2. Continued-Substantial Amendments to FY 2023-2024, 2024-2025 & 2025-2026 Annual Action Plans\nFollowing the conclusion of the Public Hearing, the City Council will consider: (CD)\na. Adopting a Resolution approving Substantial Amendment No. 2 to the Fiscal Year 2023-2024 Annual\nAction Plan; Substantial Amendment No. 2 to the Fiscal Year 2024-2025 Annual Action Plan; and\nSubstantial Amendment No. 1 to Fiscal Year 2025-2026 Annual Action Plan Reprogramming Community\nDevelopment Block Grant (CDBG);\nb. Authorize the City Manager or the Community Development Director to initiate appropriate action\nnecessary to implement projects and programs as noted in the FY 2025-2026 Annual Action Plan.\nc. Reallocate $749,254 in Community Development Block Grant (CDBG) funds and $340,000 in HOME\nInvestment Partnerships Program (HOME) funds from current activity allocations to the proposed budget\namendments within each respective fund.

A finding that in accordance with CEQA, this project qualifies for a categorical exemption under CEQA\nGuidelines Section 15303 (Class 3), “New Construction or Conversion of Small Structures,” and is thereby\nexempt from CEQA in that the subject property will continue to be used as a parking lot for a new drive-\nthrough restaurant.\nb. Adopting Resolution No. 2026-__, included as Attachment 1, approving GPA No. 25-01 for a property at\n8915 Vossler Avenue.\nc. Adopting Ordinance No. 2026-__, included as Attachment 2, approving ZC No. 25-01 for a property at\n8915 Vossler Avenue.

5. Approve Contract Change Order No. 001 to Original Purchase Order No. 0009488 with Fast Deer\nBus Charter, Inc.\nThe City Council will consider: (PARKS)\na. Approving a change order in the amount of $35,542.00 to increase the overall original purchase order\nissued to Fast Deer Charter Inc., to the amount of $84,542 (P.O. No. 0009488) to provide transportation for\nParks and Recreation trips for the remainder of the current fiscal year 2025/26; and\nb. Authorizing the Interim Director of Parks and Recreation to execute any additional documents needed.

6. Approve Professional Services Agreement with Meeder Public Funds, Inc. for Discretionary\nInvestment Management Services\nThe City Council will consider: (AS)\na. Approve a Professional Services Agreement with Meeder Public Funds, Inc. for discretionary investment\nmanagement services for an initial term of three (3) years, with up to two (2) one-year renewal options at\nthe City's sole discretion, for a total term not to exceed five (5) years; and\nb. Authorize the Mayor to execute the Agreement in a form approved as to form by the City Attorney.

Approve Purchase of City Fleet Vehicles – Six (6) Electric Chevrolet Silverado Trucks (Public\nWorks) and Two (2) Police Detective Vehicles (Police Department)\nThe City Council will consider: (PW)\na. Authorizing the purchase of six (6) 2026 Chevrolet Silverado electric trucks, or a comparable electric\ntruck if unavailable, from National Auto Fleet Group through the Sourcewell Cooperative Purchasing\nProgram, to replace Public Works Department’s trucks, in an amount not to exceed $379,356 ($63,226 per\ntruck); and\nb. Approving the purchase of two (2) detective vehicles for the Police Department in a total amount not to\nexceed $98,000;\nc. Authorizing the City Manager, or his designee, to execute all documents necessary to complete the\npurchases in a form acceptable to the City Attorney.
