PROPOSED STATE ROUTE 405 AND EAST ORANGE AVENUE GATEWAY\nMONUMENT MAINTENANCE AGREEMENT WITH THE STATE OF\nCALIFORNIA DEPARTMENT OF TRANSPORTATION\nSummary:\nOn April 9, 2024, staff presented the design and preliminary agreement details\nof the Gateway Monument Maintenance Agreement with Caltrans to the City\nCouncil as part of an update to the City's Capital Improvement Plan. The City\nCouncil instructed staff to finalize the agreement for review and approval. The\nagreement outlines the City’s maintenance responsibilities for the proposed\nmonument sign, focusing on routine and emergency maintenance to preserve its\nstructural integrity and visual appeal. The City Council will consider authorizing\nthe City Manager to execute a Gateway Monument Maintenance Agreement\nwith the State of California Department of Transportation (Caltrans). RESOLUTION DECLARING FINAL ACCEPTANCE OF THE SIDEWALK\nREPAIR PROJECT PURSUANT TO THE PUBLIC WORKS CONTRACT WITH\nCJ CONSTRUCTION INCORPORATED\nSummary:\nThe Project is part of the City’s ongoing efforts to repair and replace sidewalks\nthroughout the community. This Project included approximately 4,653 square\nfeet of damaged sidewalks and driveways along with one new ADA access\nramp, removal and replacement of curb and gutter, and a driveway. CJ\nConstruction Incorporated (CJ) completed work for the Sidewalk Repair Project\n(Project No. 90.24007) to the satisfaction of the Public Works Department and in\naccordance with the project specifications. CONTINUANCE OF THE PROCLAMATION OF THE EXISTENCE OF A LOCAL\nEMERGENCY IN RESPONSE TO FEBRUARY 2024 WINTER STORMS AND\nREAFFIRMING EMERGENCY CONDITIONS REQUIRING EMERGENCY\nACTION TO COMPLETE EMERGENCY REPAIRS AT PANORAMA\nPROMENADE AND MOLINA AVENUE AND 20TH STREET\nSummary:\nThe City Council will consider authorizing the City Manager to extend the\nproclamation of the existence of a local emergency in response to the February\n2024 winter storms for 60 days. At the February 27, 2024, meeting, the City\nCouncil authorized the City Manager to extend the proclamation of the existence\nof a local emergency. The City Council adopted a Resolution, by a four-fifths\nvote, declaring authority to the City Manager or his designee, pursuant to Public\nContract Code Sections 20168 and 22050, to enter into an emergency public\nworks contract. The City Council also approved a Public Works contract with\nZimprich Engineering Incorporated, for a not-to-exceed amount of four hundred\nthirty-one thousand nine hundred ten dollars ($431,910), for emergency work\npertaining to the Panorama Promenade Trail and the Molino Avenue and 20th\nStreet slope immediate repair projects.\nAt its March 12 and March 26, April 9, and April 23 2024, meetings, the City\nCouncil adopted a resolution, by a four-fifths vote, authorizing the City Manager,\nor his designee, pursuant to Public Contract Code Section 22050, to continue\nemergency storm damage repairs at the Panorama Promenade Trail and Molino\nAvenue and 20th Street. The City Council will consider adopting a Resolution, by\na four-fifths vote, authorizing the City Manager, or his designee, pursuant to\nPublic Contract Code Section 22050, to continue emergency storm damage\nrepairs at the Panorama Promenade Trail and Molino Avenue and 20th Street.\nBased on the continuing impacts of the February 2024 winter storm damage,\nstaff requests the City Council authorize the City Manager to extend\nproclamation of the existence of a local emergency in response to the February\n2024 winter storms for 60 days. EAST BURNETT STREET HISTORICAL DISTRICT PEDESTRIAN AND BIKE\nENHANCEMENT PROJECT; ACTIVE TRANSPORTATION PROGRAM (ATP) -\nCYCLE 6 GRANT FUNDING\nSummary:\nIn June 2022, the Public Works Department submitted the ATP Cycle 6\napplication for program funding for the East Burnett Street Historical District\nPedestrian and Bike Enhancement Project. The project includes the installation\nof sidewalks between Gaviota Avenue and Cherry Avenue, Class 2 Bike Lane\nbetween Walnut Avenue and Dawson Avenue, and related roadway\namenities/improvements The proposed active transportation improvements offer\nsafe, popular, and healthier modes of travel along this street. The grant amount\napproved by Caltrans as part of the ATP program for the East Burnett Street\nHistorical District Pedestrian and Bike Enhancement Project is $2,785,000. The\nof Transportation (Caltrans) for the proposed project. PROPOSED PUBLIC WORKS CONTRACT WITH SDC ENGINEERING\nINCORPORATED FOR CITYWIDE STREET TREE PLANTING\nSummary:\nThe City initiated a Citywide Street Tree Planting Project to enhance the urban\nlandscape and promote environmental sustainability. On April 5, 2024, the City\nposted a Notice Inviting Bids (NIB) for the FY 2023-2024 Citywide Street Tree\nPlanting Project. Staff determined SDC Engineering to be the lowest responsive\nand responsible bidder after conducting reference checks on the company’s\nlisted projects and verified that SDC Engineering is licensed to perform the work\nunder this contract.\nThe City Council will consider entering into a Public Works Contract with SDC\nEngineering Incorporation, (SDC), for the Citywide Street Tree Planting Project.\nThis project consists of planting 200 trees at various locations throughout the\nCity, adhering to the latest planting guidelines and recommendations in the\nStreet Tree Master Plan. The scope of work includes tree watering and\nmaintenance for a term of six months after planting is completed.\nStrategic Plan Goal(s):\nGoal No. 4 Infrastructure: Maintain and improve the City’s physical\ninfrastructure, water system and recreational spaces.\nRecommendations:\n1. Authorize the Public Works Director to approve a maximum 30-calendar\nday extension to accommodate changes or unforeseen conditions.

CONTRACT AMENDMENT REGISTER DATED MAY 14, 2024\nSummary:\nThe Contract Amendment Register is a listing of proposed contract amendments\nand project change orders eligible for streamlined processing based upon the\nfollowing criteria as documented in the City’s Purchasing Policy:\n· Funds have been authorized as part of the adopted fiscal year Operating\nBudget.\n· Staff are satisfied with the goods/services received to date; and\n· City Manager has reviewed and approved each amendment for\nstreamlined processing.\nThere is one contract amendment being presented for City Council\nconsideration are as follows:\nJohn L Hunter & Associates - Professional environmental engineering consulting\nservices to administer the City’s Industrial Waste Program and state-mandated\nstormwater quality programs. The proposed second amendment would extend\nthe term for an additional 3 years.
