CONSIDERATION AND APPROVAL OF RESOLUTION 23-68,\nAPPROVING AWARD OF CONSTRUCTION CONTRACT TO ALL\nAMERICAN ASPHALT FOR FISCAL YEAR (FY) 2022-23 RESIDENTIAL\nSTREET REHABILITATION PROJECT\nOn June 1, 2023, the Engineering Department solicited bids for the FY\n22/23 Residential Street Rehabilitation Project. The work asphalt roadway\nresurfacing (asphalt cold mill and overlay), asphalt pothole repairs,\nreconstruction of concrete curb ramps, sidewalks, curb and gutter at\nvarious locations and restoration of pavement markings and striping. The\nlowest responsive bid was submitted by All American Asphalt in the\namount of $922,222.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt and approve the plans and specifications for the FY 22/23\nResidential Street Rehabilitation Project;\n2. Review the bids and find that All American Asphalt has submitted the\nlowest responsive bid;\n3. Adopt Resolution No. 23-68, awarding the FY 22/23 Residential\nStreet Rehabilitation Project contract to All American Asphalt in the\namount of $922,222:\n4. Approve a 15% contingency amount of $92,222.20 for a total project\nconstruction budget amount not to exceed $1,014,444; and\n5. Authorize City Manager or designee to negotiate and execute\ncontract.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-66,\nADOPTING THE FISCAL YEAR (FY) 2023-24 BUDGET\nOn May 24, 2023, the City held its Fiscal 2023-24 Budget Study Session.\nThe Fiscal 2023-24 General Fund budget was already balanced, but staff\ninformed City Council that few adjustments were being made before an\nupdated balanced General Fund budget would be recommended for\nadoption.\nRECOMMENDED ACTION: Staff recommends City Council adopt\nResolution No. 23-66, approving the City’s Fiscal Year (FY) 2023-24\nBudget.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 23-67,\nAPPROVING PARKING LICENSE AGREEMENT WITH COUNTY OF\nLOS ANGELES AT 1415 AND 1441 SANTA ANITA AVENUE\nConsideration and approval of a license agreement for leasing parking\nspaces to the County of Los Angeles (County).\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 23-67, approving a license agreement for\nleasing parking spaces to the County; and\n2. Authorize the Mayor to execute the agreement.
