, systems, and processes to increase the\neffectiveness and efficiency of City services.\nRecommendation:\nAuthorize staff to submit the Signal Hill General Plan Annual Progress Report for\ncalendar year 2023 to the Governor’s Office of Planning and Research and to\nthe State Department of Housing and Community Development.

CONTRACT SERVICES AGREEMENTS FOR ON-CALL SERVICES -\nBUILDING SAFETY PLAN CHECK AND PROFESSIONAL STAFFING\nSERVICES\nSummary:\nThe City Council will consider authorizing the City Manager to execute four (4)\non-call Contract Services Agreements with qualified firms (CSG Consultants,\nInc, Interwest Consulting Group, Inc, Shums Coda Associates, and TRB +\nAssociates, Inc) to provide on-call Building Safety plan check and professional\nstaffing services, for a not-to-exceed annual amount of $200,000 each. FEE AND ALCOHOL PROHIBITION WAIVER REQUESTS FOR THE SIGNAL\nHILL COMMUNITY FOUNDATION ANNUAL GALA FUNDRAISING EVENT\nSummary:\nThe City Council will consider a waiver request from the Signal Hill Community\nFoundation (SHCF) for facility fees and alcohol use for its annual Gala\nFundraiser event, to be held at the Signal Hill Public Library on Friday, October\n18, 2024. The SHCF is requesting a waiver of rental and staff fees for the use of\nthe Community Room and Zinnia Courtyard. The City’s adopted policy states\nthat no alcohol may be consumed on City property unless the City Council\ngrants a waiver. The SHCF is requesting a waiver based on established\nguidelines, in consideration of the planned annual fall fundraising event.\nStrategic Plan Objective(s):\nGoal No. 5 High-Functioning Government: Strengthen internal communication,\nrecruitment, retention, systems, and processes to increase the\neffectiveness and efficiency of City services.\nRecommendations:\nStaff recommends the City Council approve the Signal Hill Community\nFoundation’s request for:\n1. A requested exemption to the City Policy 4.15 prohibiting alcohol on City\nproperty; and\n2. A waiver of fees for the use of the Signal Hill Library Community Room\nand Zinnia Courtyard.

The\nfocus of these grants is to enhance resiliency and preparedness for\nemergencies. The City has been awarded the Emergency Management\nPerformance Grant (EMPG) 22 funding in the amount of $97,150. The grant\nfunding would be used to offset City costs to upgrade the Emergency\nOperations Center and resources and supplies related to emergency\nmanagement functions and outreach. The\nfocus of these grants is to enhance resiliency to emergencies and enhance\npreparedness. The City has been awarded the State Homeland Security\nProgram (SHSP) 22 grant in the amount of $45,577. The awarded SHSP 22\ngrant funding will be used to offset the Police Department’s costs for the\nupgrade of a security video server. RESOLUTION APPROVING THE FILING OF AN APPLICATION FOR THE LOS\nANGELES COUNTY MEASURE A GRANT FOR THE HILLBROOK PARK\nIMPROVEMENT PROJECT\nSummary:\nThe Los Angeles County Regional Park and Open Space District (RPOSD) is\nresponsible for implementing and administering the Los Angeles County Safe,\nClean Neighborhood Parks, and Beaches Measure 2016 (Measure A). Measure\nA was developed to meet current and future park needs throughout Los Angeles\nCounty and reflects the findings of the Countywide Parks and Recreation Needs\nAssessment completed in 2016. Voters approved Measure A in 2016 which\nincludes both formula-based allocations to agencies throughout the study area\nas well as competitive grants open to public agencies, non-profit organizations,\nand schools.\nThe City is eligible to apply for Measure A grants funds in the amount of\n$225,000. If awarded, staff would utilize this grant for the Hillbrook Park\nImprovement Project. To apply for the formula-based allocation funds, the\nRPOSD requires the City to adopt a resolution. Staff recommends the City\nCouncil adopt a resolution authorizing staff to apply for the Measure A Grant\nAnnual Allocation Program for the Hillbrook Park Improvement Project.\nStrategic Plan Goal(s):\nGoal No. 4 Infrastructure: Maintain and improve the City’s public infrastructure.\nGoal No. 5 High Functioning Government: Ensure an enhanced quality of life\nfor the residents.\nRecommendations:\n1.
